Ha Noi promotes trade following Prime Minister’s Directive No. 18

The Ha Noi People’s Committee has issued Official Dispatch No. 4023/UBND-KT to implement Prime Minister’s Directive No. 18/CT-TTg, dated 18 June 2025, outlining tasks and solutions to promote domestic and international trade and boost commercial activities in 2025.

Specifically, the Ha Noi People’s Committee has requested the Viet Nam Fatherland Front Committee of Ha Noi, as well as relevant departments, sectors, and units, to fully implement, disseminate, and internalise the content and spirit of Directive No. 18. The focus is on intensifying domestic and foreign trade promotion activities.

Agencies will coordinate to implement tasks outlined in Document No. 05/CTr-UBND on the investment, trade, and tourism promotion programme for 2025, and propose initiatives for the following years.

Ha Noi’s Department of Industry and Trade will coordinate with the Ministry of Industry and Trade to organise trade promotion activities and support import and export activities. The Department will also participate in the National Programme on Trade Promotion in 2025 and update information on export markets while encouraging selective imports.

Additionally, the city will continue implementing the Project project ‘Promoting Vietnamese enterprises’ direct participation in foreign distribution networks by 2030’. Domestic market promotion will be carried out through various trade promotion programmes, consumer stimulus activities, regional linkages, and the ‘Vietnamese people prioritise using Vietnamese goods’ campaign.

The industry and trade sector will organise focused promotional campaigns during low-demand months and at the end of the year. Notably, the sector will emphasise technological applications, digital transformation, and green transition, such as promoting e-commerce for domestic goods consumption, regional e-commerce linkages, assisting businesses in accessing cross-border e-commerce platforms, and cashless payment solutions. Simultaneously, efforts will be strengthened in state management, market control, and combating smuggling and trade fraud.

Ha Noi’s Department of Agriculture and Environment will guide entities and businesses in applying standards like VietGAP, GlobalGAP, ensuring traceability, and expanding production. It will also enhance trade promotion for agricultural, forestry, and aquatic products along value chains, develop high-tech agriculture, and promote OCOP products and handicrafts.

The Ha Noi Department of Tourism will support the development of cultural and product branding, particularly for OCOP and handicraft items. It will also direct promotional activities and tourism stimulus programmes, improve service quality, and carry out tasks under the 2025 investment, trade, and tourism promotion programme.
