Hung Yen Center for Investment promotion, Business support and Financial services stands side by side with businesses
In Hung Yen province, the message "Accompanying businesses" is no longer just administrative slogans, but has been realized through tangible figures and concrete actions throughout the first half of 2026.
On July 1, the Hung Yen Provincial People's Committee welcomed a delegation from the Arab Business Council and MHGroup Joint Stock Company for a working session to explore Hung Yen's investment climate and discuss potential areas of cooperation.
Unlocking investment potential with proactive leadership
Speaking to Business Forum Magazine, Nguyen Van Nang, Director of the Investment Promotion, Business Support and Financial Services Center under the Hung Yen Department of Finance, said that 2026 marks an important milestone as the province accelerates the implementation of its socio-economic development strategy for the 2025–2030 period.
As Hung Yen advances its transition toward a more modern economic structure, investment promotion requires a new mindset, one that goes beyond passively waiting for investors. Instead, the province is proactively seeking investment opportunities while committing not only to welcoming investors but also to accompanying them throughout the entire lifecycle of their projects.
Looking back on the first six months of 2026, the Center has clearly demonstrated its leading role in driving this transformation.
Impressive Milestones in the First Half of 2026: Strategic connectivity: The Center successfully co-organized two major investment promotion events, including the 2026 Provincial Leadership Meeting with Enterprises and Entrepreneurs and the Hung Yen - Japan Business Connectivity Program. These events provided open and practical dialogue platforms, narrowing the gap between government authorities and both domestic and international investors.
A trusted investment destination: During the reporting period, the Center welcomed and provided in-depth information to 60 investors and enterprises exploring investment opportunities in Hung Yen. It also worked closely with 26 investment projects, supporting investors in site selection, administrative procedures, and regulatory compliance to facilitate timely project implementation.

Digital communication for investment promotion: More than 120 news articles, reports, and promotional materials highlighting Hung Yen's investment environment and preferential policies were continuously published across digital communication channels, creating a transparent and accessible information ecosystem for the business community.
These proactive efforts reflect Hung Yen's commitment to building a facilitative and service-oriented government, where public officials serve not merely as regulators but as trusted partners accompanying investors throughout their investment journey.
Serving as a bridge to remove business bottlenecks
A healthy investment environment should not be measured solely by the number of newly licensed projects, but by the sustainable growth and long-term success of existing enterprises.
On July 1, a delegation from Singapore's YCH Group visited Hung Yen Province to explore its investment environment and potential opportunities for cooperation.
Recognizing this, the Center's business support activities during the first half of the year focused on addressing practical challenges facing enterprises. "The transition from a mindset of 'licensing and administration' to one of 'service and partnership' is the key to retaining businesses," Mr. Nang emphasized.
During the first six months of 2026, the Center received and responded to 185 requests from businesses regarding investment procedures, finance, land administration, and other issues that have traditionally represented major administrative bottlenecks.
Beyond advisory services, the Center also acted as a business facilitator by helping 18 enterprises directly access trade promotion programs and expand their domestic and international business networks.
This timely support has been particularly valuable for small and medium-sized enterprises (SMEs), strengthening their resilience amid growing uncertainties in the global economy.
Enhancing transparency in public asset management and financial services
In addition to investment promotion and business support, the Center continues to provide professional public financial services.
As Vietnam's Law on Management and Use of Public Assets imposes increasingly stringent requirements on transparency and accountability, the Center has played a critical role in ensuring legal compliance in public expenditure and public asset management.
At the same time, preparations are underway for province-wide training programs to update financial management and public asset management knowledge for civil servants and public officials throughout 2026. These initiatives aim to ensure consistent and lawful financial governance across all levels of provincial administration.

Meanwhile, internal reform has become equally important in improving public services.
At the Center, digital transformation and administrative reform have evolved from long-term objectives into everyday operational practices: 100% of incoming and outgoing official documents are processed electronically; 100% of documents requiring authorization are digitally signed, eliminating paper-based procedures and significantly reducing processing time; Internal workflows are continuously reviewed and streamlined to enhance service quality for both organizations and businesses.
Alongside these achievements, the Center's mid-year report candidly acknowledged several persistent challenges. Funding allocated for breakthrough investment promotion initiatives remains limited. Meanwhile, attracting investment into priority sectors has yet to meet expectations due to broader economic headwinds. Many locally based enterprises also continue to face difficulties accessing financing needed for business expansion.
Achieving the province's 2026 development targets will therefore require stronger political commitment, more comprehensive policy solutions, and greater determination from the Center's entire workforce.
Decisive actions for a breakthrough Hung Yen
Looking ahead to the second half of the year, the Center has identified several strategic priorities. The Center aims to organize or co-host two to three specialized investment promotion conferences and seminars, while proactively attracting strategic investors in high-tech manufacturing and green industries.
The Center will complete contractor selection and framework agreements for centralized public procurement in 2026, while developing procurement standards and guidelines for the 2027 procurement program.
On July 6, the Hung Yen Provincial People's Committee held a working session with Hung Yen Investment and Development Group Joint Stock Company and Jland Group to discuss proposals for investment research and project development in the province.
It will also continue working closely with the Asset Auction Service Center under the Hung Yen Department of Justice to ensure the transparent disposal of recovered public assets in accordance with Decision No. 38/QD-STC.
Providing more practical support for businesses: The Center plans to expand direct dialogue forums with enterprises to better understand and resolve business concerns. It will also strengthen consulting services on asset valuation, project finalization, and financial management to help businesses improve operational efficiency. Training programs on public financial and budget management for provincial officials will also be launched as scheduled.
To ensure these objectives are effectively implemented, the Center has submitted several recommendations to the Hung Yen Department of Finance and the Provincial People's Committee.
These include allocating greater financial resources for investment promotion activities, strengthening inter-agency coordination among provincial departments and local authorities to improve policy implementation, and investing more substantially in capacity building and digital skills training for the Center's staff.
The achievements of the Investment Promotion, Business Support and Financial Services Center during the first half of 2026 demonstrate Hung Yen Province's commitment to modern governance and a more business-friendly investment climate. While significant challenges remain, the province's proactive approach, transparency, and determination are laying a solid foundation for sustainable economic growth and positioning Hung Yen as one of Vietnam's most dynamic investment destinations during the 2025–2030 development period
