New momentum for Viet Nam–Russia comprehensive strategic partnership

Chairman of the State Duma of the Russian Federal Assembly Vyacheslav Volodin is leading a high-level Russian delegation on an official visit to Viet Nam and to co-chair the fourth session of the Viet Nam–Russia Inter-Parliamentary Cooperation Committee on September 28 to 29 at the invitation of Vietnamese National Assembly Chairman Tran Thanh Man.

The visit takes place amid rapidly evolving global and regional developments that are shifting the world order towards a more multipolar, multi-centric, and multi-layered structure.

The global economy is recovering slowly amid persistent risks, while increasing protectionism impedes the process of globalisation and economic integration. The Asia-Pacific and Indian Ocean regions continue to grow dynamically and enhance economic connectivity, affirming their key role in world peace, stability, and prosperity, yet face heightened strategic competition.

Despite numerous challenges, Russia maintains internal political stability. President Vladimir Putin’s approval rating remains high. The government, parliament, and political parties hold unified views on important national matters.

Russia’s economy has overcome difficulties and sustained positive recovery momentum. In foreign affairs, the Asia-Pacific region remains a significant focus of Russia’s foreign policy.

Overcoming challenges through the years with profound empathy and mutual trust, the traditional friendship and comprehensive strategic partnership between Viet Nam and Russia have been strongly promoted across all channels of the Party, State, Government, and Parliament.

Leaders of both countries maintain reciprocal visits, meetings, and participation in multilateral events hosted by each nation.

Notably, in May 2025, Vietnamese Party General Secretary To Lam paid an official visit to Russia and attended the ceremony celebrating the 80th anniversary of the Victory in the Great Patriotic War. On this occasion, Viet Nam and Russia issued a joint statement on major orientations for their comprehensive strategic partnership in the new period.

Despite regional and global fluctuations, the strong determination of leaders from both countries to maintain, consolidate, and “renew” bilateral relations has helped Viet Nam–Russia economic and trade cooperation gradually regain momentum; two-way trade in 2024 reached 4.58 billion USD, an increase of approximately 26% compared to 2023.

Russia currently has around 200 investment projects in Viet Nam with a total registered capital of about 990 million USD, while Viet Nam has 17 investment projects in Russia.

Along with positive developments in economic and trade cooperation, bilateral defence and security cooperation has been promoted across multiple fields. Oil and energy continue to be a key pillar of bilateral cooperation.

Regarding parliamentary cooperation, both countries have achieved many positive results recently. Regular exchanges of delegations at senior and other levels are maintained.

Within multilateral cooperation frameworks, both sides share views on international issues and actively coordinate, consult, and exchange opinions at various multilateral parliamentary forums.

The Vietnamese National Assembly and the Russian State Duma signed a Cooperation Agreement in 2009 and an agreement to establish the Inter-Parliamentary Cooperation Committee in 2018. This is the first high-level bilateral inter-parliamentary cooperation model between Viet Nam’s legislature and a foreign legislative body.

The visit also affirms the important role of the Inter-Parliamentary Cooperation Committee mechanism in promoting practical and mutually beneficial cooperation, especially in key areas such as diplomacy, defence and security, energy, oil and gas, as well as traditional fields including science, technology, education, training, culture, sports, and tourism.
