Continuing the personnel work at the first session of the 16th National Assembly, on the morning of April 7th, the National Assembly proceeded with the procedures to elect the State President of the Socialist Republic of Vietnam.
With 495 out of 495 delegates voting in favor, the National Assembly passed a resolution electing Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam and a member of the 16th National Assembly, to the position of President of the Socialist Republic of Vietnam for the term 2026-2031.
"Under the sacred red flag with a yellow star of the Fatherland, before the National Assembly, the people and voters, I, President of the Socialist Republic of Vietnam, solemnly swear: To be absolutely loyal to the Fatherland, to the people, to the Constitution of the Socialist Republic of Vietnam, and to strive to fulfill all the tasks entrusted by the Party, the State and the people," State President To Lam declared in his oath of office.
In the solemn and sacred moment of the inauguration ceremony, General Secretary and President To Lam expressed boundless gratitude for the immense contributions of the great President Ho Chi Minh, the brilliant leader of our Party and nation; for the predecessors, revolutionary fighters, Communist Party members, and millions of heroic martyrs who bravely fought and sacrificed for the independence, sovereignty, unity, and territorial integrity of the Fatherland, for socialism and noble international duties; and for the generations of people who selflessly dedicated themselves to labor and creativity, making immense contributions to the glorious revolutionary cause of the Vietnamese nation.
Party General Secretary and State President To Lam shared that assuming the important responsibilities of General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam is an immense honor, a sacred and noble responsibility and duty, and also represents the trust and expectations of the entire Party, the entire people, and the entire army placed in the heads of the Party and the State.
Party General Secretary and State President affirmed that together with the entire Party, the entire people, the entire army, especially the collective of the Central Committee of the Party, we will steer the ship of revolution through all storms and rough seas, reaching its destination soon, fulfilling President Ho Chi Minh's aspirations and the nation's dream: "The entire Party and people of Vietnam unite and strive to build a peaceful, unified, independent, democratic, and prosperous Vietnam, and make a worthy contribution to the world revolutionary cause."
Party General Secretary and State President expressed his confidence that, with a thousand-year tradition of nation-building and national defense; the great heritage values inherited from our ancestors; an unwavering aspiration for progress, an iron will, and unwavering resilience; the truth that "Vietnam is one, the Vietnamese people are one"; the determination not to let the country fall behind, not to let the people lose opportunities for development, and to act for a long-term and bright future for the nation; and with the support and assistance of international friends, Vietnam will certainly write new and glorious chapters in its development journey, achieving the strategic goals set forth.
Party General Secretary and State President To Lam was born on July 10, 1957, in Nghĩa Trụ commune, Hưng Yên province. He holds the titles of Professor and Doctor of Laws.
He was a member of the Central Committee of the Party for the 11th, 12th, 13th, and 14th terms; a member of the Politburo for the 12th, 13th, and 14th terms; and a delegate to the National Assembly for the 14th, 15th, and 16th terms.
Also on the morning of April 7th, the National Assembly heard a report from the Standing Committee of the National Assembly on the results of approving the personnel for the positions of Vice Chairman of the Council of Ethnic Minorities, Vice Chairmen of Committees, and members who are full-time National Assembly deputies working in the Council and Committees.
This afternoon, the National Assembly will proceed with the procedures to elect the Prime Minister, the State Vice President, the Chief Justice of the Supreme People's Court, and the Prosecutor General of the Supreme People's Procuracy. After being elected, the Prime Minister and the Chief Justice of the Supreme People's Court will take the oath of office as prescribed.
