VCCI partners with Da Nang province to improve PCI rankings

Da Nang authorities reaffirmed their commitment to standing shoulder-to-shoulder with the business community, focusing on measures to enhance PCI rankings in the coming period. 

According to Mr Nguyen Manh Hung, Chairman of the Da Nang People’s Committee, Da Nang City has fully acknowledged the feedback and data provided by VCCI regarding local governance. He also emphasized the city's dedication to helping businesses overcome operational challenges.

Mr Nguyen Manh Hung highlighted that Da Nang is introducing a tripartite collaboration model involving the local authority, banks, and businesses within the financial and credit sector. This initiative aims to unlock capital flows for key projects across the city.

Furthermore, Da Nang plans to select a few pilot projects to implement this mechanism. Once businesses complete all required regulatory procedures, the relevant authorities will issue certificates enabling banks to disburse funds promptly, facilitating smooth operations for investors and enterprises alike. 

Mr Nguyen Manh Hung added that Da Nang city aims to finalize its comprehensive master planning by 2026, ensuring modern and synchronized development. Meanwhile, Da Nang city’s departments and agencies have been directed to tighten inspections and strictly handle delays in administrative processing. Concurrently, the city continues to accelerate decentralization and delegation of power to shorten procedure turnaround times for citizens and businesses.

Looking ahead, Mr Nguyen Manh Hung called on Da Nang city’s departments and agencies to demonstrate a high sense of responsibility, proactively assist enterprises, and resolve key bottlenecks in administrative workflows. He stressed that the growth and success of the business community serve as the ultimate benchmark for municipal governance performance.

During the working session, VCCI President Ho Sy Hung proposed that Da Nang City maintain regular dialogue with the business community through local business associations and VCCI. He noted that such dialogues build vital connections, foster exchange, and ensure the timely resolution of difficulties faced by investors and firms. 

In the future, the VCCI President recommended that Da Nang craft a long-term strategy to improve its business climate while expanding channels for feedback. In parallel, the city should foster greater socialization in areas such as human resource training, and effectively leverage indicators like the PCI and DDCI (Department and District Competitiveness Index) to evaluate administrative performance.

The working session saw numerous proposals put forward by the Da Nang Business Association and relevant departments aimed at lifting the city's PCI rankings. Key discussions revolved around translating commitments into measurable outcomes and addressing the disconnect between high-level leadership and ground-level execution. Furthermore, participants emphasized the need to protect proactive officials and eliminate risk-averse mindsets, while unblocking the dual bottleneck of capital and land through clear coordination mechanisms.

The Da Nang Business Association specifically recommended that the city make definitive investments in data infrastructure and land valuation capabilities, standardize administrative procedures, and prioritize areas with the highest complaint rates. Additionally, the association urged the city to ensure equal opportunities, provide tiered support, and build on existing success stories to scale innovation—enabling local businesses to contribute effectively to the city's overall development.
