Hung Yen’s administrative reform serves as a catalyst for investor confidence
In recent years, Hung Yen has emerged as a bright spot in attracting investment within the Northern Key Economic Zone. Alongside its geographical advantages, this breakthrough is decisively driven by the province's administrative reform efforts.
With a resolute spirit and a shift in mindset from "management" to "service," Hung Yen is strongly asserting that the satisfaction of citizens and businesses is the highest measure of the government's value. This alignment spans from thinking to action, from provincial advisory bodies down to commune and ward administrative units—where direct contact is made to resolve citizens' rights and clear land for projects.

To provide a comprehensive view of the province's administrative reform landscape, Mr. Dao Hong Van, Director of the Hung Yen Department of Home Affairs, stated that the core key lies in changing the mindset and method of action.
From one year of practical operation, the two-tier local government model in Hung Yen has initially achieved its set goals. The apparatus is more streamlined. Functions and tasks are clearer. The proactivity of grassroots units has been enhanced. The quality of service provided to citizens and businesses has gradually improved. More importantly, this is not just an organizational shift but a change in governance mindset.
Hung Yen identifies administrative reform, with a focus on administrative procedure reform and improving the quality of official duty execution, as one of three strategic breakthroughs. This determination has borne fruit. Clear evidence of the administrative reform outcomes is that in 2025, Hung Yen ranked 14th out of 34 provinces and cities in the Par Index (Administrative Reform Index). The citizen satisfaction index (SIPAS) ranked 4th nationwide, and Hung Yen's Provincial Competitiveness Index (PCI) has consistently risen within the quite good and good groups of the country. A series of large-scale urban and industrial projects from leading economic corporations have been flooding into the local area.

Concurrently, the province is focusing on building an electronic and digital government. Currently, the rate of administrative procedures resolved via online comprehensive services (level 4) in the province has reached a very high percentage. The Department of Home Affairs has advised the Provincial People's Committee to strengthen administrative discipline and order, committing to strictly handling officials with harassing or indifferent attitudes toward businesses, creating a breakthrough shift that has served as an attractive lever for investors recently.
Movements at the grassroots level: Untangling land clearance and procedures
The determination at the provincial level has strongly inspired local areas. In communes and wards—where compensation, site clearance, and direct support for satellite projects take place—administrative reform is being deployed through creative and practical methods.
As a locality situated within the key industrial development planning zone, Viet Yen Commune has demonstrated an excellent "frontline" role in welcoming the investment wave.
Speaking with the Business Forum, the Chairman of the Viet Yen Commune People's Committee, Mr. Nguyen Van Dung, shared: "For investors, time is gold. If we want them to hand over capital, we must hand over clean sites on schedule. In Viet Yen, we reformed the very way citizens access information. The entire planning map and compensation policies are publicly posted at the 'One-Stop' section and village cultural houses. When people are informed, discuss, implement, and monitor, all inquiries are resolved right at the grassroots level, ensuring the project flow is not bottlenecked."

On July 6, 2026, the Viet Yen Commune People's Committee organized a meeting to accelerate the site clearance progress of the Tan Dan Industrial Park project to assess the implementation status, resolve difficulties and obstacles, and deploy tasks and solutions to speed up the project execution. The commune is determined to complete the site clearance work according to plan, creating a clean land fund to attract investment and contributing to the socio-economic development of Viet Yen Commune.
In Kien Xuong Commune, the highlight of the reform lies in the speed of digitalization. The Vice Chairwoman of the Kien Xuong Commune People's Committee, Ms. Luu Thi Thanh Mai, stated that the resolution of administrative procedures and the provision of online public services have seen many positive changes. The Commune People's Committee has increased guidance for citizens to submit dossiers and make payments online, as well as exploit digital utilities during the process. "We aim for 100% of dossier results to be returned on time or ahead of schedule. When administrative procedures at the grassroots level are quick and neat, satellite businesses and supply chains around industrial parks will develop very rapidly, creating a good ecosystem to attract large investors."

The development of science, technology, innovation, and digital transformation in Kien Xuong Commune has been implemented synchronously, achieving many positive results across state management, administrative reform, socio-economic development, and public service, contributing to helping Kien Xuong soon become a ward in the near future.
Unlike purely agricultural regions shifting to industry, Thai Binh Ward focuses on reforming urban administrative spaces to serve commercial, service, and housing projects for experts.
The Vice Chairman of the Thai Binh Ward People's Committee, Mr. Do Cong Chinh, shared that currently, there are nearly 500 enterprises and production/business establishments operating in various fields within the ward. This creates a stable working environment and income source for thousands of local workers and neighboring areas.
"We determine to push forward digital transformation, staying close to reality to unleash the full potential of Thai Binh Ward in the new phase." The rate of administrative procedure dossiers resolved through comprehensive online forms reached 85% or higher; a 100% rate was achieved for dossier digitalization; the rate of issuing electronic administrative procedure results and the rate of online payment in resolving administrative procedures and public services both reached 100%.
One of the major goals of Thai Binh Ward in the coming period is to continue strongly improving the investment and business environment, attracting high-tech enterprises, developing green, clean, and modern supporting industrial parks; synchronously investing in transport, commercial, and service infrastructure; and boosting the application of science, technology, and digital transformation. The ward is determined to successfully achieve its goals, becoming a dynamic and modern center of the province, and a civilized urban ward.
In Hong Quang Commune, the economic transformation thanks to administrative reform is clearly shown through creating favorable conditions for small and medium-sized enterprises and craft villages to transition into industrial models. The Chairman of the Hong Quang Commune People's Committee, Mr. Le Thanh Thinh, stated that Hong Quang Commune has strongly responded to the policy of "universal, comprehensive, and full-process digital transformation." This has initially formed a digital government with 100% of officials using digital signatures and 100% of administrative procedures being digitalized. The commune performs the one-stop and inter-agency one-stop mechanisms well to ensure the quickest and most convenient resolution of administrative procedures for citizens.
Dossier reception and result delivery are handled quickly, basically returned within the same day without delayed or backlogged dossiers. Thanks to the strict implementation of steps from receiving, resolving, to delivering results through a scientific workflow, the one-stop section of the Commune People's Committee has been highly appreciated and rated with satisfaction by agencies and citizens.

From January 1, 2026, to the present, the Commune People's Committee has directed specialized departments to execute land acquisition and site clearance for projects. Specifically, the site clearance for the Tan Phuc - Vong Phan road project (intersecting with DT.378) has been completed and handed over to the investor for infrastructure construction. The commune has also coordinated with investors to accelerate the site clearance progress of industrial parks and industrial clusters in the area, contributing to driving Hong Quang's strong transition towards industry and services.
The effectiveness of administrative reform in Hung Yen does not lie merely on theoretical report pages but is clearly visible through the outstanding growth of investment figures year after year, through the modern factories rising up, and through the bustling rhythm of industrial life. The trust that domestic and foreign investors place in Hung Yen has been firmly consolidated by practical actions and consistent commitments implemented from the provincial level down to the grassroots.
