Accept scanned copy of self-certification of C/O form D

The General Department of Vietnam Customs sent a guidance document to provincial and municipal customs departments relating to the self-certification of C/O form D to facilitate trade during the Covid-19 pandemic.

The customs authority will accept a scanned copy of self-certification of C/O form D and self-certification of origin form D with an electronic signature attached to the customs dossier on the electronic data processing system of the Customs authority.

Customs officers will check the validity of self-certification documents based on the information of exporters on the ASEAN website (http://web.awsc.asean.org), compare with the documents in the customs dossier and the results of physical inspection to handle.

Before that, the General Department of Vietnam Customs also issued a document instructing local customs units to accept the scanned copy or a photograph of the C/O form KV, AK issued by South Korea. This scanned copy would be attached to import customs declaration through the customs electronic data processing system. There is no requirement to submit a hard copy of C/O form KV, AK.

The customs officer checks the validity of the C/O form KV, AK on the Korean website to apply a special preferential tariff rate as prescribed and prints a copy of the C/O for recordkeeping.

The Korean C/O website is instructed by Decision No. 4286/QD-TCHQ dated December 31, 2015 on promulgating checking and verifying the origin of exported and imported goods and website address: customs.go.kr/co.html.
