Bac Ninh: Enhancing semiconductor competitiveness, fostering reform and infrastructure innovation

With impressive figures in its clean land fund, well-coordinated planning, and a strong commitment to “accompanying investors”, Bac Ninh is continuing to write its remarkable success story in the era of Industry 4.0.

On the global digital economy map, the semiconductor industry is often likened to the “heart” of all modern technologies. Bac Ninh Province is mobilizing its full resources to drive a transformation in infrastructure and administrative reform, with the determination to become a leading semiconductor manufacturing hub in the region.

Bac Ninh: Elevating the competitiveness of the semiconductor industry - breakthroughs in planning mindset and strategic infrastructure

According to Mr. Nguyen Duc Long - Deputy Head of the Bac Ninh Industrial Zones Authority, Bac Ninh Province is planning and developing synchronized, modern infrastructure, as reflected in several key aspects: its transport infrastructure is highly connected and rapidly advancing, with major projects such as the Gia Binh International Airport currently under development, the Ring Road 4 project of the Hanoi Capital Region, and an expanding expressway network; its industrial park infrastructure is being completed with full synchronization between technical and social infrastructure; and the province is accelerating the development of digital infrastructure, including telecommunications and internet systems, a provincial data center, electronic identification and authentication, digital signatures, digital payments, national data connectivity and sharing platforms, as well as cybersecurity and information security systems.

The planning and development of industrial parks in Bac Ninh are closely linked with urban, commercial, and service development, as well as eco-industrial parks, combined with strict construction management in line with detailed planning. This has contributed significantly to attracting investment into industrial parks, creating jobs, and promoting the shift in the labor structure from agriculture to industry and services. At the same time, the synchronized development of technical infrastructure in industrial parks alongside social infrastructure has helped shape and distribute economic space, foster balanced development across different areas of the province, and provide a solid foundation for Bac Ninh’s integration and sustainable growth.

In addition, the Authority has proactively advised the Provincial People’s Committee on the timely formulation, adjustment, and supplementation of industrial park planning in line with the province’s industrial development trends. It has also developed the Industrial Park Development Plan for Bac Ninh Province for the 2026-2030 period, with a vision to 2050. At the same time, it has reviewed, urged, and accelerated the completion of infrastructure in existing industrial parks currently in operation, particularly those newly established.

Accelerating compensation and site clearance to create a clean land fund for attracting industrial investment. Closely monitoring the implementation progress of technical infrastructure in industrial parks, ensuring requirements for internal transport, power supply, water supply, telecommunications, and wastewater treatment. State management of construction order is carried out strictly and rigorously in accordance with regulations.

The section of Ring Road 4 passing through Bac Ninh Province is required to be completed early, opening up new development space. Residents and businesses in Bac Ninh will benefit.

According to the provincial master plan for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister and adjusted by the Chairman of the Provincial People’s Committee, Bac Ninh Province is planned to have 52 industrial parks with a total area of 16,138 hectares. To date, 43 industrial parks have had their planning approved, covering a total land area of 13,089 hectares. Of these, 39 industrial parks, with 58 infrastructure development projects, have been approved in principle and have had investors officially designated, with a total area of approximately 11,317 hectares. The leased area for industrial land and administrative-service land has reached about 4,316.53 hectares, with an occupancy rate of around 53.9%.

Focusing on directing industrial park infrastructure developers to accelerate progress and build synchronized technical infrastructure, with notable industrial parks such as Yen Phong Industrial Park, VSIP Bac Ninh, Van Trung, Quang Chau, and Hoa Phu.

In particular, the review and refinement of planning are being carried out intensively, from updating plans at the commune and ward levels to major landmark infrastructure projects such as Gia Binh Airport. The supplementation of the provincial plan and the development of a master plan in 2026 aim not only to fill existing industrial parks but also to create new room for digital technology industrial parks and data-focused industrial parks under the Ministry of Public Security, with a scale of up to 540 hectares.

The approval process from detailed 1/500 planning to overall site master planning has been standardized, ensuring full alignment with central regulations, thereby helping investors shorten preparation time and quickly bring projects into reality on the ground.

Green and smart infrastructure: Standards for the semiconductor industry

According to Mr. Long, the semiconductor industry has extremely stringent requirements for technical infrastructure. Fully aware of this, Bac Ninh has implemented 58 infrastructure projects, creating a clean land fund of nearly 4,000 hectares. Currently, the province is focusing on completing infrastructure for about 53% of the remaining clean land area, ready to meet the needs of even the most demanding investors.

Not only the scale but also the “quality” of infrastructure is the key factor. New industrial parks in Bac Ninh are transforming toward a synchronized, modern, green, and smart model:

Sustainable energy: Power and water supply systems are given top priority. The province encourages the integration of renewable energy and rooftop solar power within production zones to meet international green certification standards.

Industrial parks are designed in harmony with the environment, ensuring seamless connectivity both inside and outside the industrial park boundaries through close coordination among local departments and agencies.

The appraisal of construction projects has been significantly expedited, helping enterprises complete infrastructure in line with registered timelines. The province’s business support authority goes beyond merely “bringing investors in”, providing close post-construction support to help companies restructure their projects and expand production scale in the most efficient manner.

Well-coordinated infrastructure projects, coupled with well-designed and modern planning, have become fertile ground for multinational semiconductor corporations to place their trust. In practice, many enterprises in Bac Ninh have been expanding their production scale very effectively, making significant contributions to the province’s industrial growth index as well as its Provincial Green Index (PGI).

Commitment to partnership and the aspiration to rise

Bac Ninh today is not only a place for factories but also a hub that nurtures innovative ideas. With the emergence of data industrial parks and digital technology zones, the province is gradually shaping itself into a center for research, development, and testing for the semiconductor industry.

The seamless coordination between local authorities and investors in infrastructure handover (with more than 500 hectares still under development) has created a closed-loop cycle: Good planning, standardized infrastructure, and rapid support. This serves as a solid “three-pillar foundation” enabling Bac Ninh to confidently compete with technology hubs across the ASEAN region.

With 23 industrial parks already in stable operation and dozens more taking shape, Bac Ninh is demonstrating strong momentum. Enhancing the competitiveness of the semiconductor industry is not merely a slogan but a well-executed and determined strategy. With infrastructure in place, policies increasingly open, and a readiness in mindset, Bac Ninh is set to become a new “prime destination” for Vietnam’s semiconductor industry, contributing to the country’s deeper integration into the global value chain.
