Hung Yen: Accelerating progress, speeding to the finish line for civil projects

Hospitals, schools, and drainage projects are being accelerated, adding soft infrastructure and resilience to Hung Yen's investment environment.

On a plot of over 12 hectares in Tran Lam ward, the construction site of Thai Binh General Hospital is gradually taking shape. Behind the building blocks, technical systems, and urgent construction pace lies the expectation of a large-scale examination and treatment center capable of meeting the healthcare needs of people in the province and surrounding regions.

Tens of kilometers away, in the northern industrial zone of the province, the High-Quality Examination and Treatment Area project at Pho Noi General Hospital is also being pushed forward. Meanwhile, in Kim Dong, An Thi, and former Yen My districts, drainage canal and pumping station projects are being prepared to protect agricultural production areas, residential communities, and industrial parks.

These three different facets highlight a noteworthy investment direction for Hung Yen in 2026: alongside major transport routes, the province is allocating resources to projects that directly improve living standards, ensure production safety, and complete the ecosystem supporting businesses.

With rapid development speed, My Hao, Duong Hao, Thuong Hong wards and neighboring areas are facing pressure regarding healthcare, education, drainage, and other utilities.

Elevating Healthcare Quality

The Thai Binh General Hospital project has a capacity of 1,200 beds, designed to expand to 1,500 beds. Among its sub-projects, the construction of the outpatient department building and technical infrastructure has an investment capital of over 380 billion VND; the overall hospital construction sub-project exceeds 2,350 billion VND, implemented between 2026 and 2030.

This is not merely about building another medical facility. The province is aiming for a modern, synchronized hospital combining physical infrastructure, equipment, technology, and digital transformation. Orientations to incorporate science and technology components to build a smart hospital were also set forth during implementation.

Upon completion, the hospital is expected to relieve pressure on existing facilities, enhance specialized treatment capabilities, and step-by-step form a regional medical center across the Northern Delta.

However, the significance of the project goes beyond clinics and hospital beds.

A locality seeking to attract high-tech industrial projects cannot rely solely on preparing site clearances and transport roads. Alongside factories come thousands of engineers, experts, workers, and their families. Access to healthcare, education, and urban amenities is increasingly becoming part of the decision-making process for investment locations.

In the northern part of the province, the High-Quality Examination and Treatment Area and auxiliary items project at Pho Noi General Hospital has a total investment of 150 billion VND. In 2026, contractor selection for construction and equipment installation is being carried out to upgrade facilities and gradually expand the hospital's scale.

The location of the project carries its own significance. Pho Noi sits at the heart of an area densely populated with industrial parks, enterprises, and workforce. Having a high-quality examination and treatment facility directly on site helps residents and workers reduce travel time while strengthening responsiveness to healthcare needs arising during production.

Along with healthcare, Hung Yen is accelerating investment preparations for two specialized high school development projects. The construction project for Hung Yen High School for the Gifted is expected to span 8.54 hectares with a total investment exceeding 1,300 billion VND; meanwhile, the development project for Thai Binh High School for the Gifted has an estimated total investment of over 212 billion VND. These facilities are designed to be fully synchronized, ranging from classrooms, dormitories, and sports areas to laboratories and smart school infrastructure.

While these schools will not generate immediate economic returns, they represent a preparation for the future. Behind a modern industry must be a well-trained workforce capable of accessing technology and adapting to new requirements of the labor market.

Infrastructure Behind Industrial Parks

If hospitals and schools shape the quality of life, drainage systems safeguard the stable operation of an entire industrial area.

On January 6, 2026, Hung Yen province approved the project to renovate and upgrade the drainage canal system for the Kim Dong, An Thi, and Yen My industrial zones. The project has a total investment of 700 billion VND with a four-year execution timeline; contractor selection plans were rolled out in March 2026, with the construction package valued at over 638 billion VND.

This type of work rarely creates prominent visual landmarks like large bridges or tall buildings. Most of the project's value lies along canal stretches, underneath control structures, and in the capacity to guide and drain water during heavy rains.

Industrial and cluster parks are being constructed with high density in the areas of Kim Dong, Nghia Dan, An Thi, Yen My, Viet Tien communes, etc.

Yet, for manufacturing enterprises, an effectively operating drainage system can determine the stability of factories, warehouses, and supply chains. Every hour of production interrupted by flooding can result in losses of equipment, raw materials, delivery schedules, and customer trust.

Within the same system, the project to renovate and upgrade the Tra Phuong 3 pumping station has a total investment of 200 billion VND, serving drainage for industrial areas. In June and July 2026, Hong Quang commune publicly announced land acquisition plans, gathered public feedback, and disbursed compensation and support to clear site space for project implementation.

These projects demonstrate that investing in industrial support is not just about building new industrial parks. It also involves solving issues behind factory walls: water drainage, production environment protection, natural disaster risk mitigation, and ensuring uninterrupted operations.

In 2026, Hung Yen was allocated approximately 41,100 billion VND in public investment capital. By the end of June, the province disbursed nearly 16,590 billion VND, reaching 40.3% of the plan and placing it among the top five leading localities nationwide. During the same period, the province attracted 179 new investment projects and 105 capital increase adjustments, with a total newly registered and supplemented capital of approximately 49,230 billion VND and 862.2 million USD.
