Hanoi handles proposals and recommendations of FDI enterprises
At the Dialogue to remove difficulties for foreign-invested enterprises in Hanoi in the context of the Covid-19 pandemic, FDI enterprises have made many proposals and recommendations related to speeding up the adjustment of related subdivision plans and supporting site clearance for early implementation of projects.
Accelerate the clearance process
Speaking at the conference, proposing some problems encountered, representatives of Sumitomo Joint Venture (Japan) and BRG Group, the smart city construction unit in Dong Anh district; Gamuda Corporation; THT Development Company Limited (the investor of the Tay Ho Tay urban area project) and AEONMALL Vietnam Co., Ltd. have proposed the city to support procedures to speed up the adjustment of related subdivision plans and speeding up site clearance so that the projects can soon complete preparations for investment and implementation.
Responding to this recommendation, Director of the Department of Planning and Architecture of Hanoi Nguyen Truc Anh said that for the recommendations of Sumitomo Joint Venture (Japan) and BRG Group, this afternoon, the Secretary of the City Party Committee will assume the prime responsibility for working with the Joint Venture and city departments and agencies to resolve the issues.
As for the local adjustment of the planning of Gamuda urban area (Hoang Mai district), Director of the City Department of Planning and Architecture Nguyen Truc Anh said that the city has assigned the Hanoi Institute of Construction Planning to adjust and strive to complete it within a short period of time.
With the spirit of accompanying and supporting businesses, the Department of Planning and Architecture has developed an ISO process that, in 20 days, must answer businesses related to architectural planning. In addition, the Department has announced a hotline, businesses can directly message the Director of the Department to receive and resolve any problems.
Regarding problems at the Yen So wastewater treatment plant project, Director of the Hanoi Department of Natural Resources and Environment Bui Duy Cuong said that the city has set up a working group, synthesizing reports to seek opinions from the Auditor.
The State and the Government Inspectorate deal with issues under the jurisdiction of the City. Regarding site clearance, Gamuda Urban Area is currently entangled with about 1,500m2 due to land origin, Hoang Mai district will strive to complete in November this year. For two overlapping land plots with Vinh Tuy Industrial Park, Hoang Mai district is carrying out procedures for site clearance. As for the overlapping area with two cemeteries, the city will adjust the project boundary planning to embellish the cemetery area, ensuring the environmental landscape.
Sharing at the conference, Inouce, representative of the Japan Business Association in Vietnam (JCCI), suggested that if the Covid-19 pandemic continues to develop, it is necessary not to apply the "3 on-the-spot" measures which allow workers with a certificate of vaccination of one dose or more or a certificate of negative test results to be allowed to work from home regardless of whether it is a pandemic area or not; require testing only for a certain number of people; extend the validity of the certificate of negative test results by about two weeks.
The representative of Japanese businesses in Vietnam also wants the city to unify the criteria applied in areas and carry out licensing procedures according to the criteria, thereby speeding up the administrative process. In the event of an F0 infection at the factory, the production line can be zoned within the minimum necessary range.

Review to eliminate the unnecessary procedures
At the meeting, the JCCI representative also proposed to loosen the frequency of PCR testing for drivers if they have been vaccinated and allow traffic through areas that are not subject to social distancing.
According to Inouce, the domestic demand-driven manufacturing industry cannot return to operation unless sales are guaranteed, so there is a lack of synchronization in determining the types of services allowed to operate between regions applying anti-pandemic measures, as well as taking time to carry out procedures for re-opening after the removal of Directive 16.
Therefore, Inouce proposed, allowing sales activities throughout the city if 5K criteria are met, as well as speeding up the implementation of administrative procedures when easing social distancing.
Also at the conference, the European Chamber of Commerce in Vietnam (EuroCham) recommended reviewing and eliminating unnecessary procedures, creating conditions for businesses to save time during the implementation of projects in Hanoi. Currently, entry procedures for investors and experts are still difficult, even for foreigners already in Vietnam with full documents.
Before the proposals and recommendations of FDI enterprises in Hanoi, Chairman of the Hanoi People's Committee Chu Ngoc Anh requested departments, agencies and People's Committees of districts and towns to continue implementing policies to support newly established enterprises and integrate utility services in the process of carrying out administrative procedures on business registration to help businesses reduce time and costs of carrying out administrative procedures, creating a favorable business environment for start-ups.
Promote the effective implementation of tasks of projects, programs and plans to support enterprises in the fields of management of departments and branches. At the same time, promoting and improving the quality of handling administrative procedures for business registration, tax, customs, social insurance, administrative procedures in sectors such as planning, construction, land, natural resources-environment, health. Strengthen promotion, expand markets, propose solutions to promote production and business, product consumption, and export.
Along with the efforts of the government, Chairman of the City People's Committee Chu Ngoc Anh pledged that the leaders of Hanoi will always accompany, persevere, and drastically remove and support businesses to overcome difficulties during the pandemic to accelerate and make a stronger breakthrough, as well as to build Hanoi into a smart and modern capital.
