Bac Ninh: Expectations for green transition

Bac Ninh Province's Plan of Action to Implement the Green Growth Strategy by 2030, with a vision to 2050, stated: "Green growth is a new opportunity in attracting investment, restructuring the economy in line with the growth model, enhancing competitiveness and adapting to investment trends, and international green trade."

Changing perceptions and actions

According to Mr. Nguyen Anh Tuan, Secretary of the Bac Ninh Provincial Party Committee, green transition is a key step toward sustainable development, as it directly contributes to lowering greenhouse gas emissions and achieving a long-term carbon-neutral economy by 2050. Bac Ninh has always placed people at the core of its efforts to promote a green lifestyle and create a civilized society that is in peace with nature and the environment. It focuses on sectors with advanced technology, digital transformation, and smart infrastructure in order to attract investment, while also improving contemporary governance capacity and incorporating and applying modern science and technology to local and international settings.

“The green economy transformation, growth model innovation, and reduction of greenhouse emissions will be realized via the use of energy efficiency, resource-based science and technology, and the connection of FDI and local industries to boost green goods. On that premise, Bac Ninh plans to construct infrastructure, industrial parks, urban areas, and green countryside in order to promote a green lifestyle, increase resilience to natural catastrophes, and adapt to climate change,” said Mr. Nguyen Tuan Anh.

Bac Ninh arranged business trips to a variety of nations for many years. Several investment promotion events on the topic "Bac Ninh as global firms' top destination in Vietnam" have been held, attracting hundreds of enterprises and partners and creating potential for FDI inflows into the province.

At these forums, provincial authorities presented the message as well as the direction for attracting investment from Bac Ninh: high-tech industries, smart manufacturing, semiconductors, biomedicine, and 5G and 6G technologies. Bac Ninh is always ready to assist investors by providing site clearance, high-quality human resources, and reformed administrative procedures. It consistently encourages foreign investors to cooperate with Bac Ninh to benefit all stakeholders. Bac Ninh is devoted to improving the investment and business climate, as well as security, under the slogan "Enterprises’ success is province’s.”

Expectations from green industries

Mr. Vuong Quoc Tuan, Deputy Secretary of the Provincial Party Committee and Chairman of the Bac Ninh People's Committee, confirmed that, under the proposed plan, the province will provide incentives for investment in new industrial parks, as well as support for the transformation of existing industrial parks and enterprises that have successfully invested in ecological and green industrial parks.

IDICO Corporation has created a green, sustainable industrial ecosystem that follows the Net Zero trend through its strategy of synchronous, high-quality, ESG-oriented industrial park development. IDICO modernized the infrastructure of Bac Ninh's Que Vo II Industrial Park, including a sewage treatment facility that satisfies standard A for upstream discharge. Thuan Thanh Eco-Smart IP Green Industrial Park project focuses on green, smart, and synchronous solutions, such as energy savings, intelligent lighting system application, concentrated solar power utilization, renewable energy optimization, and fossil fuel minimization. Furthermore, it has implemented solutions for emissions control; intelligent technology application in water supply management; the construction of automatic irrigation systems; the collection, treatment, and reuse of rainwater as well as solutions for greening industrial parks, with the goal of using plants with high levels of CO2 absorption to cover at least 60% of the greenhouse area and achieve green certification for the industrial park.

Bac Ninh ranked third in the 2023 Provincial Green Index (PGI) released by the Vietnam Chamber of Commerce and Industry (VCCI) and the United States Agency for International Development (USAID). Furthermore, numerous FDI businesses have backed the province's green growth policy.
