Quang Tri: Building a favorable and competitive business ecosystem

Identifying its unique advantages in attracting investment, Quang Tri province has recently implemented a range of synchronized solutions to improve the business and investment environment and support business development.

A notable highlight is the promotion of digital transformation in administrative procedures, creating favorable conditions for citizens and businesses.

Currently, 100% of authorities and units in the province receive and process applications through the centralized Administrative Procedure Information System, ensuring a unified, transparent process that reduces time and costs for citizens and businesses.

The Public Administrative Service Center, in coordination with the Standing Committee of the Provincial Youth Union, provides support to citizens and businesses in using online public services.

Digitalization reduces costs and increases opportunities for businesses

As part of its journey toward digital government development, Quang Tri has enhanced the effectiveness of its online public service portal and connected it to the National Digital Government Monitoring Center. The portal has been integrated with the provincial-level electronic one-stop system, forming a centralized administrative procedure processing platform. At the same time, the province has also launched a Zalo channel to deliver public services to citizens and businesses.

The digital economy and digital society in the province have achieved many positive results: 100% of schools and healthcare facilities accept cashless payments; the digital economy accounts for 9.03% of GRDP, ranking 26th nationwide. Sectoral databases such as healthcare, education, land, and others have been integrated and connected with the provincial Intelligent Operation Center (IOC).

The province has implemented various digital platforms such as online meeting platforms, electronic identification and authentication, e-commerce, the provincial data integration and sharing platform (LGSP), and the network security monitoring center (SOC), helping to improve management efficiency and public service. On April 11, 2025, the Quang Tri Provincial People’s Committee held an online launch ceremony for the “Digital Popular Education” movement and delivered a special presentation to raise awareness about AI and ChatGPT for the entire province at the provincial People's Committee headquarters. This event was connected online with 131 district and commune-level points across the province and marked the first province in the country to implement such an activity. On the first day, about 20,000 participants, including officials, civil servants, public employees, armed forces, political-social organizations, youth members, and students took part.

In particular, the province focuses on supporting the development of e-commerce, creating favorable conditions for businesses and cooperatives to promote products, build brands, and conduct online transactions. The province cooperates with major platforms such as Shopee, Lazada, and others to sell domestic goods. The provincial e-commerce trading platform (quangtritrade.gov.vn) is maintained and upgraded to better meet the needs of businesses and consumers.

Currently, Quang Tri has 737 digital technology enterprises, all of which use electronic invoices. On e-commerce platforms, 3,757 products from the province are showcased; 113,335 agricultural households have been trained in digital skills; 55% of these households participate in e-commerce platforms, ranking 4th out of 19 provinces and cities in the region.

According to businesses, the digitalization process has helped save time, reduce informal costs, while increasing competitiveness and market expansion. The province has organized training courses on digital content management, online marketing, and building e-commerce supply chains for agricultural products, while also connecting businesses inside and outside the province to optimize logistics costs.

In the near future, Quang Tri province will continue to combine traditional and modern trade promotion methods, promoting the application of information technology and digital transformation to help businesses and cooperatives confidently “reach out to the larger market.”

Positioning an investment environment of “3 no’s”

Currently, the province has about 3,500 active enterprises, most of which are small businesses with limited industry diversity. In response to this reality, Quang Tri province is committed to creating the most favorable conditions for business development, simplifying administrative procedures, enhancing policy support, and building a transparent competitive environment.

According to Quang Tri provincial leaders, with the spirit of always accompanying and supporting businesses, the provincial government will continue to create the most favorable conditions for enterprises and entrepreneurs to develop and succeed. Through this, the province aims to achieve an economic growth rate of over 8% in 2025 and double-digit growth in the following years.

The province positions its investment environment based on the motto of "3 no’s": No barriers (committing to 100% simplification of administrative procedures and applying a one-stop, interconnected mechanism); No discrimination (equal treatment between large and small enterprises, FDI and domestic businesses); No delays (resolutely withdrawing stalled projects, accelerating disbursement and licensing).

In 2024, the province issued numerous documents directing the concretization of administrative reform policies and enhancing provincial competitiveness, demonstrating a strong determination to build a favorable and competitive business ecosystem.

Currently, the administrative procedure reform is being reviewed, standardized, and made transparent. The Public Administrative Service Center and one-stop units at all levels operate smoothly and effectively, reducing difficulties for citizens and businesses.

Alongside this, the province focuses on improving public service ethics, monitoring working hours, correcting workplace culture, and preventing harassment and corruption. As a result, many component indices of Quang Tri are highly rated by citizens and businesses, such as: governance and organizational reform (PAR Index); service attitude (SIPAS); transparency, fair competition, and informal costs (PCI 2024).

Mr. Nguyen Duc Tan, Director of the Quang Tri Investment, Trade, and Tourism Promotion Center, stated that the province strives to implement solutions to build an open, transparent, and attractive business environment; provide maximum support in administrative procedures, aiming to thoroughly simplify all administrative procedures related to business operations; contributing to making Quang Tri an attractive destination for investors to strengthen its ability to attract both domestic and foreign investment.

At the same time, the province is determined to revoke delayed projects, especially wind power projects that negatively affect the investment environment and hinder economic growth. Alongside these "tightening" measures, Quang Tri province also implements active support mechanisms to accelerate projects, resolve difficulties related to procedures and site clearance, ensuring that eligible projects are carried out according to the committed schedule.

In the context of restructuring the two-level government apparatus, the province requires maintaining stability in the progress and disbursement of public investment to ensure the effectiveness of the socio-economic development plan.

Quang Tri is focusing on clearing obstacles for approved projects and accelerating key developments, including the Quang Tri, Trieu Phu, and Tay Bac Ho Xa industrial parks; Quang Tri 340MW gas power plant; Hai Lang LNG power center (1500MW, phase 1); Quang Tri airport; My Thuy seaport; as well as wind, solar, urban, and resort projects.
