
Hanoi’s OCOP Brand Linked to New Rural Development
Under Program 04 CTr/TU of the 17th Hanoi Party Committee, the municipal People’s Committee has actively and effectively carried out the “One Commune, One Product” (OCOP) Program over the past five years. With more than 3,400 certified products, accounting for over 20% of the national total, Hanoi continues to demonstrate its leading role in promoting the OCOP Program.
Broad impact
According to the Hanoi Coordination Office of the New Rural Development Program, from the beginning of 2025 to date, localities across the city have evaluated and rated 146 OCOP products, including 141 three-star and 5 four-star products. Notably, based on Hanoi’s proposal, the Ministry of Agriculture and Environment has recognized an additional three five-star products, raising the city’s total to nine.
Since the Prime Minister launched the OCOP Program in 2019, Hanoi has evaluated and certified 3,463 products, including nine five-star, nineteen potential five-star, 1,576 four-star, and 1,859 three-star items, making it the locality with the highest number of OCOP products nationwide. As of September 2025, the Ministry of Agriculture and Environment reported a total of 17,068 OCOP products rated three stars or higher from 9,195 OCOP entities across the country, with Hanoi accounting for about 20.3% of the total.
Ngo Van Ngon, Deputy Chief of Hanoi Coordination Office of the New Rural Development Program, emphasized that OCOP is a key driver of rural economic growth, promoting self-reliance and value enhancement. Many of Hanoi’s OCOP products are now available in major supermarket chains, earning consumer trust and preference. The program has also attracted strong engagement from local departments, sectors, districts, and diverse economic actors.
All 29 administrative units, including towns and suburban areas, together with 100% of communes and many wards, now have products participating in the OCOP evaluation and rating process. The city has 100 craft villages, 134 cooperatives, and thousands of enterprises and business households producing OCOP products, underscoring the program’s broad impact.
In recent years, the Department of Agriculture and Environment has advised on and implemented a cooperation program between the Hanoi People’s Committee and the Ministry of Agriculture and Environment to develop safe agricultural and food supply chains. To date, Hanoi has partnered with 43 provinces and cities to establish over 1,500 supply chains providing safe agricultural and food products for the city’s consumers, along with 172 intra-city production and distribution chains for safe agricultural, forestry, and aquatic products.
Enhancing quality and upholding the ocop brand
A central goal of Program 04-CTr/TU of the 17th Party Committee is to increase income and improve living standards in rural areas. Consistent with this goal, the city considers the OCOP Program a key solution to realizing the program’s objectives through rural economic development and OCOP product advancement.
The success of the OCOP Program has contributed significantly to the achievements of Program 04-CTr/TU for the 2021-2025 period. Average per capita income has reached more than VND75 million per year, and by the end of 2024, Hanoi had eliminated poverty.
Building on these results, the Department of Agriculture and Environment, in cooperation with the Hanoi Coordination Office of the New Rural Development Program, is currently developing and advising the municipal People’s Committee on the OCOP Program for the 2026-2035 period. In the near term, the department will continue coordinating with communes and wards to evaluate and rate products in accordance with regulations, while supporting OCOP entities in upgrading their products for higher ratings.
Nguyen Xuan Dai, Director of the Hanoi Department of Agriculture and Environment, emphasized that quality is the key factor earning consumer trust in OCOP products. Therefore, along with promoting communication and trade facilitation to support product consumption, the department will strengthen inspection and supervision to promptly detect and address violations in production and business practices, ensuring that OCOP products delivered to consumers meet high quality standards and preserve the integrity of the OCOP brand.
The development of OCOP products not only increases rural incomes but also helps preserve and promote traditional cultural values, especially those linked to craft villages, cuisine, and regional identities. To ensure the OCOP Program delivers tangible value to participants, the Hanoi Department of Agriculture and Environment has urged provincial and municipal counterparts to strengthen coordination in linking supply and demand and to support OCOP entities in participating in Hanoi’s trade promotion and marketing programs for agricultural and food products. These efforts aim to advance the OCOP Program for the benefit of all economic actors and local communities.
