Tourism contributes to economic growth

In response to the demand for rapid and sustainable growth in the country’s new development phase, Party committees at all levels promptly issued directives to realise the resolutions of their congresses through action programmes linked with specific projects.

Practical observations across localities show that the resolutions of Party congresses at various levels have been timely adjusted so that targets and tasks remain closely aligned with real-life dynamics and are clearly defined, avoiding situations where resolutions are difficult to implement or carried out merely in formality.

Alongside promoting modern industry, the resolutions and action programmes of Party committees in several provinces and cities emphasise the importance of tourism, considering it a key economic sector contributing to local growth.

The Resolution of the Provincial Party Congress of Hung Yen sets out the requirement to strongly develop a modern, smart and sustainable urban system associated with urban economic development, services, commerce and high-quality tourism.

The reference to high-quality tourism development in the congress resolution indicates that the Provincial Party Committee has thoroughly studied Hung Yen’s strengths in its large number of historical relics, cultural heritage sites and scenic landscapes, while inheriting and building on the effective practices and successful models of the previous term.

According to the Standing Board of the Party Committee of Hung Yen’s Department of Culture, Sports and Tourism, the number of visitors to Hung Yen reached 10.6 million between 2021 and 2025, an increase of 43.24% compared with the 2016–2020 period. Tourism services have grown steadily and increasingly affirmed their role within the provincial economic structure, especially spiritual and cultural tourism linked with festivals.

This provides an important foundation for the Department’s Standing Board of the Party Committee to continue advising the Provincial Party Committee, the People’s Committee and the People’s Council of Hung Yen to concentrate resources on preserving and promoting the province’s renowned heritage sites; and to develop the master plan for Pho Hien ancient urban area in association with tourism development, as approved by the Prime Minister under Decision No. 744/QD-TTg dated May 27, 2010.

Recognising digital transformation as an inevitable trend in tourism development, the entire Party Committee of Hung Yen’s Department of Culture, Sports and Tourism is actively applying science, technology and digital transformation in preserving and enhancing the value of cultural heritage and improving services and amenities.

A top priority is to upgrade the provincial tourism information portal and smart tourism application, and to apply virtual reality technology and digitalisation in tourism management.

The Department’s Standing Board of the Party Committee, together with its leadership, is researching and developing plans and programmes to strengthen coordination, cooperation and linkages in tourism development with neighbouring provinces, particularly within the key triangle of Ha Noi – Hai Phong – Quang Ninh. On this basis, inter-provincial and inter-regional conferences and workshops will be organised to optimise the strengths of each locality.

In Ca Mau Province, the Resolution of the Provincial Party Congress has placed tourism development in the second priority group of key tasks, aiming to build major, nationally significant tourism zones that bear the province’s distinctive characteristics, thereby enabling tourism to become a truly important economic sector.

Accordingly, the Party Committee and People’s Committee of Bac Lieu Ward (Ca Mau Province) focus on diversifying tourism services, from high-end to budget-friendly, to meet the varied needs of domestic and foreign visitors.

Also deriving from the requirements of the Provincial Party Congress Resolution, the Party Committee and People’s Committee of Da Bac Commune (Ca Mau Province) aim to develop ecological tourism and local coastal cultural experiences, while promoting the integration of the commune’s OCOP products into modern retail systems and travel agencies.

Recently, the Politburo issued Conclusion No. 203-KL/TW dated November 4, 2025 on continuing to focus on implementing tasks and solutions to ensure the highest possible achievement of the 2025 growth target; creating a firm groundwork for sustained double-digit growth in the coming period; and reviewing Resolution No. 05-NQ/TW dated November 1, 2016 of the 12th Party Central Committee.

As they enter the new term, Party committees and organisations across localities are actively implementing the guidelines of the Party Central Committee, contributing to the successful realisation of the 13th National Party Congress Resolution and building momentum, aspiration and a solid foundation towards the country’s two centennial goals.
