Business Forum Magazine held an interview with Mr. Do Cong Tien, Head of the Bac Ninh Tax Department, on the journey of accompanying and supporting businesses, as well as breakthroughs in modern tax administration.
- Sir, how has the provincial tax sector translated its commitment to “accompanying businesses” into practice to create a distinct competitive advantage for Bac Ninh province?
In recent years, the Bac Ninh provincial tax authority’s efforts to support and accompany businesses have been carried out in a proactive, diverse, and increasingly in-depth manner, guided by the spirit of “listening to understand”. This has helped enhance the effectiveness of policy implementation and improve the local business environment.
The focus has been on organising communication, training, and guidance programmes on tax policies tailored to specific topics and different groups of businesses; launching peak campaigns to support and guide taxpayers, such as: the Taxpayer Support Task Force and the 60 Days Accompanying Taxpayer initiative during the peak period of the last three months of the year,... while also effectively maintaining support channels such as the electronic portal and online platforms.

In particular, the tax authority has strengthened policy communication through dedicated columns, feature reports, and thematic bulletins, enabling businesses and citizens to access information quickly, from official sources, and in an easy-to-understand manner, thereby enhancing voluntary compliance.
In addition, dialogue conferences between the tax authority and businesses have been held regularly and by theme, focusing on areas with persistent difficulties such as e-invoices, tax refunds, and tax incentives. In September 2025, the provincial Tax Department organized a conference to introduce new tax policies and engage in dialogue with taxpayers in an in-person format, with 1,200 delegates representing businesses in attendance. In March 2026, it held an online conference across the entire province to address concerns, provide guidance on finalizing 2025 tax obligations, and answer taxpayers’ questions, thereby promptly capturing, resolving, and proposing solutions to emerging issues.
In parallel, various models and initiatives have been effectively implemented, such as improving the quality of support for non-state enterprises through segmentation, monitoring, and in-depth assistance; as well as applying QR codes to provide documents and instructional videos on tax policies, enabling taxpayers to easily access information while saving time and costs.
Through the synchronized implementation of measures ranging from communication and dialogue to innovation in support methods, the Bac Ninh provincial Tax authority has gradually affirmed its role as a substantive partner to businesses, contributing to the development of a transparent, business-friendly, and modern business environment.
-What breakthroughs has the Bac Ninh Tax sector made in applying technology to simplify procedures and enhance transparency for taxpayers?
It can be said that digital transformation at the Bac Ninh provincial Tax authority is no longer a “choice” but a “mandate” driven by practical realities. With thousands of businesses operating dynamically, continuing to rely on traditional management methods would create barriers to development.

Regarding administrative procedures, the Bac Ninh provincial Tax authority has thoroughly eliminated intermediate steps and simplified documentation. Currently, most procedures from tax registration and declaration to tax payment and refund are carried out electronically, 24/7.
The synchronous implementation of electronic tax services such as online filing, payment, and refund has helped businesses significantly save time and costs while reducing the need for direct contact. At the same time, the digitalized tax management system enables tax authorities to process records faster, more transparently, and with fewer errors, creating a clear improvement in the quality of service for taxpayers.
In addition, with the objective of placing taxpayers at the center, taxpayers’ feedback serves as an opportunity for the tax authority to better identify strengths to be promoted and limitations to be addressed, thereby continuously improving service quality. Results: The Bac Ninh provincial Tax Department ranked first in overall taxpayer satisfaction with tax inspection activities among provincial-level tax authorities, achieving a 100% satisfaction rate. In terms of overall taxpayer satisfaction with support and management activities, Bac Ninh Tax Department ranked 11th, with a very satisfied rate of 80%.
As a result, the level of business satisfaction has been increasingly improved, and the tax compliance environment has become more favorable, contributing to creating conditions for the business community to feel secure in investing and expanding production and business activities in the province.

Regarding digital technology, a modern integrated tax management system is being operated. In particular, the implementation of electronic invoices and electronic invoices generated from cash registers has created a breakthrough in transparency. This system not only helps businesses manage their finances more effectively but also minimizes errors and tax-related risks.
Moreover, interaction on digital platforms has been strengthened. In addition to the official website, the Bac Ninh provincial Tax authority has developed support systems via Zalo, Facebook, and online consultation channels. Through these platforms, businesses’ inquiries are addressed almost in real time. This helps bridge the gap between public authorities and citizens, creating a more friendly and professional working environment.
We believe that: “Any delay in tax procedures is a cost for businesses”. Therefore, applying technology is the best way to make all processes transparent, eliminate negative factors, and build strong trust with investors.
- In the coming time, what key solutions will the Bac Ninh Tax Department focus on, sir?
In the coming period, the Bac Ninh Tax sector will continue to closely follow the national digital transformation strategy, aiming to build a “digital tax ecosystem”. The focus will be on personalizing support services for each type of business, particularly assisting startups and enterprises transitioning from household businesses.
The Bac Ninh provincial Tax Department will focus on synchronously implementing solutions to both improve the effectiveness of state budget revenue management and continue accompanying businesses, particularly the FDI sector and high-tech enterprises;
Continuing to focus on the effective operation of electronic tax management applications, integrating data to enable businesses to access and use them conveniently and seamlessly. Strengthening the application of artificial intelligence and big data analytics for risk management, thereby facilitating tax administration while improving the effectiveness of revenue loss prevention.
In parallel, the Tax sector will continue to promote administrative procedure reforms, minimizing the processing time for dossiers, ensuring transparency and timeliness, and improving the quality of taxpayer services.
