Party’s collective wisdom unites the entire nation’s trust

Marking the beginning of a new era of national development, the 14th National Party Congress is a momentous political event not only for the Party but for the entire nation. It stands as a milestone in Viet Nam’s journey of development and socialist construction. Party members, people across the country and overseas Vietnamese are all turning their attention to the Congress with firm confidence and high expectations that its major policy decisions will open a new phase of renewal, comprehensive and breakthrough development.

The theme of the Congress is: “Under the glorious flag of the Party, uniting in strength and determination to successfully achieve national development goals by 2030; strategic self-reliance, self-strengthening and confidence, advancing strongly in the era of the nation’s rise, for peace, independence, democracy, prosperity, affluence, civilisation and happiness, steadfastly moving toward socialism.” The 14th National Congress powerfully awakens the resolve and intellect of the entire Party and the will of the whole nation.

The Congress has been carefully and thoroughly prepared in all respects, from personnel arrangements and draft documents to organisational work, ensuring absolute safety, scientific planning and efficiency.

It is expected to make sound decisions to successfully fulfil the country’s development goals to 2030 and realise the vision to 2045, while setting out action programmes that clearly define concrete tasks for each sector, locality, agency and unit in the shared national endeavour. The Congress will also shape the country’s development orientation and strategies in the new era.

Forty years ago, the 6th National Party Congress (in 1986) decided to embark on the nation’s Doi Moi (Renewal) process, particularly in economic thinking and foreign policy, removing barriers that hindered development and steering the economy out of crisis. That pivotal shift enabled gradual growth, deeper international integration and significant improvements in people’s living standards. The timely and correct decisions of the 6th Congress helped Viet Nam stand firm amid profound global political upheavals, avoid adverse risks and seize development opportunities.

After a short period of renewal, the economy of a once poor and backward country gradually recovered, ensured domestic food security and began exporting rice. From a nation under siege, isolation and embargo, Viet Nam went on to establish diplomatic relations with numerous countries around the world.

Today, practical development has confirmed that the Party’s renewal policy has been correct and creative, earning the trust, support and active participation of the people. It has helped safeguard revolutionary achievements and deliver important results across all fields, laying a solid foundation for sustainable development. Never before has the country possessed such stature, potential, international standing and prestige as it does today.

Importantly, after four decades of renewal, the Party has progressively built and refined the theoretical foundations of its renewal process, clearly defining the model of socialism in Viet Nam. The Party has been continuously renewing and improving itself, enhancing its political mettle, intellectual capacity, leadership ability and fighting strength, guiding the nation to steadfastly overcome all difficulties and challenges.

The 2020–2025 tenure has left indelible marks, especially in 2025 - the decisive year for acceleration and successful completion of the Resolution of the 13th National Party Congress. From the outset of the tenure, the country faced immense challenges: the COVID-19 pandemic, climate change, frequent natural disasters and floods, as well as global geopolitical turbulence that disrupted supply chains, employment and economic activity. Yet, with determination, resilience and a strong aspiration for development, the entire Party, people and armed forces united in renewal, made relentless efforts and acted resolutely, achieving significant, comprehensive and breakthrough results, with many bright spots, and largely fulfilling the set goals and targets.

Macroeconomic stability has been maintained. Viet Nam’s economy now ranks 32nd in the world. The average per capita income has surpassed 5,000 USD, placing the country among upper-middle-income economies - fulfilling one of the major milestones set by the 13th National Party Congress. Social welfare policies have been implemented comprehensively and consistently to ensure that “no one is left behind”. National defence and security capabilities have continued to be strengthened, providing a firm foundation for political stability and national development. The country’s external relations network has expanded and become more balanced, in line with development requirements in the new context.

In particular, with a high level of unity and determination, the entire political system has resolutely streamlined the organisational apparatus and reorganised administrative units, creating new development space, potential and momentum. At the same time, the two-tier local government model has been implemented. As a result, the decentralisation and delegation of authority have been strengthened; and the leadership, management capacity, autonomy and accountability at grassroots levels have been enhanced - all in pursuit of a development-oriented government serving the people. The Politburo has issued nine strategic resolutions aimed at generating breakthrough transformations across key sectors, consolidating the foundations for the country to advance rapidly, robustly and sustainably on its development and integration path.

Each Party Congress marks an important milestone. The 14th National Party Congress carries even deeper significance as it takes place amid rapid global changes, mounting uncertainties and increasingly unpredictable challenges.

With the Party’s glorious tradition and its prestige and leadership experience accumulated over 96 years of steering the Vietnamese revolutionary cause, there is profound confidence that the Party will continue to lead the nation firmly, achieving new feats in the new era of development, successfully building socialism in Viet Nam, and creating a strong, prosperous country where the people enjoy happiness - enabling Viet Nam to stand shoulder to shoulder with the world’s major powers, as President Ho Chi Minh once envisioned.
