Bac Ninh strives to enhance the Business Support Policy Index
In recent years, Bac Ninh Province has consistently worked hand in hand with businesses and investors to resolve bottlenecks and advance development.
Thanks to a series of proactive business support measures, Bac Ninh has been recognized for many years as a model in attracting foreign investment, hosting major names such as Samsung, Canon, Foxconn, Suntory-PepsiCo, and Hanwha Techwin. However, resting on past success is not an option.

He emphasized: “The success of enterprises is the success of the province; the difficulties faced by enterprises are also challenges in the province’s governance.” Bac Ninh is committed to supporting the business community in overcoming obstacles and achieving the goal of revitalizing industrial production. The province has introduced practical, tailored solutions aligned with the current situation of local enterprises.
At the same time, Bac Ninh maximizes the use of current mechanisms and policies to accompany and support businesses, laying a legal foundation for attracting industrial and commercial projects, thereby contributing resources to socio-economic growth and the province’s business environment.
According to Mr. Tuan, enterprises need to enhance their access to resources, proactively improve productivity and quality, strengthen management capacity, and increase linkages and joint ventures to expand operations and integrate more deeply into the value chains of FDI enterprises in the province.
Institutional Reforms to Enable a Healthy Business Environment
During a dialogue with business representatives and market infrastructure investors in November 2024, Chairman Tuan stressed: “A strong business sector requires a favorable and healthy business environment. To achieve that, the top priority is a transparent and clear legal framework, alongside a government that is dynamic, flexible, creative, and enabling. Building strong business capacity on a solid foundation is the responsibility of all government levels.”
He reiterated the province’s commitment to upholding the lawful rights and interests of investors, especially during administrative restructuring. Bac Ninh will issue supportive policies to help businesses transition smoothly and maintain stable operations.
Moving forward, Bac Ninh will continue improving the business and investment environment. Administrative procedures will be further reviewed and simplified to reduce costs and time for businesses. Information technology will be increasingly applied in state management to facilitate online transactions, and public service quality will be enhanced to ensure transparency, efficiency, and accountability.

Starting in April, the province will select 10 key projects to pilot a “green lane” for administrative processing, with requests resolved within 24 hours. The Department of Finance has been tasked with leading the implementation plan. In addition, Bac Ninh will categorize applications into “green lanes” in key areas: investment, import-export and logistics, trade development, financial support and consumption stimulus, high-quality human resources, innovation, digital transformation, smart infrastructure, and social housing. Processing time will be cut by up to 60%, and designated applications will be stamped “Green Lane” in line with the Prime Minister’s directive on fast-tracking administrative procedures.
Proactive Business Dialogue and Industrial Development Policies
Bac Ninh has established a plan to regularly hold dialogues and meetings with enterprises to hear concerns and resolve issues promptly. Dedicated task forces will be created to address specific problems, and a rapid-response feedback mechanism for businesses will be developed via a hotline system.
According to Mr. Luu Bao Trung, Director of Bac Ninh Department of Industry and Trade, the department—assigned to lead improvements in the PCI sub-index “Business Support Policies”—has been proactive and determined in removing obstacles, supporting enterprises, boosting economic growth, and enhancing the provincial competitiveness index (PCI).
Each year, the department directs its divisions to actively engage in communication, guidance, and support for production and business facilities—not only in business support policy indicators but across all PCI indicators under its regulatory scope.

The department also leads and coordinates the implementation of industrial cluster development plans to ensure land availability for production, trade, and services, facilitating access for SMEs to implement projects.
Connecting Enterprises with International Markets
The Department of Industry and Trade has introduced a series of measures to help local enterprises reach international markets. Trade promotion, exhibitions, and business networking events have helped Bac Ninh firms establish partnerships with global counterparts.
The department also coordinates with relevant agencies to guide enterprises in leveraging free trade agreements (FTAs) such as EVFTA and RCEP. As a result, many of Bac Ninh’s key products—particularly in electronics and industrial manufacturing—have entered major markets like the EU, the U.S., and Japan.
Bac Ninh is now a key industrial hub of northern Vietnam and the Hanoi Capital Region, home to numerous modern industrial zones and clusters. In support of sustainable industrial development, the department has promoted green technologies, encouraged energy-saving and low-emission practices, and pushed for the growth of supporting industries to reduce dependency on imports and build resilient local value chains.
The province is implementing the Government’s Resolution No. 93/NQ-CP (July 5, 2023) on enhancing international economic integration and fostering fast, sustainable economic development for the 2023–2030 period. The Department of Industry and Trade is the lead agency tasked with driving institutional reforms and facilitating business and citizen access to opportunities.
Efforts are being made to improve the business climate, enhance competitiveness, strengthen investment and trade promotion, build strong brands, and expand e-commerce. Foreign-invested firms are encouraged to connect with local companies to establish robust supply chains.
Bac Ninh continues to effectively implement its trade promotion program, helping enterprises expand market access and strengthen regional linkages. Local specialties are promoted across provinces, and capacity-building initiatives are offered via national and provincial industrial promotion programs.
Support is also extended to develop service providers in both quantity and quality, enabling broader access to professional, digitalized support services. Training and digital transformation are prioritized to improve the professionalism of these providers.
Bac Ninh has also diversified its trade promotion strategies. E-commerce initiatives are being expanded, with flagship products introduced on the province’s digital platforms, helping local producers connect with customers and other businesses.
Enterprises, especially rural industrial ones, are supported to join domestic and international trade fairs and supply-demand connection events across Vietnam, creating new opportunities for growth.
Through years of close cooperation, Bac Ninh has built strong trust with the business community. The province looks forward to continued partnership and support. With joint efforts from local authorities and enterprises, Bac Ninh is confident in overcoming challenges, seizing new opportunities, and achieving even more robust and vibrant development in the future.
