Assoc. Prof. Dr. Ho Sy Hung elected the VCCI President for the 2021–2026 tenure

With 100% of delegates in agreement, at the 11th Conference of the Executive Committee of VCCI, Term VII, Comrade Ho Sy Hung – the Secretary of the VCCI Party Committee for the 2025–2030 tenure– was elected President of the Viet Nam Chamber of Commerce and Industry (VCCI) for the 2021–2026 tenure.

Pursuant to the direction of the Secretariat of the Communist Party of Vietnam Central Committee in Official Dispatch No. 18045-CV/VPTW dated 3 October 2025 issued by the Office of the Party Central Committee regarding personnel work for the position of the VCCI President; and based on the VCCI Charter approved by the Prime Minister, on the afternoon of 3 November, the VCCI Standing Committee held the 11th Conference of the Executive Committee, Term VII, 2021–2026, to elect the VCCI President  for the 2021–2026 tenure.

Overview of the conference

In his opening remarks at the Conference, VCCI President Pham Tan Cong stated that this was a special conference to consolidate the leadership of VCCI. According to VCCI President Pham Tan Cong, in Official Dispatch No. 18045-CV/VPTW dated 3 October 2025 of the Office of the Party Central Committee concerning personnel work for the position of the VCCI President, the Secretariat of the Communist Party of Vietnam Central Committee appointed Comrade Hồ Sỹ Hùng as Secretary of the VCCI Party Committee for the 2025–2030 tenure and presented him for election to the position of the VCCI President for the 2021–2026 tenure.

“I would like to thank the VCCI's Executive Committee for accompanying me throughout my term of office… The consolidation of the VCCI leadership position is necessary to create new momentum in the current period,” said Mr. Pham Tan Cong.

“Comrade Ho Sy Hung is a capable and experienced person who has held many important positions and has close ties and high credibility with the business community… He is an important figure that VCCI truly needs in the coming time. This is a very practical and appropriate choice by the Secretariat of the Communist Party of Vietnam Central Committee.

In recent times, the Party and the State have set a growth target of 8% for 2025 and double-digit growth in the following years. To achieve this goal, the role of entrepreneurs and enterprises is extremely important, as emphasized in recent Party's Resolutions, including Resolution No. 68-NQ/TW and Resolution No. 57-NQ/TW.

The business community is now standing at a new stage of development; therefore, the organization of today’s Conference to consolidate VCCI’s leadership is extremely important,” Mr. Pham Tan Cong affirmed.

The Conference then listened to the presentation from the VCCI's Standing Committee on consolidating the leadership personnel of the VCCI's Executive Committee, Term VII, and the Executive Committee provided opinions through voting.

At the Conference, the VCCI's Executive Committee resolved: Based on the Charter of the VCCI, the Executive Committee approved the result of consolidating the leadership personnel of VCCI, Term VII, 2021–2026. Specifically, it agreed that Comrade Pham Tan Cong – VCCI President – would cease to hold the position of VCCI President and resign from the VCCI's Executive Committee and Standing Committee, Term VII, 2021–2026. At the same time, it elected Comrade Ho Sy Hung –  Secretary of the VCCI Party Committee for the 2025–2030 tenure – to join the VCCI's Executive Committee and serve as the VCCI President, Term VII, 2021–2026.

Comrade Nguyen Phi Long, Deputy Secretary of the Party Committee of the Vietnam Fatherland Front, Central mass organizations, presented flowers to congratulate the new VCCI President – Mr. Ho Sy Hung – on assuming his new position.

The Standing Committee of VCCI also presented flowers to congratulate the newly elected VCCI President Ho Sy Hung.

In his remarks upon taking office, newly elected VCCI President Ho Sy Hung expressed his deep respect and gratitude to generations of VCCI leaders, former leaders, and members of the Executive Committee through the years — particularly to Comrade Pham Tan Cong, who, in his capacity as Party Secretary and VCCI President, together with the Party Committee, officials, and employees of the VCCI, had devoted their dedication, intellect, and sense of responsibility over the past 62 years, making important contributions to the development of the Vietnam business community and to the stature, prestige, and reputation of VCCI today.

“I would like to express my sincere thanks to the Secretariat of the Communist Party of Vietnam Central Committee, the Standing Committee of the Party Committee of the Viet Nam Fatherland Front and Central Mass Organizations for their trust in assigning me to participate in the VCCI's Executive Committee and Standing Committee, to serve as Party Secretary, and to be elected the VCCI President for the 2021–2026 tenure,” said Mr. Ho Sy Hung.

He further stated that this is both a great honor and a heavy responsibility entrusted to him. To fulfill this duty well, it is first and foremost necessary to maintain unity, promote democracy, uphold the working principles of the VCCI's Executive Committee, the Party Standing Committee, and the VCCI Standing Committee; to set an example of accountability and integrity as a leader; and to inherit and build upon the achievements and valuable experience of previous generations of VCCI leaders.

“I pledge, with the knowledge and experience accumulated over more than 30 years of work in various positions, to continuously make efforts to learn humbly, improve my competence, and vigorously innovate both mindset and action; to work responsibly, diligently, and with integrity and impartiality; to be close to and listen to the opinions and aspirations of officials and enterprises; and to devote all my heart and strength to the sustainable development of the Vietnamese business community and the VCCI in this new era,” VCCI President Ho Sy Hung emphasized.

According to VCCI President Ho Sy Hung, looking back on VCCI’s glorious 62-year journey, we can take pride in the tremendous and pioneering contributions of generations of members, leaders, officials, and employees of VCCI through the years to the cause of renovation, economic development, and enterprise growth. VCCI has been recognized by the Party and the State with numerous high distinctions, including the Ho Chi Minh Order, the First-Class Independence Order, and the First-Class Labour Order, among many other prestigious awards. VCCI has earned the trust of the Vietnamese entrepreneurs and enterprises community and has become a reputable and significant partner of the international business community.

Nevertheless, he noted, on a path that has no precedent and no predefined model, amid the context of economic transformation and increasing expectations from the Party, the State, and the business community, VCCI still has much work ahead, with opportunities and advantages intertwined with difficulties and challenges.

“As a central mass organization established by the Party and the State and mandated as the national representative organization of the business community, entrepreneurs, employers, and business associations in Viet Nam, VCCI continues to shoulder the principal mission of building a community of enterprises and entrepreneurs with strong aspirations to contribute to building a prosperous and powerful nation for the happiness of the people; supporting the development of a business sector with high competitiveness based on innovation and industrial science and technology, firmly integrating into the world and participating deeply in global value chains,” the VCCI President stated.

“To successfully fulfill the above mission, VCCI must position itself within the current new context, in line with new trends in both the domestic and international business environment and under the direction of the Party and the State: striving for rapid and sustainable growth based on innovation, mastery of science and technology, and enhanced business efficiency by focusing on new, key, and strategic industries and sectors that generate high added value, such as the green economy, digital economy, circular economy, high-tech agriculture, trade and services, and manufacturing and processing industries based on innovation. At the same time, it must continuously improve the quality of the socialist-oriented market economy institutions. Accordingly, VCCI and the business community must coordinate, cooperate, and closely connect with authorities at all levels; contribute to the process of reforming management mechanisms; pioneer and pave the way in new and key sectors; and open up new markets. This is also the process of resolving difficulties and obstacles for enterprises — a process of support and backing to help businesses grow, become strong, and be capable of competing both domestically, regionally, and internationally,” Mr. Ho Sy Hung expressed.

VCCI President Ho Sy Hung affirmed that the development of the country, under the guidance and direction of the Party and the State, is also the development of the team of entrepreneurs and the business community of Vietnam. The goal of achieving rapid growth with double-digit rates is also the aspiration of each enterprise in this new era.

Building VCCI that is truly united, clean, strong, and modern, creating powerful motivation and fostering a spirit of dedication and creativity among all officials, employees, and workers of the VCCI— improving efficiency toward the sustainable development of VCCI — is also a key task in the time ahead.

“To fulfill my responsibilities, I sincerely request and look forward to the care, assistance, shared responsibility, and collective effort from all comrades in the VCCI Executive Committee, Party Standing Committee, Standing Committee, and all officers and employees of the VCCI, for our common interest. As the national representative organization of the Vietnam entrepreneurs and  businesses community, VCCI cannot accomplish its mission well without this unity. We must not only work with each other but also work for each other — for the development of VCCI and the Vietnam business community,” VCCI President emphasized.

He added that the VCCI Executive Committee, Party Standing Committee, the Standing Committee, and himself earnestly hope to continue receiving the attention, support, and regular, timely leadership and direction from the Politburo, the Secretariat of the Communist Party of Vietnam Central Committee, and the Party Committee of the Viet Nam Fatherland Front and Central Mass Organizations; as well as the coordination, cooperation, and facilitation from ministries, sectors, local authorities, and the business community nationwide — so that both he and VCCI can successfully fulfill assigned tasks.

After the Conference, former VCCI President Pham Tan Cong and newly elected VCCI President Ho Sy Hung signed the official handover of duties.

He concluded his remarks by affirming his determination to work with all colleagues and partners to strengthen VCCI’s role as the trusted bridge between the Party, the State, and the business sector, contributing actively to the building of a strong, innovative, and globally competitive Vietnamese business community — one that stands ready to accompany the nation on its path toward sustainable development and prosperity.

Assoc. Prof. Dr. Ho Sy Hung - The new elected VCCI President, was born on April 14, 1968, in Nghe An province, and joined the Party on December 21, 2000. He graduated from the National Economics University in 1988, and was recognised as a Doctor of Economics, Management, and Planning by the National Economics University in 1996, and was promoted to Associate Professor in 2012. He had ever held the positions of Director General of the Enterprise Development Agency under the Ministry of Planning and Investment; Deputy Chairman of the Commission for Management of State Capital at Enterprises, and Deputy Minister of Finance.
