Resolution 41-NQ/TW: Fostering Development of Entrepreneurs in New Era

The Politburo issued Resolution 41-NQ/TW on developing the entrepreneurial capacity in the new era on October 10, 2023, superseding Resolution 09 which was promulgated 12 years ago. The resolution was signed by General Secretary Nguyen Phu Trong on behalf of the Politburo.

VCCI President Pham Tan Cong said Resolution 41-NQ/TW is a synchronization and concretization of the orientations stated in the 13th National Party Congress.

Adapting to the new context

Resolution 41-NQ/TW acknowledges the achievements and challenges of implementing Resolution 09-NQ/TW in the past decade. It recognizes that the Party committees, Party organizations, and political and social systems have improved their awareness of the importance of enterprise and entrepreneur development. It also notes that the Party views and policies on this issue have been institutionalized and the business environment has been increasingly improved.

The entrepreneur force has grown significantly in both scale and quality and has made important contributions to national construction and defense. Some companies have expanded their reach to the region and the world, enhancing Vietnam’s position and reputation in the international arena.

However, Resolution 41-NQ/TW also identifies the shortcomings and limit ations of the current situation. It points out that most companies are small in scale, with low competitiveness and limit ed resources. It also criticizes some entrepreneurs for lacking business ethics, culture, regulatory compliance, social responsibility and national spirit. It highlights the slow implementation of some incentive and support mechanisms and policies for businesses. It also emphasizes the need for more administrative reform, investment environment improvement and entrepreneur training and fostering.

Resolution 41-NQ/TW sets out the goals and directions for developing a strong entrepreneur force in the new era. It defines the qualities and characteristics of an ideal entrepreneur, such as vision, intelligence, ethics, entrepreneurial spirit, legitimate enrichment, dynamism, creativity, advanced management capacity, law respect, business culture with national identity, social responsibility, environmental awareness and worthy contributions to the country’s development goals.

Resolution 41-NQ/TW also specifies the targets and milestones for achieving these goals. By 2030, Vietnam will develop an entrepreneur force with scale, capacity and qualifications to realize the country’s industrialization and modernization goals. By 2045, Vietnam will have an entrepreneurial force that can help Vietnam become a developed nation with high income, regional and international status and reputation. Some companies will have global brands and lead some supply chains and global value chains.

Consistent tasks and solutions

Resolution 41-NQ/TW outlines the consistent tasks and solutions to ensure the realization of the goals and directions for developing entrepreneurial potential in the new era, as stated in the previous sections. The tasks and solutions are based on the new context and situation of the country and the world. The tasks include:

Enhancing the awareness of the role and position of entrepreneurs in achieving the country’s development goals; disseminating information and propaganda, raising the awareness and responsibility of the Party, the government, the political and social systems, the civil servants, the Party members at all levels and the people about the importance and role of the entrepreneur force.

Improving the policies and laws, to create a favorable, safe and fair investment and business environment for entrepreneurs and enterprises.

Developing a strong entrepreneur force that matches the national development goals and tasks in the new era; having breakthrough policies to foster and develop ethnic enterprises, large-scale enterprises and leading enterprises in some key industries and sectors that have an important position in global supply chains and value chains and that have strong control over industrial and agricultural value chains; to have policies to support small and medium-sized enterprises (SMEs) to expand their scale, improve their competitiveness and production capacity, develop innovative business models based on advanced technology and digital economy; stimulating entrepreneurship throughout society, especially in new fields, among young generations.

Building business ethics and culture, promoting national spirit, inspiring the aspiration to build a prosperous and happy country; improving and mobilizing the entrepreneur force to adhere to ethical standards, business culture with national identity, and learning from the essence of world business culture.

Strengthening solidarity, cooperation, and connectivity among entrepreneurs, workers, farmers and intellectuals under the Party’s leadership, building harmonious, stable, progressive and substantive labor relations between enterprises and workers; to leverage strengths, enhance connectivity and cooperation between entrepreneurs, enterprises and farmers toward building production models based on value chains and supply chains.

Upholding the Party’s leadership and State administration in building and promoting the role of entrepreneurs. In particular, focusing on raising awareness and responsibility of the Party committees at all levels in leading, directing and concretizing Party guidelines and policies on entrepreneur development.

Fostering the role of VCCI and business representative organizations

Resolution 41-NQ/TW also proposes to strengthen the role of VCCI and business representative bodies in developing entrepreneurial potential in the new era. It calls for further consolidation and improvement of the organization, reform of the contents and methods, enhancement of the quality and effectiveness of VCCI’s operations as a socio-political professional organization that represents the legal and legitimate rights and interests of entrepreneurs and enterprises; development of members and as a strong bridge between the Party and entrepreneurs, and contribution to the national construction and defense.

VCCI and business representative organizations play a core role in disseminating, propagating and raising awareness and responsibility of entrepreneurs; listening, gathering, reflecting, and coordinating to address the thoughts and aspirations of entrepreneurs and enterprises; participating in developing, reviewing and monitoring socio-economic development policies and guidelines; training and fostering entrepreneurship, promoting startups, mobilizing and encouraging entrepreneurs to adhere to ethical standards and business culture.

At the same time, they need to further improve their mechanisms and policies and enhance their performance. The government studies and facilitates business representative bodies to participate in providing some appropriate public services.

According to VCCI President Pham Tan Cong, the new resolution is a synchronization and concretization of the orientations stated in the 13th National Party Congress. In that document, the Party affirmed: “Developing a strong entrepreneur force by scale and quality, with a strong aspiration to dedicate themselves to the nation and with progressive cultural and ethical standards and excellent business governance qualifications.” Clearly, Resolution 41 is a leverage for business development in the new era when Vietnam strives to become a developed country. To achieve that goal, there is still a lot of work to be done, including amending laws, policies and mechanisms and improving the business environment. VCCI will make every effort to contribute to this process.

In the coming time, VCCI will actively coordinate with the Central Economic Committee, central and local agencies and the business community to implement Resolution 41 as expected, he affirmed.
