Building Lai Chau for green, rapid, and sustainable development in the new era
The Party Committee of the Lai Chau Provincial People's Committee for the 2025–2030 term has set ambitious goals: achieving GRDP growth of 10% or more, reaching a per capita GRDP of 90 million VND, and aiming for budget revenues to exceed 4,500 billion VND by 2030.

On the afternoon of August 15, the Party Committee of the Provincial People's Committee solemnly held its 1st Congress for the 2025–2030 term. Attending and directing the Congress were Ms. Giang Pao My, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, and Head of the National Assembly Delegation of Lai Chau Province, along with Mr. Vu Manh Ha, Permanent Deputy Secretary of the Provincial Party Committee.
The Party Committee of the Lai Chau Provincial People’s Committee was officially established and began operations on March 1, 2025, based on the consolidation of the Party Committee of Provincial Agencies and Enterprises and the Party Civil Affairs Committee of the Provincial People’s Committee. This restructuring aims to strengthen the comprehensive, centralized, and unified leadership of the Party, while enhancing the effectiveness and efficiency of the Provincial People’s Committee’s administration—meeting the province's development demands. The Party Committee now comprises 36 grassroots Party organizations with a total of 3,214 members.
Since its inception, the Party Committee has demonstrated unity and proactive leadership, producing many positive outcomes: the political system has been streamlined and operates effectively; Party-building work, political-ideological education, inspection, and supervision have been rigorously implemented.
In his opening speech, Mr. Le Van Luong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, and Secretary of the Party Committee of the Provincial People’s Committee, emphasized that this first Congress is a highly significant political event and a profound political activity across the entire Party Committee.
Mr. Le Van Luong called on delegates to uphold responsibility, democracy, wisdom, and unity; to actively discuss and objectively assess the achievements of the 2020–2025 term; and to identify shortcomings and analyze both subjective and objective causes. He urged delegates to closely follow political tasks, analyze the context, and reach consensus on goals, tasks, and practical, feasible solutions for the 2025–2030 period to ensure successful implementation.
Development Targets for 2025–2030
The Party Committee set forth specific targets for the term:
- Average GRDP growth of 10% or more;
- Per capita GRDP to reach 90 million VND;
- State budget revenues to exceed 4,500 billion VND by 2030;
- Annual poverty reduction rate of 3–4%;
- Forest coverage rate of 55%;
- 90% of grassroots Party organizations and Party members to complete tasks well or better each year;
- 100% of Party office officials proficient in digital skills and IT applications in management;
- 100% of Party agencies’ data to be digitized and managed on digital platforms.

Speaking at the Congress, Mr. Vu Manh Ha praised the Party Committee for its remarkable results—especially notable given the Party Committee’s recent formation. Through strong determination and effort, it has successfully led key initiatives in Party-building, organizational restructuring, and socio-economic development. Among the notable achievements is the thorough implementation of the Politburo’s "four pillar resolutions" on science and technology, digital transformation, legal system improvement, and private economic development.
Mr. Vu Manh Ha expressed confidence that the Congress would be a success and serve as a landmark, propelling the Party Committee forward in achieving the goals and tasks outlined in the Resolution of this first Congress. He affirmed the Party Committee’s key role as an advisory and executive force in implementing provincial socio-economic, security, and defense strategies, particularly as Lai Chau enters a new era of national development filled with both opportunities and challenges.
He stressed that the Party Committee must maintain unity, innovation, and initiative in leading the comprehensive implementation of both Party-building and political tasks. Priorities include managing the two-tier local government system, advancing the four-pillar resolutions, and promoting science and technology, digital transformation, legal reform, private sector development, and deep international integration.
Congress Outcomes
The Congress announced the decision to appoint 27 delegates to represent the Party Committee of the Provincial People’s Committee at the 15th Lai Chau Provincial Party Congress (2025–2030). Delegates also voted to adopt the report summarizing feedback on the draft documents for the 14th National Party Congress and the 15th Provincial Party Congress, along with the Congress Resolution.
On the morning of August 15, prior to the Congress, the delegation—led by Mr. Le Van Luong—visited the Provincial Martyrs’ Cemetery to offer incense and report their achievements, and paid tribute at President Ho Chi Minh’s memorial room within the cemetery.
