The Bac Ninh construction industry pledges to support businesses

Bac Ninh is undergoing a significant transformation, with a focus on comprehensive socioeconomic development toward modernization and sustainability in order to become a key growth engine of the Capital Region and the Northern Key Economic Region. The province's construction sector has played an important role in supporting businesses. It actively streamlines administrative procedures and provides complete assistance for investment projects throughout the province, helping to improve and strengthen Bac Ninh's overall competitiveness.

Accelerating administrative reform to unlock investment resources

According to the Bac Ninh Department of Construction, in the face of major challenges amid the country’s accelerated industrialization and modernization, the Department clearly defines its role as a committed partner to businesses. Embracing the spirit of “The tougher the challenge, the stronger the resolve,” the Department has implemented a series of synchronized and focused measures aimed at reducing time costs, streamlining administrative procedures, and swiftly responding to the needs of investors

Mr. Nguyen Minh Hieu, Director of the Bac Ninh Department of Construction, stated that by the end of 2024, the Department had vigorously implemented numerous administrative reform measures aimed at supporting businesses. Among the 68 public services currently offered, 46 administrative procedures have been fully integrated into the end-to-end online public service system. A total of over 1,300 applications have been received and processed, with 87% resolved ahead of schedule and none delivered late.

In parallel, the Department has focused on advising and issuing various guidelines to streamline the appraisal and construction permitting processes. For projects with approved detailed planning, the Department provides guidance to businesses on preparing documentation in full compliance from the outset, helping to minimize intermediate procedures.

In addition, recognizing planning as a key factor in attracting investment, the Department of Construction has actively advised the Provincial People’s Committee to approve a series of subzone planning projects. This has ensured a high coverage rate, enabling investors to access comprehensive information more easily and make well-informed decisions regarding investment locations.

Director of the Bac Ninh Department of Construction Nguyen Minh Hieu emphasized, “We always place citizens and businesses at the center of our service efforts. Every action and reform we undertake is aimed at reducing time and costs for businesses while increasing the success rate of investment projects”.

Commenting on this, Mr. Ngo Anh Tuan, Director of Tan Tien Technical Services Co., Ltd., noted that construction-related procedures in Bac Ninh Province have recently been significantly streamlined and simplified. The responsiveness of the government apparatus has noticeably improved, with a stronger focus on ensuring the satisfaction of both citizens and businesses.

When discussing his company's activities, Mr. Tuan indicated a desire for local governments to make it easier to access projects in industrial parks and urban development regions, which are becoming hot spots for both domestic and international investment. With Bac Ninh's present rapid industrialization, there is a growing demand for housing, technical infrastructure, and MEP (mechanical, electrical, and plumbing) systems in industrial zones and urban regions. This is a big yet highly competitive sector that necessitates proactive collaboration between businesses and the government to improve local capabilities and reduce reliance on foreign contractors.

Creating a stable and reliable investment environment

Together with the provincial leadership, the Bac Ninh construction sector has been actively working to build a stable and trustworthy investment environment through a range of coordinated solutions. These determined efforts and decisive actions not only help promptly resolve difficulties and obstacles faced by businesses but also demonstrate the provincial government’s commitment to partnering with enterprises, building trust, and promoting local socio-economic development.

The Hong Hac – Xuan Lam ecological urban area project in Thuan Thanh Town, developed by the Industrial and Commercial Bank Trade Union Investment Joint Stock Company, is expected to become one of the most livable urban areas in the northern region. Covering nearly 198 hectares with a total investment capital exceeding 27,000 billion VND, the project not only addresses the growing demand for housing but also promotes urban infrastructure development and improves the quality of life for residents.

Mr. Chou An Chih, Deputy General Director of the project, stated that one of the key factors contributing to the smooth progress of the project is the close and effective collaboration from Bac Ninh provincial authorities, especially the Department of Construction. The investor’s representative emphasized that the Department of Construction has proactively provided guidance, reviewed designs, and supported the timely, transparent, and clear completion of licensing procedures. Administrative processes have been streamlined and processing times shortened, enabling the enterprise to carry out the project according to the planned schedule.

The provincial government regularly organizes meetings and dialogues with businesses to resolve difficulties encountered during the investment process, especially issues related to site clearance and inter-agency legal procedures. “Hong Hac - Xuan Lam highly appreciates the proactive, collaborative, and consistent leadership from various levels and departments of Bac Ninh Province - something not every locality can achieve”, said Mr. Chou An Chih.

Deputy Director of the Bac Ninh Department of Construction Ngo Duc Thanh, stated that to make Bac Ninh truly attractive to investors, the Department will focus on implementing coordinated measures to concretize construction planning orientations, boost investment attraction, develop urban areas, establish green and smart transportation systems, and complete transport infrastructure. The goal is to build Bac Ninh into a major development hub in the northern region.

Specifically, the Department is focusing on finalizing construction planning and developing infrastructure for Gia Binh Airport and key transportation routes connecting Bac Ninh and Hanoi, including the Bac Ninh urban railway linking to the capital. It is also researching and proposing the development of an underground construction spatial plan (covering underground infrastructure, urban underground transportation, underground public facilities,...) for the entire province.

According to Mr. Ngo Duc Thanh, connecting transportation infrastructure is extremely important. The Construction Sector will continue to accelerate and closely supervise the progress of key transport projects, such as completing the Kenh Vang Bridge linking Bac Ninh and Hai Duong; opening the parallel road for the Ring Road No. 4 – Capital Region project; finishing remaining sections of Kinh Duong Vuong Bridge and Net Bridge; and implementing the expressway project connecting the old National Route 18 with Ring Road No. 4,...
