Vietnam pushes retail growth with modern B2B platforms
Vietnam is expected to be among the world’s most attractive retail markets through its domestic market development program.
The Ministry of Industry and Trade (MoIT) will develop modern B2B trading platforms for Vietnamese agricultural products between 2026 and 2027.
This is part of the ministry’s domestic market development program aimed at boosting consumption and promoting the “Vietnamese People Prioritize Vietnamese Goods” campaign for the 2025-2027 period.
Outlined in Decision No. 2269/QD-BCT, signed by Minister Nguyen Hong Dien on August 8, 2025, the plan prioritizes platforms for Vietnam’s key staples, including rice, coffee, pepper, tea, flowers, tropical fruits, and seafood.

Businesses will be encouraged to run B2B auction platforms, paving the way for the creation of derivative commodity exchanges linking producers, exporters, and international buyers, as well as connecting Vietnamese products to global markets.
During this period, the ministry will also develop a legal framework to ensure fair competition, support domestic production, and build a digital ecosystem integrating AI, Big Data, and IoT to improve retail, logistics, consumer analysis, and fraud prevention.
Between 2025 and 2027, the MoIT aims to launch the “Vietnam Goods” mobile app to help users verify certified products, post reviews, and receive promotions.
Priority access to preferential loans, tax incentives, and reduced fees will be given to manufacturers with high localization rates, in line with international commitments.
This year, the ministry also plans nationwide promotional campaigns, including the “Vietnamese People Use Vietnamese Products” drive and the “Vietnam Shopping Festival,” targeting over 50,000 businesses and at least 15 million consumers.
Retail sales and consumer service revenue in 2025 are expected to grow by 10.5%–12%.
The program identifies domestic trade as a key driver of socio-economic development by helping private firms expand supply chains and distribution networks in both domestic and global markets.
It promotes proactive integration, maximizes the benefits of Vietnam’s open domestic trade, and mitigates negative impacts from global political and economic risks.
The program also seeks to develop e-commerce and advance Vietnam’s overall national digital transformation.
