"Nurturing" science and technology enterprises

Creating a favorable environment

From 2020 until the present, Tra Vinh province has established 1,567 new firms with a total registered capital of almost VND 17,829.9 billion and 19,770 workers. Businesses view Tra Vinh as a favorable market for knowledge and technology transfer.

However, Tra Vinh has recognized several obstacles in assisting potential enterprises in becoming scientific and technological ones.

First, the legal environment for the formation of new firms is still incomplete since it lacks several specialized entrepreneurial legislation.

Second, investment and risk tolerance remain limited, resulting in the loss of numerous possibilities to turn potential into reality.

Third, there are still numerous concerns with the procedures for issuing certificates to science and technology firms, as well as the investment environment.

Fourth, communication, business support, and the formation of investment support funds and venture capital funds continue to have significant restrictions.

Fifth, potential enterprises still need the motivation and resources to become scientific and technological ones.

The Tra Vinh Department of Science and Technology has provided several support policies for active scientific and technology firms. It also assists scientific and technology firms, as well as those with the potential to become science and technology enterprises, in carrying out independent initiatives under the National Science and Technology Program and the Provincial Science and Technology Program.

The Tra Vinh Department of Science and Technology continues to support science and technology firms in registering intellectual property protection and safeguarding the legal rights and interests of organizations and individuals involved in the science and technology markets. The province supports science and technology firms through Resolution 82/2019/NQ-HĐND, which includes interest incentives.

A special mechanism needed

Currently, some science and technology firms are not actively participating in the development of the scientific and technological market, such as introducing and selling technical equipment. Additionally, they obtain fewer technology transfer contracts from outside.

To address the aforementioned challenges, the Tra Vinh Department of Science and Technology has proposed a plan to develop science and technology enterprises in the province until 2030, assisting incubators and startups in accessing the province's support policies to participate in technology innovation programs.

This Department also works on incubation and the registration of scientific and technological enterprises. It provides funding for scientific research, technological innovation, product diversification, and improving competition, as well as boosting productivity and product quality.

Furthermore, certain regulations are required for scientific research, particularly the simplification of administrative procedures for the final settlement of existing tasks and work packages.

In addition, coordinating with specialized divisions to create administration training courses for businesses, formulating policies for business development, brand building, and technological innovation.
