Customs Sub-Department of Region XV will operate in a new model
From July 1, 2025, the Customs Sub-Department of Region XV will become the Customs Sub-Department of Region II, with a new operating model, ready to overcome challenges and thrive in the new era.
Mr. Nguyen Truong Giang, Head of the Customs Sub-Department of Region XV, now Deputy Head of the Customs Sub-Department of Region II, shared the operation results of the Customs Sub-Department of Region XV in the first 6 months.
According to Mr. Giang, in the context of strong transformation of the digital economy and deep international integration, the Customs Sub-Department of Region II is affirming its pioneering role in implementing a new streamlined operating model. With the motto of building a "Modern - Transparent - Effective" customs system , the Customs Sub-Department of Region II is always a "trusted companion" of businesses in the journey to conquer the global market.
New Model – Strategic Shift
Mr. Nguyen Truong Giang, Deputy Head of the Customs Sub-Department of Region II, shared that the efforts of the Customs Sub-Department of Region XV over the past 6 months were clearly demonstrated through the following focuses:
Simplifying administrative procedures and removing all barriers are the most important breakthroughs. Reviewing and listening to opinions to perfect legal documents, aiming at the goal of creating maximum convenience in records and documents for businesses. Thanks to that, the time for customs clearance of goods is significantly reduced, helping businesses reduce costs of storing containers and yards, and that is a joy and a valuable recognition.
In the first 6 months of 2025, the Customs Sub-Department of Region XV has participated in giving opinions on many important legal documents such as the draft circular amending and supplementing Circular No. 23/2021/TT-BTC, the draft Law on State Budget (amended), the draft Law on VAT (amended), etc. New legal documents of the Ministry of Finance, the Customs Department and legal documents related to the Customs sector have all been seriously and effectively implemented by the Sub-Department, and at the same time posted and uploaded to the CloudOffice system for civil servants to exploit, research and implement promptly; it has issued decisions on post-clearance inspection at taxpayers' headquarters...
For a strong business community, Mr. Giang affirmed that the Customs Sub-Department of Region XV always attaches importance to developing the partnership between Customs - Enterprises and related parties, contributing to building consensus, companionship, and understanding between customs agencies and enterprises while gradually raising awareness and law enforcement of enterprises to benefit from modern customs management methods based on the principles of risk management, management of legal compliance of enterprises, strongly shifting from pre-inspection to post-inspection, and promoting post-clearance inspection.
The Sub-Department has arranged technical support online and at the headquarters. At the ports, the staff of the Advisory Team is always ready to support, share, and resolve problems for businesses regarding commodity policies and tax policies; directly support and promptly answer all questions and difficulties of businesses when implementing electronic customs procedures. Information and legal documents are quickly updated on the official website of the Sub-Department and on the Zalo, ensuring that all information reaches businesses in the most timely and effective way.
With the determination and unity of the Customs sector, the goals and solutions in administrative procedure reform and modernization will be the goals to achieve and also timely in removing difficulties for enterprises to move towards strong, sustainable, and effective development.
Digital transformation – The driving force for sustainable development
Striving in the national era, the Customs Sub-Department of Region XV has pioneered in implementing a centralized management model, applying modern technology to all business processes. From receiving and processing documents to monitoring and checking goods, all are digitized and transparent, shortening customs clearance time to the maximum.
In particular, the smart management system helps to quickly connect data between units, thereby improving control efficiency, preventing smuggling and trade fraud, and creating maximum convenience for businesses.
It is needed to remember and act according to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation. That is the guideline for us to gradually build a solid foundation for modern, international-standard customs.
Nguyen Truong Giang said that in the digital age, technology is the "key" to opening the door to integration while pioneering technology, creating digital customs, and focusing resources on implementing 6 key tasks in the digital transformation work of the Customs sector by 2025.
With the motto of "taking businesses as the center of service," Customs Sub-Department of Region XV has proactively applied digital platforms to management work. From deploying the CCES System on a sector-wide scale, completing the pilot application of AI-based chatbot to support users to applying automatic customs dossier inspection assignment on the VNACCS system in the third quarter of 2025, deploying the Ecus 6 system and disseminating it to the business community, and the HS Code Expert System serving the work of classifying goods and looking up across the unit are solid steps forward.
As of June 9, 2025, more than 235 administrative procedures, including the entire process and a part, have been provided on the HQ36a Online Public Service System. From January 1, 2025 to June 9, 2025, the total number of records generated at the Sub-Department is 2,023, of which 1,928 records have issued results and 95 records are being processed. 100% of the arising procedures are carried out through the Online Public Service System, no paper records have been generated. This is a testament to the determination to bring customs closer and make them more convenient to people and businesses.
Currently, 214/225 customs procedures are carried out online. Enterprises only need to operate on the computer to complete import-export procedures, instead of having to submit paper documents as before. This is especially useful in modern logistics operations, which require high accuracy and speed.
In addition, the Sub-Department also actively coordinates with agencies inside and outside the industry such as: Port Authority, logistics enterprises, warehouses to connect cargo management systems, automatic monitoring systems, and data synchronization towards the goal of smart monitoring and real-time data processing.
Thanks to continuous reform and support efforts, by May 2025, the Customs Sub-Department of Region XV had served more than 1,539 businesses, an increase of 12% over the same period last year. Businesses highly appreciated the professionalism, transparency and dedicated service spirit of the customs staff.
In the coming time, the Customs Sub-Department of Region II will continue to deploy pilot models on smart customs, integrate logistics data, strengthen connections with businesses through the national public service portal, develop chatbots to guide procedures, and promote the application of artificial intelligence in risk analysis.
"With the determination to modernize the Customs sector and support businesses to develop sustainably in the context of increasingly deep international economic integration, the Customs Sub-Department of Region II will make an important contribution to promoting national import-export turnover, ensuring state budget revenue, while maintaining trade safety," Mr. Giang shared.
