Bac Ninh City Advances to a New Level

The face of Bac Ninh City is changing daily. The economy is experiencing exceptional growth, and the urban socio-economic infrastructure is being invested in and gradually transformed in a modern and civilized direction.
Bac Ninh City is rising strongly to become a bustling urban area, increasingly spacious and modern, with vibrant streets alive with business and service activities day and night. Many suburban villages have been upgraded to wards. The economy is making remarkable progress, with a strong shift toward an urban economic structure.
Bac Ninh City Built to Match Class-I Urban Standards
Urban planning, development, and management have been prioritized and effectively implemented. Technical infrastructure is being rapidly developed and upgraded according to Class-I urban standards. In particular, rural socio-economic infrastructure is being invested in and improved, gradually modernizing and civilizing the rural landscape.
Cultural and social activities are developing strongly, matching economic growth. The movement “All people unite to build a cultural life” is being actively promoted, along with a focus on developing cultural, tourism, and spiritual products that highlight the value of Quan họ folk songs. Social welfare and policy implementation are being widely carried out, improving both the material and spiritual life of the people. The city’s education and training sector remains the provincial leader in both quantity and quality.
Administrative reform has made a breakthrough, enhancing the efficiency of administrative procedures and creating the most favorable conditions for citizens and businesses. Political security is maintained, and public order and safety are regularly ensured.
Bac Ninh City Pushes Ahead with Site Clearance for Ring Road 4
Speaking with the Business Forum, Vice Chairman of Bac Ninh City People's Committee Nguyen Ngoc Hieu said that to accelerate the site clearance process for the Ring Road 4 - Hanoi Capital Region project (passing through Bac Ninh City) — with a total length of 9.7km through four wards, reclaiming 103.7 hectares of land — all agricultural land and burial site relocation have been cleared as of now.
According to Vice Chairman Hieu, the site clearance work has received high consensus from the people.
Regarding residential land, currently in three wards: in Hap Linh, 19 out of 20 households have received compensation; in Khac Niem, 62 out of 87; and in Nam Son, 6 out of 7.
To protect residents' rights, the city has implemented three resettlement housing projects, holding public land lot draws for households and individuals.
Ms. Nguyen Thi Hang from Thuong area, Khac Niem ward, shared that when her residential land was reclaimed for the Ring Road 4 project, her family was allocated two resettlement plots nearby.
“The Ring Road 4 is a major national project, so our family promptly complied with handing over the land. After the handover, we were allocated two new plots in Khac Niem Ward, just a few hundred meters from our old home. We’re now building a new house to stabilize life again. Despite some disruption, we happily support this national initiative,” she said.
Additionally, Bac Ninh City has formed three task forces to promote the project's significance and persuade residents to accept compensation. Several meetings have been held to expedite the process and address residents' difficulties during site clearance for this national key project.
The city has also conducted thorough reviews of households with land plots adjacent to alleys to consider additional compensation. For households with significant land loss, the city has reported to the Party Committee for support with an additional plot.
As the Ring Road 4 is a national key project, ensuring its progress in line with provincial directives is essential. Vice Chairman Hieu emphasized that all site clearance procedures have been strictly and legally followed.
The city is determined in planning enforcement measures. From now until the expected enforcement date (after the April 30–May 1 holiday), the city's Site Clearance Board will continue efforts, boosting communication and outreach, ensuring all legal documentation is in place before any enforcement occurs. The working groups persistently explain and clarify policies to residents to gain understanding and support.

During the compensation process, policies are applied flexibly to maximize benefits for affected residents.
Mr. Do Duc Phuong, Deputy Director of Bac Ninh City's Land Development Center, said the resettlement area for Ring Road 4 already has connected electricity infrastructure, facilitating residents' home construction.
According to Mr. Phuong, site clearance efforts in the past month have been decisive. “To accelerate the process, whenever residents agree to accept compensation — whether early morning or late at night — our staff and local ward officials are dispatched to complete disbursement procedures,” he said.
Mr. Hieu added that in addition to directing the site clearance, Bac Ninh City is determined to resolve outstanding issues, review unfinished projects for transition to new units, and organize document archives. The city actively communicates with all social sectors about the Central and provincial directive to swiftly implement the two-tier local government model. According to the provincial schedule, public opinion was collected on April 20, and the draft report must be submitted by April 24. The city will complete and implement all regulatory steps and guidelines to abolish the district level, allowing new local units to function smoothly from day one without disrupting ongoing activities.
Provincial Leaders Demand Absolute Commitment to Progress
The Chairman of the Bac Ninh Provincial People's Committee has issued a strong “ultimatum,” emphasizing the province's firm stance: all contractors must strictly comply with deadlines and construction quality standards. “If there are violations or lack of cooperation, the province will take strong action,” he stated, with a message: “The workload is immense, and the entire political system must be determined to complete it and create new development momentum for the province. This is a ‘political mandate’ that must be definitively completed.”
For key transport projects in the province, Chairman Vuong Quoc Tuan has given clear directives for the Ring Road 4 project, requiring departments, investors, and localities to enhance coordination, resolve issues thoroughly, and complete the site clearance, handing over the land fully for these nationally significant projects.
He also required localities to complete site clearance for the remaining areas in accordance with regulations, ensuring maximum benefit for residents, and to deliver the entire site before the deadline. The provincial police are tasked with ensuring security and order so that localities can fulfill their responsibilities. During implementation, any issues must be promptly reported to the Provincial People’s Committee for timely direction. The goal is to complete the project before December 31, 2025.
