Creating more opportunities for businesses to stimulate consumption

With the aim of contributing to the target 8% economic growth rate in 2025, Ha Noi is implementing the Citywide Promotion Programme. Expected discounts of over 50% from around 1,000–2,000 participating enterprises are anticipated to help boost consumer demand, promote the circulation of goods, and support economic recovery and development.

According to the Ha Noi Department of Industry and Trade, the 2025 Citywide Promotion Programme will feature a series of diverse activities with renewed promotional schemes designed to better engage consumers.

Nguyen Tuan Anh, Deputy Director of the Ha Noi Centre for Industrial Promotion and Development Consultancy, stated that the programme's peak activities will take place in July and November 2025, with the participation of 1,000–2,000 businesses and retail locations throughout the city. Participating units will offer discounts of up to over 50% to stimulate domestic consumption and contribute to increased total retail sales in the area.

Strong business participation

As an active supporter of Ha Noi’s consumer stimulation campaigns, the Central Retail Group is once again taking part in this year’s Promotion Programme. A representative of the company stated that its retail network (GO!, Big C, Tops Market...) will launch a series of promotions offering discounts of up to 50% on thousands of products to enhance the shopping experience for residents.

“Consumer behaviour has changed significantly, so we are implementing promotional campaigns both in-store and online, while ensuring stable supply chains for both formats,” the representative emphasised.

In addition to commercial stimulation activities, the 2025 Programme will also focus on promoting cashless consumption, encouraging businesses to adopt digital payments, QR codes, and e-wallets. This will diversify payment methods and contribute to the effective implementation of the national digital transformation programme and the development of a smart capital city.

At key events, the public will be invited to explore the digital transformation space themed “Touch Technology, Live Smart”, where they can experience cashless consumption activities such as app-based shopping, QR code payments, online flash sales, testing digital payment devices, and experimenting with AI-powered applications.

Le Phuong Dong, a representative of the M-Service Joint Stock Company (MoMo e-wallet), noted that e-wallets with multiple features and utilities are being increasingly adopted by users. By participating in the 2025 Citywide Promotion Programme, MoMo hopes to support the promotion of digital commerce and financial development.

Moreover, the programme will feature the event “Ha Noi Midnight Sale 2025” to coincide with the global shopping day Black Friday, turning the city into a vibrant night-time shopping festival. Organisers plan to collaborate with various brands and implement the event through public-private partnerships, including a “Branded Promotion Day”.

Maximising programme’s effectiveness

According to the Ha Noi Department of Industry and Trade, in 2024 alone, during the promotion months of May, July, and November, the department received approximately 15,000 promotional notices and registrations from nearly 1,000 businesses. The estimated total value of the promotions exceeded 30 trillion VND, covering sectors such as food, consumer goods, fashion, pharmaceuticals, electronics-telecommunications, banking, and real estate.

These figures illustrate the effectiveness of the Promotion Programme in stimulating domestic consumption.

Nguyen The Hiep, Deputy Director of the Department of Industry and Trade, stated that this year the Department will implement a quantitative evaluation system to measure the actual impact of the programme. Specifically, it will track the number of consumers participating in events via QR code check-ins; measure the rate of transition to cashless transactions at booths; and record the average revenue growth of participating businesses.

“These indicators will serve as an important data foundation for assessing the programme’s reach and overall effectiveness. Implementing a quantitative indicator system not only facilitates progress monitoring but also supports policy and organisational adjustments to enhance their performance in future years,” Hiep stressed.

With a wide series of engaging activities, renewed promotional events, and trade promotion efforts tied to the development of Vietnamese brands, Nguyen The Hiep expressed his hope that the 2025 Citywide Promotion Programme will effectively connect production with consumption, stimulate domestic demand, and help achieve the city's GRDP growth target of 8% or more in 2025, while also increasing total retail sales and service revenue in the capital by 14%.
