Human resource development - The key to growth: Solve the problem of abundance and lack of labor

Human resources, especially high-quality human resources, play an important role in the socio-economic development of each country. In the context of the Fourth Industrial Revolution and impacts of the Covid-19 pandemic, the building and development of human resources to meet the requirements of the cause of accelerating industrialization, modernizing the country and integrating into the world today as well as catching up with the recovery and growth in the post-Covid-19 period is absolutely necessary. There are still some unsustainable factors in the labor market. The biggest difficulty facing businesses today is the lack of high-quality human resources.

Bright picture

The Government, ministries, localities and businesses have implemented many policies to support workers to return to factories. Binh Duong is a locality heavily affected by the Covid-19 pandemic, causing a large number of labor shifts.

Binh Duong Department of Labor, War Invalids and Social Affairs coordinated with relevant units to set up a delegation to 14 provinces and cities across the country to propagate and welcome workers in need to return to Binh Duong.

In addition, coordinate with localities and job placement centers to sign programs to support workers returning to Binh Duong. Similarly, thanks to businesses' policies to take care of employees during Tet and during the Covid-19 pandemic, so far 96% of workers have returned to Ho Chi Minh City.

The Ministry of Labour, Invalids and Social Affairs has issued a plan to support the recovery and development of the labor market, which outlines solutions to support workers, especially foreign workers to return to work. This contributes to solving difficulties in recruiting personnel and also creates job opportunities for students, trainees and employees in the future.

On March 28, 2022, the Prime Minister issued Decision 08/2022/QD-TTg stipulating the implementation of policies to support rent for workers.

Accordingly, workers begin to return to work in industrial parks, export processing zones and key economic zones from April 1, which will be supported with rent (VND1 million/month), compared to the work labor (level VND500,000/month). This is considered one of the solutions to contribute to the labor market restoration by supporting and attracting workers to return to work.

At the same time, sharing and supporting workers with difficulties in housing, support businesses, cooperatives and business households to retain labor to restore production and business.

Paradox of abundance and lack

However, there are still some unsustainable factors in the labor market. The biggest difficulty facing businesses today is the lack of high-quality human resources. Low-tech occupations that don't need high-quality labor can get a labor force right away, but high-tech occupations require recovery time and a high-quality workforce.

Dr. Do Thanh Van, Deputy Director of the Center for Forecasting Human Needs and Labor Market Information in Ho Chi Minh City, said that science and technology develop rapidly, requiring workers to have skills, qualifications and expertise to catch up with work.

However, the current human resource bottleneck is an excess of young workers but a lack of skilled workers in necessary industries. Sometimes, the needs of learners do not coincide with the needs of society, the needs of enterprises, and the needs for development, leading to a situation where the professions are in high demand but there are no learners. This is also the reason for the lack of high-quality human resources in some specific industries.

According to Ms. Nguyen Thi Van Anh, Southern Sales Director of VietnamWorks Company under Navigos Group, the reason is that the distribution of training by industry is still unbalanced, there are redundant industries and some are lacking. At the same time, high-quality human resources tend to be concentrated in a few central areas, so industrial parks, especially new ones, will suffer from a serious shortage of high-quality human resources.

On the other hand, some high-quality human resources have been trained, are familiar with the environment and working style of multinational companies, and used to specializing until they have to go through the local company to do it themselves, so they will be difficult to implement and to meet the requirements of the business.

Therefore, highly qualified personnel who have been trained from multinational companies are afraid to move to local companies, causing a shortage of this source in local companies.

To solve the problem of shortage of human resources, especially the lack of high-quality human resources to meet global trends, it requires authorities and businesses to come up with solutions to promote the development of the labor market as a rule, and enhance connectivity.
