Hung Yen implements the four-pillar model: Strategic vision and practical actions

Hung Yen is breaking through to become a modern industrial province by synchronously implementing the strategic four-pillar model, which includes: legal institutions, science and technology, international integration, and the private economy.

This vision is materialised through comprehensive practical actions across the province. Hung Yen is one of the first localities to synchronously and drastically implement the Politburo's "four pillars," which consist of: Resolution 57-NQ/TW on breakthroughs in developing science, technology, innovation, and national digital transformation; Resolution 59-NQ/TW on international integration in the new situation; Resolution 66-NQ/TW on reforming law-making and enforcement to meet the country's development requirements in the new era; and Resolution 68-NQ/TW on private economy development.

Through creative approaches, innovative thinking, and specific actions, the province has awakened the aspiration for development, creating breakthroughs in institutional reform, digital transformation, and enterprise development. This demonstrates strategic thinking, a spirit of reform, and a desire for development, helping our country "take off" and opening an era of national rise.

Materializing guidelines into actions: From resolution to practice

Immediately after the Politburo's Resolution 57-NQ/TW dated December 22, 2024, was issued, the Standing Board of the Hung Yen Provincial Party Committee organized a conference to thoroughly grasp and implement it in-depth, and issued Plan No. 386-KH/TU dated February 13, 2025. This plan set the goal that by 2050, Hung Yen will be built into a centrally-run city, developing smartly, prosperously, and civilly.

On that basis, a series of digital infrastructure platforms were simultaneously deployed: The provincial Intelligent Operations Center (IOC) went into operation; data on population, education, and health were digitized; businesses were supported to access modern technologies such as artificial intelligence (AI), the Internet of Things (IoT), and blockchain, gradually transforming production processes towards a smart and sustainable direction.

The province identifies science, technology, and innovation as the backbone for long-term growth. Digital transformation models in land management and smart agriculture have initially brought positive results, becoming bright spots for other localities to learn from.

To spread the spirit of innovation, Hung Yen has used a variety of communication methods, from newspapers, radio, and television to social networks, billboards, and slogans in industrial parks and residential areas; deployed in-depth dissemination campaigns associated with seminars, talks, and party cell meetings, gradually bringing the resolution into the lives of officials, party members, and the people.

Creating a new launchpad for the private economy

Implementing Resolution 59-NQ/TW on proactive and comprehensive international integration, Hung Yen not only enhances FDI attraction but also focuses on cultural, educational, and technological cooperation. The province has organized many international investment forums, such as the "Connecting Thailand in Hung Yen 2025" business forum on July 16; and the Hung Yen - Japan connection program on June 3, 2026—events demonstrating the province's strong commitment to deep integration and increasing international competitiveness.

Besides, Resolution 66-NQ/TW on reforming law-making and enforcement to meet the country's development requirements in the new era, issued by the Politburo on April 30, 2025, is also being implemented by Hung Yen with a spirit of comprehensive innovation. The province has transparently publicized the investment process, digitized administrative procedures, and updated planning and legal information to be easily accessible and monitorable. Law dissemination programs have been innovated under the motto "Close to the people, easy to understand, easy to implement".

Legal reform is not only a lever for the investment environment but also a foundation for modern governance, building trust between the people, businesses, and the government.

Meanwhile, Resolution 68-NQ/TW on private economy development is creating a strong "push," helping local businesses "untie" and break through. Hung Yen has issued a series of policies to support startups, grant tax exemptions and reductions, support credit access, and promote digital transformation. In particular, providing free digital accounting platforms, electronic invoices, and e-commerce platforms for thousands of small and medium enterprises (SMEs) has helped save costs and increase business efficiency.

Businessman Nguyen Van Hoan, Director of Thanh Tung Co., Ltd., and Vice Chairman of the Hung Yen Province Business Association, commented, "Resolution 68/NQ-TW is not only a macro-orientation but has truly been put into practice. The business community hopes the province will continue to organize practical dialogue models such as 'Businessmen's Coffee' and 'Government - Business Forums' to directly resolve obstacles."

According to Mr. Hoan, the active support of the government will help businesses no longer feel isolated. Hung Yen needs to establish business support task forces from the commune to the provincial level, strengthening its role as a bridge so businesses can confidently invest, innovate, expand their scale, and gradually reach the international market.

By synchronously implementing the four Resolutions with practical actions, Hung Yen is proving its position as a model locality that "dares to think, dares to act," quickly turning guidelines into specific results. Breakthrough thinking, a receptive spirit, and strong political determination are three factors helping the province lead the way in transforming its growth model.
