Detailed master plan for Hue seaport until 2050: Toward modern logistics hub in central Viet Nam
The Ministry of Construction has issued Decision No. 1019/QD-BXD approving a detailed master plan for the development of land and water areas of Hue seaport for the 2021–2030 period, with a vision to 2050. The plan aims to transform Hue seaport into a key hub for international trade, logistics services, and tourism.

According to the decision, Hue seaport will consist of the main terminal areas: Chan May, Thuan An, and Phong Dien, along with transshipment zones, anchorage areas, and storm shelter and avoidance zones. By 2030, the total volume of cargo passing through the port is projected to reach between 13.6 and 20.3 million tonnes, and passenger throughput is estimated at 276,100 to 285,000 arrivals per year. A total of 10 ports with 19 to 25 berths, spanning a total berth length of 4,725 to 6,125 metres, will be developed in a synchronised manner.
Detailed plans for each terminal area:
Chan May is designated as the primary terminal area, with seven ports and 11 berths totaling 3,320 metres in length. The port is projected to handle between 8 and 10.7 million tonnes of cargo and 276,100 to 285,000 passengers annually. The berths will be capable of accommodating vessels up to 150,000 tonnes and international cruise ships of up to 225,000 GT.
Phong Dien will include two ports with 6 to 12 berths, totaling between 1,220 and 2,620 metres in length, with an expected cargo throughput of 4.5 to 8.5 million tonnes.
Thuan An is planned to have a single port with two berths totaling 185 metres in length, capable of receiving vessels up to 5,000 tonnes and handling about 0.6 million tonnes of cargo annually.
With a vision to 2050, the seaport system will continue to be expanded to meet an average cargo growth rate of 3.6–4.5% per year.
By 2030, the total investment required for the Hue seaport system is estimated at approximately 14.050 trillion VND, including 1.260 trillion VND allocated for public maritime infrastructure and 12.790 trillion VND for the development of commercial port terminals and cargo handling services.
Priority projects include the upgrading of the Chan May maritime channel to accommodate vessels of up to 70,000 tonnes; the investment in anchorage areas, storm shelters, and maritime safety systems; and the development of port infrastructure within the Chan May terminal area.
Implementation measures
The decision by the Ministry of Construction highlights several measures, including investment incentives, policies encouraging private sector participation in seaport development, the application of advanced technologies, and the promotion of smart and green ports.
Additionally, key factors for successful implementation include strengthening the training of high-quality human resources, enhancing international cooperation, and ensuring effective inspection and monitoring of the plan.
The Viet Nam Maritime and Waterway Administration has been assigned to lead coordination with relevant departments and agencies in Hue city for the publication, inspection, and supervision of the plan’s implementation.
Hue City People's Committee is responsible for updating and adjusting related local planning documents to ensure alignment, thereby creating favourable conditions for seaport investment and operation.
