Linkages between institutions and resources in cultural development
The Ministry of Culture, Sports and Tourism is seeking public comments on the draft Resolution of the National Assembly on a number of breakthrough mechanisms and policies for the development of Vietnamese culture.
The draft is developed to institutionalise the viewpoints, objectives, tasks and solutions set out in Resolution No. 80-NQ/TW dated 7/1/2026 of the Politburo on the development of Vietnamese culture. The orientation of its formulation focuses on correctly identifying key contents at the legislative level in order to remove bottlenecks, create changes in resources, especially in mobilising social resources; and improve the effectiveness of the system of institutions and the workforce engaged in cultural work.
The promulgation of breakthrough mechanisms aims to fundamentally and comprehensively renew thinking on mobilising resources for cultural development, in which state resources play a guiding role, while social resources and the private sector are important driving forces. The set objective is to use investment capital effectively, attract and make good use of talents, and create space for development and new momentum for this field.
Therefore, the regulations are designed to ensure the consistency of the legal system, reflect the specific characteristics of the cultural sector, and be in line with the spirit of the Resolution of the 14th National Party Congress and Resolution No. 80-NQ/TW, while meeting requirements of feasibility and implementation resources.
The draft focuses on several groups of key breakthrough mechanisms and policies: attracting investment resources for culture; incentives for investment, sponsorship and activities in the cultural sector; exploitation, operation and effective promotion of cultural and sports institutions; ensuring commensurate resources for cultural development; policies for remuneration and development of cultural and sports talents; and regulations on Viet Nam Culture Day.
In order to concretise the targets set out in Resolution No. 80-NQ/TW: “To complete the national system of cultural institutions, ensuring that 100% of two-tier local governments and armed forces have cultural institutions capable of meeting the needs for cultural creation and enjoyment of people at the grassroots level and of cadres and soldiers, and that 90% of grassroots cultural institutions operate regularly and effectively” and “To have specific and breakthrough policies to promote public–private partnerships in the cultural sector, implementing models of public leadership - private governance; public investment–private management; private investment - public use for certain cultural and sports institutions”, the draft Resolution proposes the content of “Exploitation, operation and effective promotion of cultural and sports institutions”, focusing on promoting public - private partnerships in the cultural sector; implementing models of public leadership - private governance, public investment–private management; private investmen -public use for certain cultural and sports institutions such as sports facilities and stadiums; theatres and cinemas; provincial- and commune-level cultural and sports centres; museums; and the restoration, exploitation and promotion of the value of historical sites and cultural heritage.
The draft also mentions piloting mechanisms allowing enterprises to lease the right to exploit or to transfer for a fixed term the exploitation rights of certain cultural and sports infrastructure assets; piloting mechanisms allowing enterprises to lease exploitation rights, transfer them for a fixed term, with reasonable state budget support for the portion of tasks serving public interests through ordering or task assignment mechanisms. This approach creates a basis for linking the management and exploitation of public assets with the orientation of socialisation, ensuring a harmonious balance of public–private interests.
