Significant milestone in nation’s era of rise

After 12 days of urgent, serious, and highly responsible work, the first session of the 16th National Assembly concluded successfully yesterday in Ha Noi, accomplishing its entire agenda and marking an important milestone from the very beginning of the new term.

With a spirit of innovation, scientific thinking, and determination, National Assembly deputies demonstrated their mettle, intellect, and aspiration to contribute, living up to the trust of voters and the people nationwide.

From the very opening session, the National Assembly worked with urgency and responsibility. Voters and the public closely followed, recognised, and highly appreciated the deputies’ readiness to “get straight to work”. The NA fulfilled a crucial task by reviewing and deciding on the organisational structure and electing or approving 39 senior positions within the state apparatus.

It elected the President, the NA Chairman, and the Prime Minister with very high levels of confidence from deputies. This provides a solid foundation for the leadership apparatus to operate smoothly, effectively, and efficiently from the very early months of the term.

Another key and urgent task was the adoption of nine laws and 31 resolutions, promptly institutionalising many guidelines and policies into legislation and implementing the Resolution of the 14th National Party Congress, as well as resolutions and conclusions of the Party Central Committee, the Politburo, and the Secretariat.

The NA also focused on reviewing reports on socio-economic development, finance and the state budget, including assessments of the implementation of the 2025 plan and the early months of 2026, and proposing breakthrough and feasible solutions in the context of rapidly evolving, complex, and unpredictable global developments.

The NA approved five-year plans for the 2026–2030 period on socio-economic development, national finance, public debt borrowing and repayment, and medium-term public investment.

Alongside the success of the 14th NA Congress and the second plenum of the 14th Party Central Committee, as well as the elections of deputies to the 16th NA and People’s Councils at all levels for the 2026–2031 term, the success of the first session of the new NA reaffirms public confidence in the Party and the State, while also enhancing Viet Nam’s image and standing in the international arena.

At the session, directives from General Secretary and President To Lam and other Party and State leaders called on the NA to build on past achievements and pursue more vigorous, comprehensive, and substantive reforms, continuously improving the quality of legislation, supreme oversight, and decision-making on major national issues.

The General Secretary and President emphasised the need for a fundamental shift in legislative thinking towards development-oriented lawmaking. Laws should not only regulate existing realities but also pave the way for new developments; they should not only “open the road” but also “repair the road”.

He also stressed that the legislative process must listen to the voices of experts, scientists, international experience, businesses, and the people. Every law must originate from national interests and the legitimate interests of the people.

Each NA deputy is required to continue fully exercising their role as a representative of the people’s will and aspirations — maintaining close ties with voters, listening to and reflecting real-life issues in parliamentary deliberations, and translating public aspirations into timely and sound policy decisions.

These clear and incisive directives reflect a forward-looking and breakthrough vision, serving as guiding principles for all activities of the NA in the new term. The successful conclusion of the first session creates new momentum, confidence, and motivation for the entire tenure.

The 16th NA will continue to innovate strongly, act decisively, and work in tandem with the Government and the entire political system to maximise all resources, striving towards the overarching goal of a prosperous and civilised nation where people enjoy well-being and happiness.

The country now stands at a historic turning point, placing great responsibility on the NA and each of its deputies — an immense yet honourable duty.

NA Chairman Tran Thanh Man also pledged to voters and the people that deputies will continue to be exemplary representatives in terms of intellect, integrity, ethics, and dedication to serving the Fatherland and the people. Their determination to “dare to think, dare to act, dare to take responsibility, and place national interests above all” is worthy of the glorious 80-year tradition of Viet Nam’s National Assembly.

This forms an important foundation for the 16th NA to achieve new heights of development. The NA, the Government, its agencies, and relevant organisations, along with local authorities, must urgently and effectively implement the laws and resolutions adopted.

Detailed regulations must be promptly issued in full, with clear guidance, ensuring no legal gaps and no delays in enforcement. Laws and resolutions must not only be “sound on paper” but also “effective in practice” — a shared expectation and requirement of voters, the public, and the business community nationwide.
