Opening session of 14th National Party Congress
The opening session of the 14th National Party Congress is underway at the National Convention Center in Ha Noi on Tuesday morning.

The event draws the participation of 1,586 delegates representing more than 5.6 million Party members nationwide.
The Presidium of the 14th National Party Congress comprises General Secretary To Lam, State President Luong Cuong, Prime Minister Pham Minh Chinh, Chairman of the National Assembly Tran Thanh Man, Standing member of the CPV Central Committee's Secretariat Tran Cam Tu, President of the Viet Nam Fatherland Front Central Committee Bui Thi Minh Hoai, Standing Deputy Prime Minister Nguyen Hoa Binh, Chairman of the Central Organization Commission Le Minh Hung, Chairman of the Central Commission for Internal Affairs Phan Dinh Trac, Minister of National Defense Phan Van Giang, Minister of Public Security Luong Tam Quang, President of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council Nguyen Xuan Thang, Secretary of the Ha Noi Municipal Party Committee Nguyen Duy Ngoc, Director of the General Department of Politics of the Viet Nam People's Army Nguyen Trong Nghia, Standing Vice Chairman of the National Assembly Do Van Chien, and Standing member of the Sub-Committee for Documents of the 14th National Party Congress Nguyen Van Nen.
State President Luong Cuong delivers opening remarks at the opening session of the 14th National Party Congress, Ha Noi, January 20, 2026
Themed "Solidarity-Democracy-Discipline-Breakthrough-Development, the Congress will review the renewal journey over the past nearly 40 years and chart directions for the next five years and beyond to achieve the goal of turning Viet Nam into a developed, high-income country by 2045.
The Congress is set to discuss and approve important documents: The Political Report of the 13th Central Committee of the Communist Party of Viet Nam, the Report summarising theoretical and practical issues regarding 40 years of socialist-oriented Doi moi (Renewal) in Viet Nam; the Report reviewing 15 years of implementing the Party Charter (2011–2025) with proposed amendments; and the Report on the performance of the 13th CPV Central Committee.
In his opening remarks, State President Luong Cuong stressed that the 14th National Party Congress is the political event of immense importance and marks a turning point for Viet Nam.
As the regional and international landscape continues to evolve rapidly, complicatedly and unpredictablly while strategic competition among major powers intensifies and the fourth Industrial Revolution has profoundly transformed all aspects of life, it is neccessary for Viet Nam to have new growth model, improve labor productivity, sharpen national competitiveness, and ensure national defense, security and diplomacy, he said.
From that perspective, the 14th National Party Congress has the historic mission, not only chart major orientations for the next five years (2026-2030) but also decides on strategic issues vital to the future and fortune of the whole nation in the years to come, according to the State President.
He went on to say that the Congress will discuss and adopt orientations, tasks, and strategic breakthroughs for the 2026-2030 period and vision to 2045, and elect members to the 14th Central Committee of the Communist Party of Viet Nam.
The Congress also marks the starting point of the new development era of Viet Nam, he added.
General Secretary To Lam presents documents to the 14th National Party Congress
Following the opening remarks by State President Luong Cuong, General Secretary To Lam presented the documents to the 14th National Party Congress.
According to the Party chief, Viet Nam's overall targets for the 2026-2030 are to firmly maintain an environment of peace and stability; advance fast and sustainable development; improve people's living standards; maintain strategic autonomy, self-reliance and confidence in the new era of the nation; successfully realize the goal of becoming a high middle-income by 2030 and a developed, high-income country by 2045.
Viet Nam will strive to achieve the average annual GDP growth rate of at least 10 percent between 2026 and 2030 and GDP per capita of around US$8,500 by 2030, he said.
To achieve the above targets, Viet Nam will continue to improve institutions, remove bottlenecks, unlock resources, create new driving forces, and build a safe, transparent and healthy business environment.
The Southeast Asian nation will build a new growth model based on productivity, quality, effectiveness and innovation while reducing depedence on natural resources and cheap labor; consider science, technology, innovation and digital as the central driving force for national development.
The General Secretary said Viet Nam will focus on implementing three strategic breakthroughs namely institution building and enforcement, human resource development, and infrastructure development.
On institution building and enforcement, Viet Nam will focus on improving the quality of policies, strengthening enforcement discipline, ensuring that all policies have roadmap, funding and supervision mechanisms for implementation.
On human resource development, particularly high-quality worforce, Viet Nam will conduct comprehensive education and training innovation closely linked to the market demand.
For infrastructure development, Viet Nam will give priority to developing strategic transport infrastructure, energy infrastructure, urban infrastructure, telecommunication infrastructure, especially digital infrastructure and data infrastructure, climate resilient infrastructure while expanding development space in accordance with national master planning scheme to ensure locality-to-locality connectivity, and regional and international connectivity.
