Enterprises accompany Bac Ninh in its development journey

In the context of Vietnam's dynamic economic transformation, Resolution No. 68-NQ/TW dated May 4, 2025 by the Politburo on private economic development, marks a significant milestone. It affirms the essential role of enterprises—especially small and medium-sized enterprises (SMEs)—in contributing to the country’s sustainable development.

Bac Ninh is actively implementing this resolution, translating supportive policies into practice to create opportunities for entrepreneurs and enterprises to thrive, thereby contributing to the province's overall prosperity.

As one of the key economic hubs in northern Vietnam, Bac Ninh has continuously reformed to enhance competitiveness and create a favorable investment environment for businesses. The province has launched a series of decisive measures to implement Resolution No. 68, particularly in support of SMEs.

These efforts include simplifying administrative procedures, increasing transparency in government operations, and improving access to investment resources to promote sustainable development.

Recently, robust programs have been introduced to support SMEs, including three-year corporate income tax exemptions for newly established firms, abolition of business license fees, and preferential loans for technology transformation.

Bac Ninh also emphasizes improving workforce quality through training programs focused on high-tech industries and smart manufacturing. Furthermore, strong investments in industrial and economic zones provide a solid foundation for business development.

Additionally, the provincial government regularly organizes meetings and dialogues with businesses to listen and resolve operational challenges. It also runs programs to support startups and digital transformation among new businesses.

Entrepreneurs and businesses in Bac Ninh are vital partners in realizing the province’s development goals. The province is establishing strong platforms that connect businesses with government, credit institutions, training centers, and other support agencies to help them overcome challenges and grow.

Anticipating Innovation and Partnership

With Bac Ninh's determined efforts and the robust support embedded in Resolution No. 68-NQ/TW, local entrepreneurs and businesses can expect a more favorable and enabling business environment.

Mr. Nguyen The Hong, Chairman of Bac Ninh Province’s Association of Small and Medium Enterprises:

“The province has made significant strides in supporting the SME community, especially in administrative reforms and financial assistance. Businesses highly appreciate the reduced paperwork, saved time, and the supportive policies for startups.
Moreover, the province is encouraging digital transformation and integration into global value chains. These policies provide powerful momentum for SMEs in Bac Ninh to grow and enhance their competitiveness in an increasingly globalized economy. However, maintaining and sustainably enhancing these support policies is crucial for businesses to stabilize and develop long-term.”

Mr. Nguyen Dinh Tan, Chairman of the Board and General Director of Bac Ninh Trading & Tourism JSC, and Chairman of Bac Ninh City’s SME Association:

“SMEs in Bac Ninh City face many challenges, particularly with access to capital, administrative procedures, fire safety regulations, and entry into large markets. Rising input costs and the demand for tech innovation requiring significant resources also present difficulties.
Resolution No. 68-NQ/TW is expected to provide practical and effective support policies for SMEs. These would serve as a strong catalyst for private sector growth, increased production capacity, and contributions to both city and provincial budgets. The business community believes that such support will empower SMEs to grow and drive sustainable local economic development.”

Mr. Nguyen Manh Hung, Director of Vinh Giang Investment and Trading JSC:

“The biggest challenge for Vinh Giang and other distribution businesses is competing with large e-commerce platforms and modern distribution systems. These competitors have the advantage of capital, technology, and extensive market reach, while local businesses face technological and financial limitations.
Increasing logistics costs and shrinking profit margins in the fast-moving consumer goods sector put further pressure on enterprises. There’s also a shortage of skilled labor in supply chain management, data analytics, and digital marketing.
We recommend that Bac Ninh upgrade its transportation and logistics infrastructure. Although the province enjoys a strategic location, several roads connecting industrial zones and residential areas—such as Provincial Roads 285B, Ring Road 4, and Road 287—need to be expanded and completed more rapidly.
Additionally, the province should implement more practical digital transformation support programs for distribution enterprises, especially in warehouse management, order processing, and integration with modern retail systems.”

Mr. Nguyen Duc Quang, Deputy General Director of HCD Investment, Production, and Trading JSC:

“Although the investment environment has improved significantly, there are still policy-related uncertainties—especially in taxation, environmental regulations, fire safety, regional planning adjustments, and the inconsistent application of laws across localities. These factors complicate project planning and investment budgeting.
Our company has proactively monitored policy changes and developed flexible response plans to mitigate risks and maintain efficient project execution.
Even though our HCDWOOD outdoor plastic wood factory project (1.6 hectares) is in Khai Son Thuan Thanh Industrial Park—an area with existing planning and basic infrastructure—we’ve faced early hurdles in securing clean land. Infrastructure like internal roads, water drainage, and electricity stations were incomplete, affecting factory construction timelines. We’ve coordinated closely with the industrial park management board to resolve these issues and accelerate infrastructure completion.”

Mr. Thomas Chen, Senior Director, Cooler Master Vietnam (Gia Binh Industrial Park):

“Our project was first licensed in November 2023 and revised in 2024, with a total investment of USD 200 million on a 10-hectare site. The plant specializes in manufacturing electronic components such as cooling systems for AI servers, computers, and vehicles.
When operational, it is expected to generate USD 800 million in annual revenue and create approximately 4,600 jobs.
We appreciate Bac Ninh’s investment environment. The local government has been supportive, and investment procedures are becoming increasingly professional, modern, and investor-friendly.
Notably, the provincial leadership is proactive, receptive, and committed to administrative reform.
The company plans to build dormitories for employees, but some challenges related to zoning adjustments persist. We propose that the Industrial Zone Management Board and the provincial government expedite the approval process and resolve existing issues.”

Mr. Le Van Huy, Deputy General Director, Manh Duc Vietnam JSC (Manh Duc Group):

“Bac Ninh should accelerate administrative procedures, especially in investment and construction, to facilitate land access for businesses. Reforming administrative procedures helps reduce time and costs for companies, thus promoting private sector growth.
We believe that once Bac Ninh enhances its effectiveness in these areas, it will significantly improve the province’s competitiveness, attract more investors, and create more growth opportunities.”

Ms. Nguyen Thi Bich Thu, Deputy Director, Bac Ninh Petroleum Co., Ltd.:

“Bac Ninh has made remarkable administrative improvements, particularly in tax and fuel business-related procedures. The Provincial Tax Department has held online forums to clarify tax-related issues, helping businesses save time and costs.

This cooperation helps ensure tax compliance and product quality, enhancing government oversight and supporting sustainable business growth to meet rising public and business demands in the province.”
