Bac Ninh through the eyes of foreign investors
In the eyes of foreign investors, Bac Ninh has emerged as a high-tech magnet and a model of dynamism in Vietnam.
Strategically located at the heart of the Hanoi Capital Region and the Northern Key Economic Corridor, Bac Ninh has established itself not only as one of Vietnam's leading industrial manufacturing hubs but also as a premier destination for high-quality foreign direct investment (FDI).
Guided by the philosophy that "the success of businesses is the success of the province," Bac Ninh is steadily advancing its vision of becoming a centrally governed city that is green, smart, and sustainable.
A preferred destination for global corporations
To the international business community, Bac Ninh represents a benchmark for dynamism, innovation, and forward-looking governance. More than simply an investment destination, the province has evolved into a strategic global manufacturing base for high-tech industries.
According to the Bac Ninh Industrial Zones Authority, the province has attracted approximately US$50 billion in registered FDI across more than 3,500 projects from 46 countries and territories. During the first six months of 2026 alone, Bac Ninh secured over US$9.86 billion in newly registered and adjusted investment capital, ranking fourth nationwide. Its economy now reaches an estimated US$21 billion in Gross Regional Domestic Product (GRDP), supported by an integrated industrial infrastructure comprising 52 industrial parks and 94 industrial clusters.
A defining feature of Bac Ninh's FDI landscape is the significant improvement in investment quality. Rather than serving merely as an assembly or processing base, the province is rapidly moving up the global value chain by attracting projects in high-value industries, including: Semiconductors and integrated circuits; Artificial intelligence (AI) and digital technologies; Automation, smart manufacturing equipment, and precision electronic components; Clean energy and green industries.
The long-term presence and continued expansion of global industry leaders, including Samsung, Foxconn, Amkor, Goertek, Mitac, and Fushan, many of which have operated in the province for nearly two decades, demonstrate their strategic confidence in Bac Ninh's investment environment.
The province has become more than a destination for capital investment; it is a trusted location for technology transfer, employment generation, and the development of comprehensive supply-chain ecosystems. Responsive local governance, a transparent business environment, and modern industrial infrastructure have enabled foreign enterprises to expand their manufacturing operations with confidence.
For Vietnamese businesses, Bac Ninh offers both tremendous opportunities and increasing competitive pressure. The province's dynamic economy has stimulated the rapid growth of supporting industries, logistics, and professional services, enabling domestic companies to integrate more deeply into the global supply chains of multinational corporations. At the same time, rising competition for industrial land, skilled labor, and production costs requires local enterprises to continuously upgrade their technologies and management capabilities.
Overall, Bac Ninh has earned a reputation as a solid industrial anchor where international capital converges with the resilience and ambition of Vietnamese enterprises, creating a strong foundation for sustainable and modern economic development.
Strong commitment to investors: From progressive institutions to decisive action
Bac Ninh's attractiveness as an investment destination is no coincidence. It reflects years of consistent efforts to strengthen governance quality and improve the effectiveness of public administration. Recognizing the increasingly intense global competition for investment, provincial leaders have embraced the principle that business challenges are also the responsibility of the government.
Chairman of the Bac Ninh Provincial People's Committee Pham Hoang Son affirmed that the province is committed to providing investors with the safest, most transparent, and most business-friendly environment possible. This commitment has been translated into a series of practical initiatives, including the implementation of the "24-hour Green Lane" mechanism and comprehensive administrative reforms.
To address one of investors' greatest concerns - time - the province has introduced the 24-hour Green Lane, allowing administrative procedures for strategic investment projects to be processed rapidly. Investors also benefit from preferential policies on taxation, land access, and infrastructure. Meanwhile, the expansion of digital public services and digital transformation initiatives has significantly reduced compliance costs and shortened market entry procedures.
To accommodate the next wave of high-tech investment, Bac Ninh continues to upgrade strategic infrastructure, including industrial parks and clusters, logistics facilities, power and water systems, and transportation networks. The province also enjoys a significant human capital advantage, with a network of 15 universities, nearly 30 colleges, and numerous vocational training institutions, ensuring a steady supply of highly skilled technical workers capable of meeting the demanding requirements of advanced manufacturing.
Advancing global integration and legal support
According to Vice Chairman of the Bac Ninh Provincial People's Committee Pham Van Thinh, the province is comprehensively reviewing its institutional framework and policy system for the 2026–2030 period to ensure alignment with new-generation Free Trade Agreements (FTAs). Local authorities are proactively helping businesses manage trade risks and comply with international technical, environmental, and labor standards, thereby creating greater confidence for companies seeking to expand their operations.
Another hallmark of Bac Ninh's governance model is its proactive and flexible approach to economic diplomacy. The province regularly organizes working sessions and specialized investment conferences with partners from Taiwan, Switzerland, including 3WM,and Japan, in cooperation with organizations such as JETRO, to directly address investors' concerns while promoting Bac Ninh's investment potential.
Particularly noteworthy is the province's strong commitment to fostering linkages between domestic enterprises and multinational corporations. Rather than encouraging isolated investment models, Bac Ninh actively supports Vietnamese companies in strengthening their management capabilities and integrating more deeply into the supply chains of FDI enterprises. International trade fairs and specialized exhibitions hosted in the province also provide valuable platforms for domestic businesses to showcase their capabilities and establish new partnerships.
Looking ahead: Building a green and smart centrally governed city
As Bac Ninh enters a new phase of development, it aims to sustain double-digit economic growth while effectively implementing its revised provincial master plan and accelerating the completion of its comprehensive urban development strategy. Selective investment attraction remains at the core of the province's long-term development vision.
Together with preferential policies on taxation and land use, as well as a comprehensive investment support ecosystem, Bac Ninh is becoming not only a magnet for large-scale investment but also a preferred destination for high-quality capital.
Looking back on its remarkable development journey, the confidence demonstrated by international investors serves as the clearest measure of the effectiveness of Bac Ninh's governance. With visionary leadership, world-class infrastructure, and, above all, a genuine commitment to partnering with businesses, Bac Ninh is well positioned to reinforce its status as one of Vietnam's premier destinations for high-quality FDI while realizing its ambition of becoming a modern, green, smart, and sustainable centrally governed city
