Facilitating customs clearance for businesses
The Government has just issued Resolution No.09/2026/NQ-CP on temporarily suspending and adjusting the application period of Decree No.46/2026/ND-CP dated January 26, 2026 (detailing the implementation of some articles and organisational measures, guiding the implementation of the Law on Food Safety) and Resolution No.66.13/2026/NQ-CP dated January 27, 2026 (regulating the announcement and registration of food products) until April 15, 2026.
Meanwhile, in localities nationwide, functional agencies are also creating the most favourable conditions for customs clearance of goods through border gates.
At border gates in Dong Thap province, authorities have proactively coordinated to promptly resolve obstacles, facilitating import and export activities. Thanks to the synchronised efforts of customs and quarantine forces, especially for fresh agricultural products, goods are cleared quickly without congestion, contributing to ensuring stable business operations during the peak period before the Lunar New Year 2026.
At the two international border gates of Dinh Ba (Tan Ho Co commune) and Thuong Phuoc (Thuong Phuoc commune), the customs clearance atmosphere is quite bustling. From early morning, vehicles carrying agricultural products line up for procedures; customs officers and quarantine forces are present to directly guide businesses in completing the necessary documents.
Tran Ngoc Thu, Director of Chon Thu Import-Export Company (Dinh Ba hamlet, Tan Ho Co commune), said that his company has been operating in the import of agricultural products such as mangoes and rice for four years. Over the past period, relevant agencies have consistently supported and facilitated the opening of customs declarations and the smooth implementation of customs procedures. Due to the constraints of Decree No. 46/2026/ND-CP, goods were only held up for a few hours on the morning of January 31st, after which they were facilitated for normal customs clearance, causing no losses.
Nguyen Van Phuong, Deputy Team Leader of Dinh Ba International Border Gate Customs, stated that the import of agricultural products through Dinh Ba border gate is currently stable, meeting domestic consumption and production needs.
In Lang Son, import and export activities through border gates in the province have been stable and smooth, without any sudden disruptions. Import and export activities have maintained order, customs clearance capacity has been ensured; and the terminals and yards are operating efficiently, meeting the customs clearance needs of businesses.
On February 4, 2026, the total number of import and export vehicles reached 1,931; the cumulative total from the beginning of the year to February 4, 2026 reached 61,294 vehicles, showing that the volume of goods through the border gates remains high and stable. Regarding exports, the main goods are agricultural products and fruits, with 330 vehicles and a total weight of approximately 10,908 tonnes.
The temporary suspension and adjustment of the application period of Decree No.46/2026/ND-CP dated January 26, 2026, has eased congestion at border gates, ensuring timely customs clearance of food and imported/exported goods. However, recent events have also raised issues related to the issuance of legal documents that need to include specific transitional provisions to ensure smooth import and export activities for businesses.
