Lang Son: Receptive and Determined to Remove Difficulties for Businesses and Investors
Lang Son province identifies the private economy as one of the important drivers for socio-economic development; the province has implemented many innovations in solutions to improve the business and investment environment.
The provincial leader assigned the Department of Finance to take the lead in compiling the results of the resolution process and advising the Provincial People's Committee on directing the complete resolution of the businesses' requests, contributing to building a transparent investment environment.
This was shared by the Deputy Secretary of the Provincial Party Committee and Chairman of the Lạng Sơn Provincial People's Committee, Nguyễn Cảnh Toàn, at a meeting with businesses and cooperatives on the morning of April 10.
In recent times, provincial levels and sectors have implemented many solutions to support and develop businesses and cooperatives. Among them, the work of receiving, processing, and responding to recommendations from businesses and cooperatives has been actively implemented, demonstrating a spirit of companionship and support.
In a context of many difficulties, businesses and cooperatives in the province have been proactive and dynamic in production and business, gradually rising and developing.
In the first quarter of 2026, 273 enterprises were established across the province with a registered capital of 4,036.4 billion VND, an increase of 130.6% compared to the same period in 2025. Cumulatively, the province currently has 6,265 enterprises with a total registered capital of 72,780 billion VND. Along with that, 14 cooperatives were established with a registered capital of 127.2 billion VND. Cumulatively to date, the province has 601 cooperatives with a total registered capital of 1,286.2 billion VND.
Mr. Hồ Phi Dũng - Chairman of the Lạng Sơn Provincial Business Association - said that in the general context of difficulties, the provincial business community has been implementing solutions to overcome "headwinds" and continue maintaining and developing production and business. Besides, the provincial authorities at all levels have also promptly accompanied and grasped the difficulties of businesses. Currently, there are 5 existing issues that need to be removed to create a premise for businesses to make breakthroughs.
First, regarding administrative procedures. When implementing a two-level government, the commune and ward levels are performing 160 procedures, while the rest are at the provincial level. Practical implementation still has shortcomings and limitations at the grassroots level that waste the time of people and businesses. In addition, for procedures for secondary investors, it is necessary to shorten the time to facilitate businesses in implementing projects.
Second, at industrial clusters, difficulties regarding land premises for businesses to invest in production and business have not been resolved for many years. Besides, compensation and site clearance work need to continue having solutions to remove obstacles to accelerate the progress of projects.
Third, interest rates have increased very high recently while the disbursement work from banks is slow. Consequently, businesses already facing difficulties find it even harder if they lose investment and production opportunities.
Fourth, the VSIP Industrial Park and several industrial clusters are preparing to be formed to welcome secondary investors. Currently, the workforce is a difficult issue because labor attraction policies in other localities are very attractive, especially in neighboring provinces. The province needs solutions to remove difficulties regarding specific attraction policies and labor training according to social needs.
In addition, the province needs to early implement the development of key enterprises in various fields to create a foundation for small businesses to develop together. At the same time, ensure fair competition where all businesses can access policies and have opportunities to participate in investment fields in the province.
At the conference, representatives of businesses and cooperatives raised several recommendations related to high gasoline and oil prices; issues of planning and attracting investment for cemeteries; accelerating investment in waste treatment plant projects; human resource training; site clearance; land conversion issues; foreign affairs to reopen secondary border gates; urban bus station planning; community tourism development; issuing service prices for the festival season...
In a receptive spirit, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyễn Cảnh Toàn acknowledged and highly appreciated the frank and responsible exchange and dialogue of the representatives of businesses and cooperatives.
The Chairman of the Lạng Sơn Provincial People's Committee requested departments, branches, and localities to continue enhancing the responsibility of heads, building a modern, professional, and transparent administration, taking people and businesses as the service center; focusing on resolving the obstacles of businesses and cooperatives according to their functions and tasks. The Department of Finance shall lead the synthesis of results and advise the People's Committee to direct the definitive resolution of business recommendations, contributing to building an open investment environment, effectively attracting resources, and making Lạng Sơn a reliable destination for investors.
The provincial leader also requested the Provincial Business Association and business societies to continue promoting their role as a bridge, accompanying the government, and promoting the socio-economic development of the province. Along with that, the business community should continue to innovate, improve management capacity, proactively seize opportunities, and adapt to the integration and business environment. Strengthen the application of science and technology in production.
In the first 3 months of 2026, the total import-export turnover through Lạng Sơn province reached 24.9 billion USD, an increase of 38% over the same period; total budget revenue reached 7,263 billion VND, an increase of 94.1% compared to the same period in 2025, in which the business and cooperative sector in the province contributed 537 billion VND, an increase of 57% over the same period.
