Fostering energy cooperation between Vietnam and Tyumen Oblast, Russian Federation
The business communities of Vietnam and Tyumen Oblast of the Russian Federation are facing numerous promising opportunities for cooperation in the fields of oil, gas, and energy.

On the afternoon of May 24 in Hanoi, Mr. Bui Trung Nghia, Vice President of the Vietnam Chamber of Commerce and Industry, hosted and held a working session with a business delegation from Tyumen Oblast (Russian Federation), led by Mr. Panteleev Andrey Vadimovich, Deputy Governor of the province.
At the meeting, Deputy Governor Vadimovich provided an overview of Tyumen—one of the largest oil and gas industrial centers in the Russian Federation. The region is home to numerous leading enterprises in oil and gas exploration, production, technical services, energy, and related supporting industries.
With a well-developed industrial ecosystem, Tyumen not only plays a vital role in Russia’s energy sector but is also an attractive destination for international partners.
Notably, representatives of Tyumen Oblast announced that a major oil and gas forum will be held there this September. The event is considered one of the most important gatherings in this field in the Russian Federation. On this occasion, the Deputy Governor officially invited VCCI and a delegation of Vietnamese enterprises to attend, offering opportunities to connect directly, explore the market, and engage with potential partners in the energy sector.
According to Mr. Panteleev, Tyumen-based enterprises possess strong capabilities in oil and gas extraction and processing, as well as advanced technological and technical service expertise. He expressed a desire to strengthen cooperation with Vietnamese partners—not only to deepen access to the Vietnamese market but also to expand opportunities for Vietnamese businesses in the broader Tyumen region.
This is viewed as a two-way approach, leveraging Russia’s technological strengths while tapping into Vietnam’s market potential and growing energy demand.

Speaking at the meeting, Mr. Bui Trung Nghia emphasized the favorable foundation for cooperation between the two countries, especially as Prime Minister Pham Minh Chinh is on an official visit to the Russian Federation. During this visit, the two countries signed several important agreements related to energy cooperation, creating momentum and a legal framework to promote concrete collaborative projects in the near future.
According to the Vice President of VCCI, Vietnam currently has a strong demand for energy, particularly oil and gas, to support economic development and ensure national energy security. Meanwhile, Russia remains a traditional partner with many large-scale oil and gas cooperation projects that have been effectively implemented. On that basis, expanding cooperation with energy-strong localities such as Tyumen is a suitable direction that will further deepen bilateral relations.
To concretize these cooperation opportunities, the Vice President affirmed that Vietnam Chamber of Commerce and Industry is ready to act as a bridge between the business communities of both countries. VCCI will consider organizing delegations of Vietnamese enterprises to attend the oil and gas forum in Tyumen, as well as to explore the market and investment opportunities in Tyumen and other regions of the Russian Federation.
At the same time, VCCI is also prepared to coordinate with Tyumen authorities in organizing seminars and thematic forums to enhance information exchange, share experiences, and promote cooperation in areas such as oil and gas exploration, production, and processing technologies.

At the meeting, representatives from PetroVietnam (PVN), PV GAS, the Vietnam Petroleum Institute, and several Vietnamese oil and gas enterprises also participated, exchanging information on cooperation opportunities with Tyumen-based companies.
In the context of a rapidly evolving global energy market, strengthening cooperation not only brings economic benefits but also contributes to ensuring energy security for each country.
The connection between Vietnamese enterprises and partners in Tyumen is expected to lead to practical, effective, and sustainable cooperation projects in the near future.
