VCCI's statement on the Net Zero roadmap

The success of the transition to Net Zero is measured not by the number of conferences held or policies published, but by tangible outcomes—this is the goal that VCCI will steadfastly pursue.

This was emphasized by the President of the Vietnam Confederation of Commerce and Industry (VCCI), Ho Sy Hung, in his speech accepting the guidance from Deputy Prime Minister Nguyen Van Thang at the Forum "World Energy and Environment – Vietnam 2026" with the theme "Vietnam concretizes the path to Net Zero". The event was organized this morning, July 8, by VCCI through its focal point, the Vietnam Business Council for Sustainable Development (VBCSD), in collaboration with partners.

According to VCCI President Ho Sy Hung, the orientations given by Deputy Prime Minister Nguyen Van Thang at the Forum not only clarified the guiding mindset of the Government and the Prime Minister in realizing the target of net-zero emissions by 2050, but also transmitted a very clear message.

"We particularly grasp the consistent viewpoint emphasized by the Deputy Prime Minister: Vietnam's Net Zero path must ensure feasibility, must delve into substantive and fair matters, have an appropriate roadmap, and be placed within the overall objective of rapid and sustainable development, ensuring energy security and improving national competitiveness... This is also an important orientation for the Vietnamese business community to shift from a mindset of meeting requirements to a mindset of proactively creating competitive advantages in the new development context," President Ho Sy Hung expressed.

The VCCI President said that, with its role as the national representative organization of the Vietnamese business community and entrepreneurs, VCCI will have to perform even better as a bridge between the Government and businesses; being the place to promptly convey the guidelines and policies of the Party and State to the business community, while truthfully reflecting the reality of policy implementation and accompanying the Government in the process of deployment and institutional enforcement.

Absorbing the opinions of the Deputy Prime Minister, VCCI commits and expects to focus on 5 core contents as follows:

First - to continue promoting policy dialogue between the Government, ministries, sectors, and the business community.

According to VCCI President Ho Sy Hung, this is a priority issue because there are still gaps in implementation mechanisms and policies. Therefore, VCCI wishes to play an important role in promptly detecting difficulties and bottlenecks in the green transition process, thereby advising and recommending solutions.

Second - VCCI will coordinate closely with ministries, sectors, localities, and industry associations, especially international organizations and ministries such as: the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment, the Ministry of Finance, and localities to jointly cooperate in building support programs for businesses to undergo green transition by sector, supply chain, and locality.

"We will prioritize small and medium enterprises, pay attention to exporting enterprises, and enterprises in high-emitting industries that are under pressure from the market, current green standards, and carbon border adjustment mechanisms," VCCI President Ho Sy Hung shared.

Third - VCCI will cooperate with ministries to step up training, consulting, and capacity building for businesses on ESG governance, greenhouse gas emission inventory, sustainable information disclosure, efficient energy utilization, circular economy, carbon market, and transition financial tools.

Fourth - to promote the formation of a network of pioneering enterprises in Net Zero transition.

According to VCCI President Ho Sy Hung, to realize this task, it is necessary to have role models and examples to create a spillover effect for successful green transition models, while connecting new initiatives, innovations, science and technology to foster a sustainable spirit within the business community.

Fifth - VCCI desires to have a mechanism for regular monitoring and evaluation of the implementation process of these programs. At the same time, it will proactively and periodically summarize the situation, report and evaluate difficulties and obstacles, and propose solutions to the Government.

"Through the program and discussions at today's Forum, VCCI wishes to send out a shared message: The Vietnamese business community stands ready to accompany the Government on the path of green transition. And what businesses need most right now is a synchronous ecosystem in terms of institutions, resources, technology, and finance to be able to transition faster and more effectively, along with concrete direct support programs from ministries, the Government, and international organizations.

We recognize that the success of the process towards Net Zero is not measured by the number of conferences or the number of documents issued, but must be measured by the final result. That is the goal that VCCI will persistently pursue with the spirit of accompanying the Government, accompanying businesses, and accompanying the sustainable development of the country," President Ho Sy Hung emphasized.
