Continue to promote decentralization and delegation of power associated with the allocation of physical resources, improving the capacity of cadres, especially commune, ward, and special zone cadres.
Fourth, building a united, coordinated, and accompanying Government. The Government will always thoroughly grasp that state power is unified, with assignment, coordination, and control between agencies in exercising legislative, executive, and judicial powers.
Fifth, building a government of integrity, discipline, bravery, and responsibility. The Prime Minister is deeply aware that people's trust is the greatest resource of the nation. To develop quickly, the apparatus must be clean, cadres must be honest, and public service must be disciplined.
