Bao Dai Commune (Bac Ninh): Development orientations driven by the Party’s guidelines

Following the administrative merger, Bao Dai Commune, Bac Ninh Province has gained greater space, resources and renewed aspirations to accelerate its socio-economic development.

With an area of nearly 84 square kilometers, a population of almost 60,000, and significantly expanded development potential following the administrative merger, Bao Dai Commune in Bac Ninh Province is entering a period of major opportunity for transformation.

In this process, the leadership of the commune’s Party Committee is regarded as a key driving force, providing strategic direction for planning, industrial development, trade, services, and the mobilization of private-sector resources.

Mr. Duong Cong Dinh, Secretary of the Bao Dai Commune Party Committee, speaks with Business Forum Magazine about the commune’s development vision and planning orientation for the new phase.

A new development vision

Bao Dai Commune now presents a new profile and is well positioned to redefine its role within the broader development landscape of Bac Ninh Province.

Discussing the commune’s development orientation for the new phase, Mr. Duong Cong Dinh, Secretary of the Bao Dai Commune Party Committee, emphasized that Bao Dai possesses significant growth potential. Following the administrative merger, the commune’s geographic scale and population have expanded considerably. This presents both challenges and opportunities for the Party organization, local authorities and residents to renew their thinking and approaches, proactively seize opportunities, and transform potential into tangible drivers of development.

According to Mr. Duong Cong Dinh, sustainable development requires not only adherence to the orientation set out in the Politburo’s Resolution No. 68-NQ/TW on private-sector development, but also recognition of the vital role that the private economy plays in the commune’s overall economic growth. For this reason, the commune’s Party Committee has identified the creation of the most favorable conditions possible for businesses, cooperatives and household enterprises as a key priority. This is regarded as an important political task in building a dynamic and competitive locality capable of generating jobs and improving residents’ incomes.

Building on this understanding, the Bao Dai Commune Party Committee has made planning its top priority, viewing it as the foundation for future development. Planning efforts must align with Bac Ninh Province’s overall development strategy while maximizing the commune’s unique advantages. The goal is to promote comprehensive development across industry, trade, and services while creating jobs, increasing incomes, and improving the quality of life for local residents.

During the 2025-2030 period, Bao Dai is focusing on reviewing and preparing plans for industrial parks and industrial clusters to create space for investment attraction and production expansion. This is considered a strategic step, as the commune’s substantial land resources provide strong potential for the development of industrial, service, logistics, and supporting-industry zones in line with the province’s development orientation.

One of Bao Dai’s most significant advantages lies in its strategic connectivity. Under Bac Ninh Province’s overall development orientation, future growth will be structured around two major corridors: the first along National Highway 1 and the Hanoi-Lang Son Expressway, and the second along National Highway 18, stretching from Pha Lai to Noi Bai. Within this framework, Bao Dai enjoys a favorable location adjacent to the National Highway 1 corridor connecting Hanoi and Lang Son, creating substantial opportunities for regional connectivity, goods transportation, and investment attraction.

In addition, the Kep-Ha Long railway, which passes through the commune, represents another important advantage. Under the provincial master plan, Kep Station is envisioned as a regional and international freight transport hub as well as a logistics center. Located adjacent to Bao Dai Commune, the area offers significant benefits for cargo transportation, particularly for manufacturing, processing, import-export, and logistics enterprises. If effectively leveraged, these advantages could position Bao Dai as an important satellite locality within the region’s industrial and logistics network.

In addition, National Highway 37 and Provincial Road 295 pass through the commune, providing links between Hai Phong, Quang Ninh and Lang Son while also enhancing connectivity between Bao Dai and other areas of Bac Ninh Province. Meanwhile, Provincial Road 289B, which is included in the planning framework and will connect the Tan Hung Industrial Park with the Dong Phu area, is expected to further expand the transport network and create favorable conditions for the development of manufacturing, trade, and services. Supported by this well-connected transportation infrastructure, Bao Dai possesses considerable advantages for industrial development in the years ahead.

With its proximity to Kep Station, Bao Dai Commune has significant opportunities to develop transportation and logistics services.

Unlocking private-sector potential to drive local growth

In Bao Dai’s development strategy, the private sector is identified as a key driver of economic growth. It is the sector that directly creates jobs, promotes production, facilitates the circulation of goods, develops services and contributes to the locality’s overall economic resources.

In line with the orientation of the commune’s Party Committee, Bao Dai will continue to review and support businesses operating and investing in the area, particularly in sectors with strong growth potential such as wood processing, garment manufacturing, electronics, and supporting industries and services.

A notable aspect of Bao Dai’s approach is that it does not view private-sector development as a spontaneous or fragmented process. Instead, the commune is working toward building a well-organized and connected business environment. To this end, Bao Dai is reviewing local businesses and cooperatives with a view to establishing a Commune Business Association. This organization is expected to serve as an important bridge between the local government and the business community, enabling authorities to better understand and address challenges faced by enterprises while helping businesses gain easier access to information on planning, policies, land availability, labor resources and other conditions necessary for production and business operations.

The Bao Dai Commune Public Administrative Service Center is well positioned to meet the administrative service needs of residents and businesses.

If effectively implemented, the establishment of a commune-level Business Association would create a more regular and substantive dialogue mechanism. Businesses would have a channel through which to raise concerns and recommendations, while local authorities would have a focal point for listening and addressing difficulties. At the same time, manufacturing establishments, cooperatives and household businesses would gain greater opportunities to connect, learn from one another and expand their markets. This approach is also in line with the broader direction pursued by Bac Ninh Province and the country as a whole in strengthening the role of the private sector.

“Against this backdrop, the leadership role of the Bao Dai Commune Party Committee becomes even more important in translating Party resolutions into concrete actions. It is leadership exercised through vision, effective implementation, and a strong sense of responsibility toward the locality’s development goals," Mr. Duong Cong Dinh said.
