Hung Yen province ensures security and social stability
Strong security, streamlined administrative procedures, and proactive fire safety measures are emerging as critical forms of “soft infrastructure” that enhance investor and business confidence in Hung Yen.
At construction sites, factories and industrial parks across Hung Yen, investment, construction and manufacturing activities are becoming increasingly vibrant. Behind the expansion of large-scale projects and growing investment inflows lies the need to build a safe, stable and transparent business environment where enterprises can operate with long-term confidence.
In this process, the Hung Yen Provincial Police are shifting from a traditional management-focused approach to a more proactive role centered on prevention, partnership and support for economic development.

Proactive security safeguards investment flows
For investors, political stability, economic security, and social order are among the most critical factors influencing project implementation, operating costs, and long-term investment strategies.
Recognizing this, the Hung Yen Provincial Police view the task of maintaining security and public order not merely as responding to incidents after they occur, but more importantly as proactively identifying, preventing, and resolving potential risks at their earliest stages.
Colonel Nguyen Truong Lam, Deputy Director of Hung Yen Provincial Police, emphasized: “Economic growth can only be safe and sustainable when security and public order are firmly maintained”. Guided by this principle, the provincial police force has proactively monitored developments on the ground and provided timely strategic recommendations to foster a healthy investment environment. Priority has been given to attracting enterprises that employ advanced, environmentally friendly technologies, supporting the development of a clean and safe industrial base while safeguarding political stability and social order.
Guided by the motto “Proactive Security - Enabling Development”, the provincial police have focused on three key areas: maintaining security and safety across the province; streamlining administrative procedures and providing legal support for businesses; and promoting the All People Movement to Protect National Security within industrial parks, industrial clusters, and production facilities.

The Economic Security Division of Hung Yen Provincial Police has effectively ensured economic security at the Lien Ha Thai Industrial Park (Thai Binh Economic Zone).
Police forces have strengthened early monitoring and risk detection efforts, particularly in areas with high concentrations of businesses, foreign experts, and workers. Issues related to labour relations, worker security, foreigner management, economic disputes, property theft, and potential strikes or work stoppages are closely monitored, discussed, and addressed through coordinated measures as soon as they emerge.
At the same time, law enforcement agencies have intensified efforts to combat crimes that can create pressure, increase operating costs, or directly disrupt business activities, including loan sharking, extortion, racketeering, theft of materials and goods, fraud, and cybercrime.
According to Lieutenant Colonel Bui Huy Dinh, Head of the Economic Security Division, economic security must be safeguarded throughout the entire investment cycle, from project assessment and appraisal to construction and operational stages. Authorities work closely with businesses to evaluate their actual capabilities, transparency, and potential risks, while also providing guidance on strengthening internal security regulations, asset protection, technology confidentiality, and production data security.
This approach helps protect legitimate investors while reducing the risk of investment activities being exploited for unlawful purposes, the use of outdated technologies, or practices that could have long-term adverse impacts on the environment and the local economy's security.

At the Lien Ha Thai Industrial Park, a coordination mechanism between the police, the infrastructure developer, and relevant stakeholders has provided a foundation for enhanced patrols, residence management, traffic order maintenance, crime prevention, and the timely handling of emerging incidents.
According to Ms. Dang Thi Hiep, Business Director of Green i-Park Joint Stock Company, the infrastructure developer of Lien Ha Thai Industrial Park, economic security plays a particularly important role for both the industrial park and its secondary investors. Proactive monitoring, legal compliance guidance, and risk prevention measures related to labor, assets, and production activities have helped businesses operate with greater confidence throughout the implementation of their projects.
According to Ms. Hiep, investors are placing increasing importance on the stability and safety of the local business environment. Therefore, a strong security framework not only protects existing enterprises but also serves as a competitive advantage, helping Hung Yen attract higher-quality investment flows.
Proactive fire prevention and risk mitigation
Alongside economic security and social order, fire prevention and firefighting, as well as rescue and recovery operations, are among the fundamental conditions for protecting lives, assets, and the continuity of production activities.
For large-scale manufacturing facilities, even a single fire or explosion can cause severe losses, disrupt supply chains, affect thousands of workers, and damage a company's reputation. As a result, fire safety management cannot be limited to completing paperwork or installing equipment solely to meet inspection requirements. Instead, it must become an integral part of a company's day-to-day risk management system.
According to Lieutenant Colonel Nguyen Tuan Duc, Head of the Fire Prevention, Firefighting and Rescue Police Division of Hung Yen Provincial Police, the unit's guiding principle is to prioritize prevention by helping businesses identify potential risks from the earliest stages of project design, construction, production line installation, and operational planning.
The Fire Prevention, Firefighting and Rescue Police have intensified direct engagement with investors, consultants, and technical contractors, providing guidance on documentation, fire detection and suppression systems, emergency exits, and incident response plans. Training for on-site firefighting teams, emergency drills, and inspections of equipment readiness are carried out in a manner tailored to the specific characteristics of each production sector.

Administrative reform in the field of fire prevention and firefighting has also received significant attention. Regulations, technical standards, and compliance requirements are communicated more clearly, enabling businesses to make necessary adjustments from the outset, thereby reducing the need for repeated document submissions or costly design changes after construction has already begun.
Mr. Jin Hui, General Director of Jili Electric Vietnam Co., Ltd., noted that throughout the investment and operation of the company's factory, the business has received dedicated and practical guidance from the Fire Prevention, Firefighting and Rescue Police. Direct support on documentation, technical standards, and fire safety plans has helped the company strengthen its production conditions, proactively manage risks, and maintain stable operations.
At Makino Hung Yen Factory, located in Yen My Industrial Park, Mr. Tran Duc Minh, Factory Director, noted that clear guidance from authorities, detailed explanations of regulations, and technical consultations from the early stages of project development have helped the company better understand and comply with legal requirements, while also aligning international standards with Vietnam’s regulatory framework.
According to Mr. Minh, for a high-tech manufacturing enterprise, security, fire safety, asset protection, information security, and a stable legal environment are critical prerequisites for sustainable operations. When procedures are guided transparently and authorities work alongside businesses in a supportive manner, companies gain greater confidence to make long-term investments.
Hung Yen Provincial Police are also promoting the application of technology in fire prevention and firefighting, including the integration of on-site fire alarm systems with centralized databases and command centers. This helps shorten response times for receiving alerts, dispatching personnel, and handling incidents during the critical “golden time” period.
Recent progress in safeguarding economic security, maintaining social order, streamlining administrative procedures, and strengthening fire safety management reflects the evolving role of the police force as a more proactive and practical partner to the business community.
Colonel Nguyen Truong Lam emphasized that Hung Yen attracts investment not only through its policies, incentives, and infrastructure, but also through a safe and stable operating environment. The confidence and success of businesses are regarded as important indicators of the effectiveness of the provincial police force in fulfilling its mission.
