Confidence and aspiration
On the historic Sunday of March 15, 2026, more than 78 million Vietnamese people from all parts of the country will go to the polls to exercise their sacred right and duty to elect deputies to the 16th National Assembly and the People’s Councils at all levels for the 2026-2031 term.
This is a major political event for the country, a great festival of the entire people, demonstrating the people’s mastery in building and perfecting the law-governed socialist state of Viet Nam, a state of the people, by the people and for the people.
In 2026, the political requirement is to make thorough and effective preparations, ensuring the election is successfully conducted in a democratic, lawful, safe and economical manner.
Looking back on the journey so far, it is gratifying to see a vivid overall picture of careful and methodical preparations. The entire political system is focusing its highest efforts in the run-up to the election, with the strongest sense of responsibility and determination to successfully organise this nationwide festival.
From an early stage, supervision and inspection have been carried out systematically, with clear priorities and focal points, effectively promoting guidance, oversight and supervision. This has strengthened discipline and order, ensuring that the election is organised in accordance with regulations, safely, democratically and on schedule.
Supervision and inspection have been conducted in line with decentralised responsibilities, closely following the progress of each stage, promptly identifying and rectifying shortcomings, thereby contributing to stronger discipline and improved quality in the organisation of elections at the grassroots level.
It can be affirmed that from the busy schedules of many Party and State leaders to the urgent and determined engagement of leaders and officials at all levels before and immediately after the Lunar New Year, and most recently the important review meeting chaired by the National Assembly Chairman and National Election Council Chairman, all these convey a clear message: the best possible conditions are ready for the great national festival.
One of the most striking features has been the smooth and coordinated cooperation from the central level to the grassroots. Thirty-four provincial-level election committees, more than 3,300 commune-level election committees, 182 election boards and nearly 72,200 polling station teams were established early and are now operating effectively, ready to bring the election to every neighbourhood, every remote village, and especially to disadvantaged areas and island outposts.
Another notable point is that, for the first time, the structure of candidates for the National Assembly includes 864 outstanding individuals across 182 constituencies nationwide. The candidate structure broadly ensures representation of different social groups, sectors and regions. As General Secretary To Lam emphasised, the goal is to elect a sufficient number of deputies in accordance with the planned structure, but the quality of the deputies must be placed first and foremost.
According to reports, the proportion of female candidates stands at 45.37%, candidates from ethnic minorities account for 21.76%, and young candidates under the age of 40 make up a commendable 21.64%. Notably, for the first time, there are five self-nominated candidates, reflecting the openness of the democratic process.
Beyond numbers, the quality of candidates has also improved through thousands of voter meetings and training sessions for first-time candidates. Compared with previous elections, this election includes important new features that demonstrate innovation in organisational thinking, methods of implementation and increasingly high requirements for the quality of deputies.
Among these is the authority to determine polling areas and organise election administration in line with the two-tier local government model. The requirements emphasise greater openness and transparency, as well as expanded interaction in election campaigning in accordance with common regulations.
Ensuring security, public order and social safety for the election has been given top priority. Coordination among relevant units has been carried out closely to prevent any passivity or unexpected situations.
Communication and information work on the election has been vibrant and far-reaching from an early stage, providing accurate and timely information to all sections of society. In cyberspace, false and distorted information has been promptly identified and refuted, helping to maintain the people’s confidence in the leadership of the Party and the superiority of the political system.
The atmosphere of this great national festival is spreading along every street, from urban to rural areas. The election will be a celebration of will, of national solidarity and of the shared bond of compatriots. Each ballot we hold in our hands carries our full trust, affection and responsibility for future generations.
Let every ballot be a powerful message of the aspiration to build a strong and prosperous Viet Nam, standing shoulder to shoulder with the great powers of the five continents, as our beloved President Ho Chi Minh always wished.
