Deputy Minister of Finance Ho Sy Hung Appointed as the Secretary of the VCCI Party Committee
Comrade Ho Sy Hung, Member of the Party Standing Committee and Deputy Minister of Finance, has been appointed as the Party Committee Secretary of the Vietnam Chamber of Commerce and Industry (VCCI) for the 2025–2030 term.
On the afternoon of October 16, the Party Committee of the Vietnam Chamber of Commerce and Industry (VCCI) held a Conference to announce the Decision of the Party Standing Committee of the Vietnam Fatherland Front and Central Mass Organizations regarding personnel work.

VCCI – A bridge between the business community and the Party and the State
According to the Decision of the Party Standing Committee of the Vietnam Fatherland Front and Central Mass Organizations, Comrade Ho Sy Hung, Member of the Party Standing Committee and Deputy Minister of Finance, has been appointed as Secretary of the Party Committee of the Vietnam Chamber of Commerce and Industry for the 2025–2030 tenure.
Speaking at the Conference, Comrade Nguyen Phi Long, Alternate Member of the Party Central Committee, Deputy Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, expressed his pleasure and extended the best congratulations from Comrade Do Van Chien, Politburo Member, Secretary of the central committee, Secretary of the Party Committee, and President of the Central Committee of the Vietnam Fatherland Front and Central Mass Organizations, to the Party Committee of VCCI and Comrade Ho Sy Hung.
The VCCI was established in 1963 as a national organization that represents the community of enterprises, entrepreneurs, employers, and business associations in Viet Nam. Since its establishment, VCCI has continuously developed, marked strong transformation, consolidated its organizational apparatus, expanded international cooperation activities, and promoted its role as a bridge between the business community and the State. Up to now, VCCI has developed a network of more than 200,000 associated members across the country from all economic sectors.
Entering the renewal period, the Party and the State have paid special attention to economic development, issuing many guidelines, policies, and mechanisms to create all favorable conditions for enterprises and entrepreneurs to engage in production and business, creating jobs and contributing to national economic growth. Among them, the Politburo issued Resolution No. 09-NQ/TW dated December 9, 2011 on building and promoting the role of the Vietnamese business team in the period of accelerating industrialization, modernization, and international integration. In this Resolution, the Politburo requested to consolidate, strengthen, and improve the quality of operations of VCCI as a strong socio-political and professional organization of the business community, business associations, and employers in Viet Nam.
Along with that is Resolution No. 41-NQ/TW, dated October 10, 2023, of the Politburo on building and promoting the role of the Vietnamese business team in the new period, the Politburo issued Resolution No. 68-NQ/TW on the development of the private economic sector. The Resolution identifies the private economic sector as one of the most important driving forces of the national economy. Together with the state economy and the collective economy, the private economic sector plays a core role in building an independent, self-reliant, and resilient economy associated with deep, substantive, and effective international integration, helping the country escape the risk of falling behind and achieve prosperity.

“At the Conference of the Party Central Committee, discussions were held on the socio-economic development plan for 2025 and 2026, which highly appreciated the efforts of the Government, ministries and sectors, localities, and especially the business community in promoting the economy and maintaining macroeconomic stability. The Ministry of Finance estimates that the economic growth rate will reach 8 percent, the highest in the region and among the leading in the world, with the important contribution of the Vietnamese business community, in which VCCI plays a leading role,” Comrade Nguyen Phi Long emphasized.

Comrade Nguyen Hoang Anh, Member of the Party Central Committee and Deputy Head of the Central Policy and Strategy Commission, presented flowers to congratulate Comrade Ho Sy Hung.
Regarding the Party organization, the Party Committee of VCCI was established in February 2025 as a grassroots-level Party Committee with 24 subordinate Party organizations and 379 Party members. The Executive Committee comprises 20 members, and the Standing Committee consists of 5 members.
Comrade Nguyen Phi Long affirmed that since its establishment, the Party and the State have always appreciated the role and position of VCCI in contributing to national economic development, in the context that the entire political system and the Vietnam Fatherland Front system continue to streamline the organizational apparatus, implementing the Politburo’s and Central Secretariat’s Conclusions No. 126-KL/TW and No. 174-KL/TW.

“The selection of VCCI leadership was carefully considered by the Party Central Secretariat. To meet this requirement, the Party Central Secretariat decided to relieve Comrade Ho Sy Hung from the Party Standing Committee and from his position as Deputy Minister of Finance, and to appoint him to the Executive Committee, Standing Executive Committee of the VCCI, and to hold the position of Party Committee Secretary of the VCCI for the 2025–2030 tenure. At the same time, he is nominated for election as President of the VCCI for the 2021–2026 tenure, demonstrating the Party Central Secretariat’s attention to the key personnel work of the VCCI,” Comrade Nguyen Phi Long emphasized.
Comrade Nguyen Phi Long also affirmed that Comrade Ho Sy Hung is a well-trained officer, recognized as Associate Professor in Economics in 2012, and has held many different working positions.

“Wherever and in whatever position he works, Comrade Ho Sy Hung has always demonstrated high responsibility, fulfilled all assigned tasks well, and has been ready to accept and accomplish every assignment entrusted by the Party,” Comrade Nguyen Phi Long affirmed. He expressed his belief that with his new responsibility, Comrade Ho Sy Hung will continue to promote his good qualities and valuable working experience to join the VCCI leadership in unity and continue to promote VCCI’s development, living up to the expectations of the Party, the State, and the business community.
To successfully implement the Party Committee’s Resolution and the political tasks of VCCI, Comrade Nguyen Phi Long requested the Party Committee, Party organization, and leadership of VCCI to firmly carry out several tasks.
First, to organize the conference to implement the Party Central Secretariat’s policy of nominating Comrade Ho Sy Hung, Party Secretary, to be elected as President of VCCI for the 2021–2026 tenure as soon as possible in accordance with regulations.
Second, to continue focusing on building a pure and strong Party, especially promoting the comprehensive leadership role of the Party Committee of the Chamber over its activities in the coming time. To strengthen education in politics, ideology, ethics, and lifestyle, and to promote the exemplary role of cadres and Party members, especially leaders.
Third, to pay attention to training and arranging cadres, focusing on the core functions and tasks of the Chamber as stipulated in its Charter.
Fourth, to continue reviewing six key tasks and three strategic breakthroughs set out by the 2021–2026 VCCI Congress, developing the entrepreneur team both in quantity and quality, pioneering in business culture development.
Fifth, to continue researching and concretizing in VCCI’s work programme the important Resolutions of the Party such as Resolution 41/NQ-TW, Resolution 57/NQ-TW, Resolution 59/NQ-TW, and especially Resolution 68/NQ-TW on private sector development.
Comrade Nguyen Phi Long requested that VCCI define itself as the bridge between enterprises and the State, contributing to the economic growth of 8 percent this year and 10 percent in the coming years. He congratulated the Party Committee of the VCCI on successfully fulfilling its assigned missions and its role in connecting and promoting the development of enterprises, business associations, and employers, joining hands to build Viet Nam into a developed, prosperous, and happy nation by 2045.
Efforts to build a Vietnamese business team that is courageous, creative, and ethical
Speaking upon assuming the position of Party Committee Secretary of the VCCI for the 2025–2030 tenure, Comrade Ho Sy Hung expressed his great honor and deep emotion for the trust placed in him by the Party Central Secretariat, the Party Standing Committee of the Vietnam Fatherland Front, and Central Mass Organizations.
“This is a great honor, and at the same time, a heavy responsibility before the leadership of the Party, the State, the Vietnam Fatherland Front, and Central Mass Organizations, the Party Committee of VCCI, and the business community and entrepreneurs nationwide,” Comrade Ho Sy Hung emphasized.
He expressed deep gratitude to the Party Central Secretariat, especially to Comrade To Lam, Politburo Member, General Secretary of the Communist Party of Viet Nam, and to central leaders for their trust, affirming his determination to fulfill his duties, particularly the five key tasks highlighted by Comrade Nguyen Phi Long in his directive remarks.
Comrade Ho Sy Hùng also extended sincere thanks to Comrade Nguyen Van Thang – Party Secretary, Minister of Finance – for his guidance and sharing of valuable experience during his tenure, which will serve as an important foundation for his new role at VCCI.
At the same time, he expressed respect and gratitude to generations of leaders, cadres, Party members, and employees of VCCI, especially to Comrade Pham Tan Cong – Party Secretary of the Party Union and Party Committee of VCCI during 2021–2025 – for their contributions in building VCCI’s current stature and position.
Recognizing the heavy responsibility of the head position, Comrade Ho Sy Hung affirmed that he would uphold the spirit of unity and consensus, adhere to collective principles, enhance responsibility and exemplary leadership, and inherit and promote the valuable experience of his predecessors.
“I will constantly learn, innovate my mindset, work with integrity and responsibility, stay close to and listen to colleagues. I commit to devote my heart and efforts to the development of the Vietnamese business community and of VCCI in this new tenure,” said Comrade Ho Sy Hung.
He also stated that VCCI, as a national organization representing the business community, entrepreneurs, employers, and business associations in Viet Nam, carries the mission of promoting a favorable, safe, civilized, and modern investment and business environment.
On that foundation, VCCI will continue to build a team of entrepreneurs with aspiration, courage, national spirit, and intellectual capacity, capable of reaching out to the world, deeply participating in global value chains, contributing to building an independent, strong, and prosperous economy.
Comrade Ho St Hung also affirmed that these orientations have been nurtured in Resolution No. 41-NQ/TW of the Politburo on building and promoting the role of the Vietnamese business team in the new era, along with Resolution No. 68-NQ/TW dated May 4, 2025, of the Politburo on the development of the private economy.
“I pledge to be a nucleus of unity, innovation, and creativity, together with the Standing Executive Committee, Executive Committee, and Standing Board of VCCI, to resolutely accomplish the objectives and tasks entrusted by the Party and the Vietnam Fatherland Front, and Central Mass Organizations. Together with the business community, we will make every effort to contribute to economic growth, striving to achieve over 8 percent this year and over 10 percent in the coming years,” Comrade Ho Sy Hung affirmed.
Mr. Ho Sy Hung - The new Secretary of the VCCI Party Committee, was born on April 14, 1968, in Nghe An province, and joined the Party on December 21, 2000. He graduated from the National Economics University in 1988, and was recognised as a Doctor of Economics, Management, and Planning by the National Economics University in 1996, and was promoted to Associate Professor in 2012. He had ever held the positions of Director General of the Enterprise Development Agency under the Ministry of Planning and Investment; Deputy Chairman of the Commission for Management of State Capital at Enterprises, and Deputy Minister of Finance. |
