Bac Ninh provincial police: Ensuring social security and stability

Bac Ninh currently has one of the highest densities of industrial parks in the country, attracting thousands of domestic and foreign investment projects with hundreds of thousands of workers. The rapid pace of industrialization and urbanization provides strong growth momentum but at the same time creates new requirements for ensuring security and order and preventing emerging risks.

In this context, the Bac Ninh Provincial Police have proactively implemented comprehensive solutions to maintain political security and social order and enhanced situational awareness to promptly detect and handle potential factors that could affect the production and business activities of enterprises. The goal is not only to maintain peace but also to build trust so that businesses feel secure making long-term investments.

According to Senior Colonel Do Duc Trinh, Deputy Director of the Bac Ninh Provincial Police, the police force always considers businesses key partners to accompany, support, and protect during their development process. Therefore, the unit proactively coordinates with departments, sectors, and local authorities to promptly resolve difficulties related to security and order; strengthens measures to prevent and combat all types of crime; and safeguards the legitimate rights and interests of businesses and investors.

According to him, along with the tasks of maintaining political security and social order, the Provincial Police force always focuses on administrative reform, improving service quality, and increasing dialogue and listening to business feedback to promptly resolve emerging difficulties, contributing to building a safe, transparent, and stable investment environment.

One of the prominent highlights is the work of ensuring economic security in industrial parks, where many large manufacturing corporations and global supply chains are concentrated. Given the large workforce and continuous production activities, even a single security incident could affect the operations of an entire business as well as the local investment climate.

Therefore, the Economic Security Division (PA04) of the Bac Ninh Provincial Police maintains a close coordination mechanism with enterprises, industrial park management boards, and functional agencies to proactively assess the situation and forecast early risks that may arise.

According to Lieutenant Colonel Chu Ba Huy, Deputy Head of the Economic Security Division (PA04), the unit focuses on the motto "prevention from early and afar", regularly disseminating laws and warning of potential violation risks related to corporate governance, labor, contracts, information security, and acts of taking advantage of production activities to commit illegal acts.

In parallel, the economic security force also coordinates with and supports businesses in labour management and resolving issues arising in labor relations, contributing to stable production, limiting disputes, and minimizing risks affecting investment activities.

These efforts have been recognized by the business community. Focusing on security alone is not enough; the Bac Ninh Provincial Police also identify fire prevention, firefighting, and rescue work as one of the critical factors protecting the sustainable development of enterprises.

As a locality with many large-scale industrial parks featuring modern factories, warehouses, and production lines, the risk of fire and explosion is always present if not well controlled. Therefore, the Fire Prevention, Fighting, and Rescue Police force does not merely inspect and handle violations, but has shifted strongly toward guiding, supporting, and accompanying businesses right from the prevention stage.

According to Lieutenant Colonel Pham Ba Thong, Deputy Head of the Fire Prevention, Fighting, and Rescue Police Division (PC07), the unit regularly organizes awareness campaigns, training sessions, and guidance for businesses to build firefighting plans, conduct emergency response drills, review safety conditions, and promptly recommend solutions to remedy shortcomings to minimize the risk of incidents.

The viewpoint of the fire police force is to take prevention as the centrepiece, supporting businesses to complete safety conditions rather than only handling violations after they occur. This approach helps businesses improve their risk management capacity while minimizing damage to people and property.

Practical experience at foreign-invested enterprises clearly demonstrates the effectiveness of this coordination model. At Fu Hai Science and Technology Co., Ltd., Mr. Her Hua Guo – Workshop Manager – assessed that the provincial fire police force always provides dedicated guidance, supports the business in perfecting safety conditions, organizes drills, and enhances emergency response skills for officers and employees. As a result, the business is more proactive in prevention, ensuring safe and continuous production operations.
