VCCI accelerates timelines and standardises logistics for 3 major events at APEC 2027

The meeting was attended by Mr Pham Gia Tuc, Politburo Member, Permanent Deputy Prime Minister, and Chairman of the National Committee for APEC 2027. Also present were representatives from the Ministry of National Defence, Ministry of Public Security, Ministry of Foreign Affairs, Ministry of Finance, Ministry of Agriculture and Environment, Ministry of Construction, Ministry of Culture, Sports and Tourism, the Government Office, the State Audit Office, Vietnam Electricity (EVN), leaders from the An Giang Provincial Party Committee and People's Committee, the Phu Quoc Special Economic Zone, and Sun Group.

According to VCCI Vice President Nguyen Quang Vinh, the delegation inspected progress at several critical infrastructure projects supporting APEC 2027 in Phu Quoc. These included the Phu Quoc International Airport expansion—where officials evaluated upgrading work designed to accommodate international delegations and increase operational capacity for long-term growth—as well as the Provincial Road DT975 expansion and Phase 1 of the Urban Light Rail project. These key transport projects are expected to improve connectivity for delegates and residents during the summit while supporting Phu Quoc's long-term urban development.

The delegation paid particular attention to the APEC Convention Centre project, reviewing construction progress, spatial design, technical infrastructure, and its capacity to host high-level proceedings. The facility is set to be the primary venue for APEC Economic Leaders' Week 2027 and key business gatherings, including the APEC CEO Summit 2027. This centre must deliver world-class conference halls, reception lounges, speaker and delegate facilities, technical infrastructure, security, media facilities, translation services, and ancillary support functions. 

During the meeting between the An Giang People's Committee, relevant ministries, and operational units, VCCI Vice President Nguyen Quang Vinh reported that VCCI is preparing three major business events within the framework of APEC Economic Leaders' Week 2027: APEC Business Advisory Council (ABAC) Meeting; ABAC Dialogue with APEC Leaders; APEC CEO Summit 2027.

VCCI is aligning its preparations with the overarching agenda for APEC 2027. However, to ensure seamless coordination with the APEC 2027 National Secretariat, An Giang Province, and various sub-committees, details regarding agendas, guest lists, keynote speakers, event scale, and logistical requirements will continue to be refined according to an agreed timeline.

Directing VCCI’s key deliverables, Permanent Deputy Prime Minister Pham Gia Tuc issued clear instructions regarding operational planning:

First, VCCI must collaborate with relevant agencies to produce comprehensive operational plans for the APEC CEO Summit 2027 and associated business events—ensuring absolute clarity on content, delegate lists, speaking schedules, timelines, and inter-agency responsibilities.

Second, priority should be given to major, reputable corporations capable of making substantive contributions to the summit agenda, particularly those operating in energy, science and technology, innovation, semiconductors, and R&D.

Third, corporate participation should not be strictly limited to the 21 APEC economies. VCCI is encouraged to explore inviting non-APEC global business leaders to foster broader investment and trade connectivity, provided all outreach aligns with national foreign policy and security protocols.

The Permanent Deputy Prime Minister stressed that agendas, guest lists, and keynote speeches at the APEC CEO Summit 2027 must be rigorously curated to deliver real value to the business community and directly advance the broader goals of APEC 2027.

VCCI Vice President Nguyen Quang Vinh noted that An Giang Province aims to complete all final infrastructure projects by 31 May 2027—roughly six months ahead of APEC Economic Leaders' Week 2027. This target provides a firm baseline for VCCI to schedule site surveys, facility handovers, trial runs, and event rehearsals.

VCCI will fast-track and finalize the detailed plans for its three major events within August 2026. This will ensure a comprehensive framework is ready for submission and approval at the APEC 2027 National Committee meeting scheduled for late August 2026. Simultaneously, VCCI will submit draft programmes, task allocations, venue footprint requirements, and specific operational needs to An Giang Province to facilitate local preparations.

Moving into the next phase, Mr Vinh highlighted several operational priorities for VCCI:

First, translating the overarching priorities of APEC 2027 into specific session themes, panel structures, expected deliverables, and core messages for the APEC CEO Summit 2027; establishing criteria for allocating sessions featuring APEC Leaders, government heads, ABAC members, and global CEOs; and developing quality control criteria for session content and speakers.

Second, structuring delegate profiles by economy, sector, and priority tier; compiling preliminary lists of keynote speakers, global CEOs, and international organisation leaders; and submitting well-reasoned proposals for non-APEC guests that detail their strategic value and align with diplomatic and security requirements.

Third, defining exact operational parameters for each event—including meeting halls, staging, VIP holding rooms, command centres, media hubs, exhibition spaces, translation booths, digital infrastructure, and cybersecurity. Logistical blueprints covering accommodation, transport, protocol, delegate flows, registration/badging, medical support, security, and contingency plans will be consolidated into a master technical requirement document for coordination with the National Secretariat, An Giang Province, sub-committees, and venue operators.

Fourth, assigning lead responsibility for each operational workstream; creating a master matrix covering tasks, timelines, deliverables, and partner agencies; and maintaining regular progress reporting, risk management, and rapid integration of new directives from the National Committee for APEC 2027.
