Nenh Ward (Bac Ninh) sets deadline adherence as a benchmark for public service performance

Amid the pressures of a densely populated industrial ward, Nenh has chosen timeliness, legal compliance and dedication as its benchmark for serving residents and businesses.

As home to several major industrial parks, a large population, and a high concentration of businesses, workers, household enterprises and residents seeking administrative services each day, Nenh Ward in Bac Ninh Province faces considerable pressure in operating its local government apparatus.

Despite these challenges, officials and civil servants at the Nenh Ward People's Committee are striving to build a service-oriented administration, making timely service delivery a measure of their responsibility to residents and businesses.

Heavy administrative workload in a densely populated industrial ward

Mornings at the Nenh Ward Public Administrative Service Center typically begin at a brisk pace. Residents arrive to notarize documents and complete civil status and land-related procedures. Household businesses seek guidance on registration requirements, while enterprises come to inquire about matters related to land, construction, production, labor and environmental regulations. The reception desks are rarely idle. Officials continuously assist visitors, review applications and explain relevant regulations to ensure that residents and businesses fully understand and correctly complete the required procedures.

With a large population and several major industrial parks, Nenh Ward attracts a significant number of businesses, factory workers, employees and supporting service providers. This rapid development has led to a sharp increase in demand for administrative services, making the volume and complexity of procedures handled by the ward far greater than in the past.

According to Mr. Le Hoang Bach, Chairman of the Nenh Ward People's Committee, the ward's unique challenge lies in managing a densely populated residential area while also serving a large business community and a sizeable workforce concentrated in local industrial parks. As a result, the ward administration must not only process applications in accordance with regulations but also foster a transparent, efficient and friendly administrative environment, enabling residents and businesses to live, produce and operate with confidence.

Mr. Le Hoang Bach said that under the two-tier local government model, ward authorities are the level of government closest to residents and businesses. Every aspect of administrative performance is reflected in each application processed, every citizen reception session and every instance of procedural guidance. For this reason, Nenh Ward has identified administrative reform as a key priority, with public and business satisfaction serving as the ultimate measure of success. Central to this approach is the principle of “on time, in compliance with the law and accountable in execution”.

Against this backdrop, the Nenh Ward People's Committee believes that administrative reform must begin with practical and measurable actions: publicly disclosing administrative procedures, clearly guiding applicants on required documentation, assigning officials according to their areas of expertise, closely monitoring processing timelines, and minimizing delays or the return of applications due to incomplete guidance.

“The greatest challenge for officials and civil servants in Nenh Ward is the need to process applications accurately and efficiently while remaining fully compliant with the law; to be flexible without being arbitrary; and to be dedicated without bypassing established procedures. Striking that balance requires professional competence, strong judgment and a high sense of responsibility”, said Mr. Le Hoang Bach.

On time, lawful and dedicated service

Mr. Ngo Duy Dung, Deputy Director of the Public Administrative Service Center, said that despite the heavy volume of applications, officials and civil servants of the Nenh Ward People's Committee regard a service-oriented mindset as a guiding principle in their work. At the Public Administrative Service Center, each officer responsible for receiving applications also serves as a guide, helping residents and businesses understand policies, explaining procedures and addressing initial concerns and difficulties.

A notable feature of Nenh Ward’s administrative reform efforts is its emphasis on timeliness as a central performance standard. Delivering services on time is not merely about meeting procedural deadlines. It also reflects administrative discipline, respect for residents and businesses, and the accountability of local government. For businesses, timely processing helps reduce time-related costs and avoid project delays. For residents, it means fewer trips, shorter waiting times and less inconvenience when carrying out administrative procedures.

As a business operating in the area and regularly dealing with local administrative procedures, Mr. Luong Xuan Diem, Director of Song Hong Technology Investment and Development Joint Stock Company in the Viet Han Industrial Park, Nenh Ward, highly appreciated the support provided by local authorities in helping businesses overcome challenges. According to Mr. Diem, what businesses need most from grassroots authorities is clear guidance, timely responses and genuine support, especially when handling procedures related to production, environmental compliance, land use, labor matters and business expansion.

Song Hong Technology Investment and Development Joint Stock Company, located in the Viet Han Industrial Park in Nenh Ward, employs a large number of foreign workers.

“We appreciate the support and partnership provided by the Nenh Ward authorities in recent years. For businesses, having procedures clearly explained and processed on time and in accordance with regulations is of great importance, as it allows companies to be more proactive in their production and business plans. Most importantly, the local authorities are always willing to listen, understand the difficulties faced by businesses and provide support within the framework of the law”, Mr. Luong Xuan Diem said.

Drawing from practical experience, Mr. Diem also urged Bac Ninh Province to further streamline administrative procedures, making them simpler, more transparent and faster to process, particularly in areas related to investment and production expansion.

In addition, businesses hope for more policies that facilitate access to reasonably priced financing, as well as credit-connection programs tailored to medium-sized manufacturing enterprises. Such support would provide businesses with better conditions to expand their operations over the long term.

“Another issue is that many new policies and regulations are being introduced. Without timely guidance and communication, businesses can easily face difficulties in understanding and complying with these requirements. Therefore, alongside administrative reform, local authorities should strengthen information channels, dialogue mechanisms, training activities and policy dissemination efforts so that businesses can fully understand the regulations, comply with them correctly and minimize legal risks”, Mr. Luong Xuan Diem said.
