VCCI Drives Transformation for More Accomplishments

Despite global economic and political volatility, Vietnam's economy showed positive growth in 2024, driven by effective government governance. However, the business community faces significant challenges, with many companies exiting the market and several industries still struggling. In this context, the Vietnam Chamber of Commerce and Industry (VCCI) remains a key partner, supporting sustainable development and integration, enhancing the quality of its activities, and successfully implementing its 2024 tasks.

Achievements in 2024

VCCI has closely followed its work plan, implementing tasks outlined in the charter approved by the Prime Minister, as well as the objectives set forth in the Resolution of VCCI’s 7th Congress, achieving notable results.

In 2024, VCCI contributed to 548 draft legal documents, a 35% increase from 2023, and organized 77 conferences and seminars with thousands of delegates. Many of VCCI's proposals were adopted by law-making agencies. VCCI actively participated in improving the business environment by boosting the Provincial Competitiveness Index (PCI), District and Department Competitiveness Index (DDCI), and Provincial Green Index (PGI), while encouraging businesses to adopt the Corporate Sustainability Index (CSI). VCCI coordinated a delegation of top business leaders to meet with the Party General Secretary and President of Vietnam and participated in government meetings with the business community.

VCCI has successfully organized a conference to disseminate the Politburo’s Resolution 41, attracting nearly 207,000 delegates nationwide, and developed an action plan for its implementation. All 63 provinces/cities and 22 ministries and agencies have issued their own implementation plans for Resolution 41.

The support for business development has been significantly improved in terms of quality and effectiveness, assisting businesses in their recovery after the pandemic. VCCI focused on building a healthy communication environment, supporting sustainable development, digital transformation, startups, innovation and strengthening connections among leading businesses. VCCI has promoted tripartite labor relations. In terms of training, VCCI organized over 650 courses and seminars for nearly 32,400 businesses, focusing on 4.0 management, digital transformation and innovation.

VCCI's efforts to expand membership, connect, and support business associations and their members have led to positive changes, including the standardization of management and the continued effectiveness of support activities. The recognition of outstanding businesses remains transparent and reputable. VCCI has focused on developing the entrepreneurial community and promoting Vietnamese business culture. Programs on business ethics and ethical codes have been widely implemented, raising social awareness and inspiring entrepreneurial spirit in the younger generation.

VCCI has strengthened support for businesses in international integration, offering policy advice to help companies leverage opportunities from free trade agreements (FTAs) and respond to trade defense measures. Trade promotion and export-import activities have grown, with thousands of businesses participating in survey delegations and international conferences. VCCI has carried out many important foreign affairs activities assigned by the Party and the State, including both regular and ad-hoc tasks, and has effectively fulfilled its role as Vietnam's representative in multilateral dialogue mechanisms such as APEC, ASEAN BAC and others.

VCCI continues to implement organizational reforms and changes in its operational methods, in line with the guidance of the 7th Congress Resolution, aimed at enhancing professionalism and efficiency. The Party Committee and VCCI's Standing Committee have seriously adhered to Resolution 18-NQ/TW regarding the restructuring of the organizational apparatus to ensure a leaner and more efficient operation. VCCI has restructured its organization in line with government policy, reviewing and adjusting the organizational structure of 25 out of 31 affiliated units following the renaming and approval of the new charter. New regulations have been improved to better align with practical realities, and staff training has been emphasized to enhance capacity and professional skills.

According to VCCI President Pham Tan Cong, the key tasks of VCCI in 2024 have been accomplished, in line with the functions and responsibilities assigned, and aligned with the goals and targets set in the 7th Congress Resolution of VCCI.

According to VCCI's report, the solutions in the six key task groups and three strategic breakthroughs have been comprehensively implemented.

VCCI’s key solutions have been effectively implemented, improving operational quality. Efforts in law and policy development, business environment promotion, regional linkages and business support have yielded notable results. Its initiative to strengthen connectivity in the Vietnam Eastern Highway Economic Corridor (VEHEC) continues to receive local support, while programs promoting sustainable development, trade, and investment have been maintained successfully. Organizational work, internal management, and financial oversight have also been enhanced, boosting labor productivity and work quality while ensuring staff well-being. VCCI Standing Committee has consistently ensured democratic leadership, transparency and strong responsibility in managing operations.

Key goals for 2025

According to VCCI Secretary General Tran Thi Lan Anh, 2025 will be a decisive year in implementing the 7th VCCI Congress Resolution and also the final year of the 5-year Socio-Economic Development Plan for 2021-2025. In the context of a complex global and regional economic environment, which has had a significant impact on the domestic economy, VCCI is determined to complete its 2025 work plan with key tasks.

Specifically, VCCI will continue to implement the resolutions of the Party, the National Assembly, and the Government, particularly Resolution 41-NQ/TW on promoting the role of the entrepreneurial community. VCCI will enhance the quality of law and policy development activities and promote a favorable business environment. Activities to support businesses, foster business associations, and strengthen linkages will also be intensified, particularly in building a healthy communication environment and organizing networking activities.

VCCI will continue to boost trade promotion, investment, and support for businesses in international integration, while reviewing and evaluating the effectiveness of international cooperation agreements. VCCI will implement the organizational restructuring for the 2025-2026 period and assess the salary reform program for staff members.

According to the outlined plan, the leadership and management efforts of the VCCI Standing Committee will strive to build an effective organizational system to complete the assigned tasks. The Standing Committee will strengthen internal unity, promote collective intelligence, practice democracy, and adhere to the principle of “collective leadership, individual responsibility.”

The key tasks for 2025 include overseeing the correction of violations, reviewing the implementation of the work plan, and optimizing the organizational structure. Human resource management will focus on training and developing comprehensive human capital. The internal governance regulations will be strictly implemented and adjusted as needed to align with current practices. Financial management will continue to improve efficiency by aligning operational plans with financial strategies, enhancing quality, promoting internal digital transformation and effectively utilizing physical infrastructure.

The VCCI Standing Committee has proposed several measures to enhance work efficiency in 2025. Specifically, VCCI will develop an annual inspection and monitoring program that integrates areas such as finance, human resources and facilities management to reduce the number of inspection teams. VCCI will accelerate the progress of the "Renewal of VCCI Membership" project and complete the digitization of membership management, data sharing and system-wide data exploitation. VCCI will also review, update and guide units on changes in document formats after the revised working regulations are issued.

Furthermore, VCCI will implement a shared internal database system and update annual cooperation agreements with both international and domestic partners, evaluating their effectiveness. VCCI will allocate financial resources based on activity progress, with key actions spread across regions to create national events and enhance its image, and will continue advocating for authorized agencies to issue preferential C/O forms under various FTAs.
