Thuan Thanh milestone as a base to open a new era

Thuan Thanh Town has mobilized all available resources to invest in the development of both technical and social infrastructure, aiming to meet the criteria and standards of a dynamic, modern, and civilized urban area. The town is envisioned as a center for receiving, transferring, and spreading advanced technologies across the province.

The Vice Chairman of the Provincial People's Committee, Dao Quang Khai, presented the Certificate of Merit from the Provincial People's Committee to the people and officials of Thuan Thanh Town.

With strong determination, the Party Committee, People's Council, and People's Committee of Thuan Thanh Town have led, directed, and administered the implementation of comprehensive solutions, effectively fulfilling the set goals and tasks, achieving and surpassing the targets for socio-economic development.

Thuan Thanh Town has focused on developing a synchronized technical infrastructure system, along with the planned development of new urban areas, residential zones, industrial parks, services, and tourism. Urban planning efforts have laid the foundation for the town to advance its infrastructure system.

According to the approved zoning plan, Thuan Thanh Town has recently collaborated with pertinent entities to maximize the utilization of the current urban infrastructure system, utilizing local assets and land resources to raise funds for infrastructure construction.

With numerous important projects, the municipality has also increased its investment in infrastructure systems, resulting in architectural highlights and a fresh, roomy, contemporary look.

Thuan Thanh has many opportunities for development due to its proximity to major economic centers in the region, as well as its potential for economic growth and investment attraction. The town also consistently receives attention and support from the province in urban planning and development efforts.

Urban planning plays a crucial role in the development of Thuan Thanh Town. Publicizing and ensuring transparency in the planning information is essential for the people and investors to access and understand the town's development direction.

Activities related to culture, sports, and tourism as well as a pilot application of OCOP products have drawn interest. Efforts have also been taken to safeguard cultural assets, such as getting the paperwork ready to submit to UNESCO in order to identify the Dong Ho folk painting craft as an urgently needed intangible cultural heritage. Social order and political security are steady. Thuan Thanh Town's entire state budget revenue in the first quarter of 2025 was over 537 billion VND, which was 21% of the projected goal and 99% more than it was during the same period in 2024.

Determined in land clearance

The difficulties and obstacles have always been closely monitored and decisively addressed by Thuan Thanh Town, with strong direction given to several tasks and targets, including: land clearance; the implementation of the residential service land project; especially the progress of the Beltway 4 project passing through the town; budget revenue and expenditure; and enhancing efforts to address environmental pollution issues.

Regarding the land clearance for the Beltway 4 project passing through Thuan Thanh Town, with a length of approximately 19.8 km, spanning across 8 communes, according to the Department of Agriculture and Environment of Thuan Thanh Town, the land clearance progress for the Beltway 4 project in the town is as of April 12, 2025. For residential land: 128 households and individuals have land being acquired. To date, compensation has been completed for 102 out of 119 affected households and individuals (including: 10 households in Nghia Dao commune, 7 households in Nguyet Duc commune, 12 households in Ninh Xa commune, and 73 households in Mao Dien commune), with a total area of 23,731.6 m² of land cleared and compensation paid, accounting for 84% of the total residential land area. The remaining 17 households and individuals have not yet received compensation, including 1 household in Ninh Xa, 1 household in Nghia Dao, and 15 households in Mao Dien commune, who have not yet received compensation or support.

Thuan Thanh continues to mobilize and encourage the remaining households to cooperate, receive compensation, and hand over the land for the project. The goal is to minimize the need for enforcement measures.

On April 13, 2025, Mr. Vuong Quoc Tuan, Chairman of the Bac Ninh Provincial People's Committee, inspected the progress of the project along the section passing through Mao Dien Commune

The town of Thuan Thanh now has a coordinated, well-planned infrastructural system. It consistently helps businesses and entrepreneurs improve competitiveness indicators, improve the business and investment environment, and attract investment waves. The town promotes the growth of high-tech and clean businesses, increases investor interest in industrial parks and clusters, and quickens the pace of economic transition.

Thuan Thanh is a prime destination that attracts many industrial parks and clusters to the area. To date, the town has 3 industrial parks with a total area of 990 hectares, including Thuan Thanh II and Thuan Thanh III industrial parks, which are operational, and Thuan Thanh I industrial park, which is currently under infrastructure development. There are also 3 industrial clusters with a total area of 168.12 hectares that are operational, namely Thanh Khuong, Xuan Lam, and Ha Man - Tri Qua, along with 1 handicraft industrial cluster in Song Ho Ward, which is in the land clearance phase for project implementation.

The industrial parks and clusters have 163 enterprises leasing land and operating in focused production, creating jobs for 60,000 local workers and those from surrounding areas. Additionally, more than 8,000 commercial businesses provide employment for nearly 18,000 workers.

By awakening and harnessing its existing advantages and potential, Thuan Thanh has made remarkable progress. The results reflect and affirm the continuous efforts and determination of the Party Committee, authorities, and people of Thuan Thanh Town, which have played a crucial role in successfully achieving the socio-economic development goals and tasks of Bac Ninh province in recent times.

Urgently implementing the two-tier local government model 

According to the proposal for rearranging administrative units at the provincial and communal levels, Bac Ninh Province will merge with Bac Giang Province, forming the new Bac Ninh Province, with the administrative headquarters located in Bac Giang Province. The newly established Bac Ninh Province will cover a total area of 4,718.6 km², reaching 94.3% of the required standard, and a population of 3,619,433 people, reaching 258.5% of the required standard. As for Thuan Thanh Town, it will consist of 6 new wards: Thuan Thanh, Mao Dien, Tram Lo, Tri Qua, Song Lieu, and Ninh Xa.

Following the provincial People's Committee's plan to gather public opinion on the proposal to rearrange provincial and communal administrative units, Thuan Thanh Town has established 9 task forces, led by members of the Standing Committee of the Town Party, and 109 communal-level task forces with a total of over 1,000 members. They have organized statistics, reviewed, and compiled a list of over 46,700 voters representing households across the entire town to be posted at polling stations. In addition, there has been an increased effort in media outreach, and feedback from the public indicates general optimism and strong consensus on the policy of reorganizing provincial and communal administrative units.

On April 20, 2025, Mr. Vuong Quoc Tuan, Alternate Member of the Party Central Committee and Chairman of the Bac Ninh Provincial People's Committee, inspected the process of collecting public opinion on the proposal to reorganize provincial and communal administrative units in Thuan Thanh Town.

With more than 33,000 voters cast ballots around the town as of 9:00 AM on April 20, 2025, the voter turnout rate exceeded 72%. The Provincial People's Committee Chairman, Vuong Quoc Tuan, recognized and commended the aggressive and targeted efforts of the leadership in Thuan Thanh Town and other localities during a firsthand inspection of the voter opinion gathering procedure at Ho Ward. Notwithstanding the limited timeframe, the municipalities were able to effectively and efficiently coordinate the process of gathering voter opinions, guaranteeing the best possible circumstances for individuals to fulfill their voting obligations and rights.

The Chairman of the Provincial People's Committee suggested that Thuan Thanh Town and localities continue to strengthen public awareness campaigns through mass media to encourage voter participation and achieve the highest possible turnout. This would help create momentum and support for the proposal to merge provincial and communal administrative units, forming new administrative units. It would also lay the foundation for the successful organization of the 16th National Assembly election and the People’s Council elections for the 2026-2031 term.

After the conclusion of the feedback period, localities will focus on evaluating the voter opinion collection process, reporting to the relevant authorities to compile, advise, and organize the next steps in the process of rearranging communal administrative units and merging Bac Ninh and Bac Giang provinces in the near future. To prepare for the operation of the new communal administrative units starting from July 1, 2025, the Chairman of the Provincial People's Committee has instructed Thuan Thanh Town to guide localities in reviewing infrastructure and personnel to ensure the full utilization of capabilities and professional expertise to meet the demands of work in the new context. Preparing the mindset, attitude, and breakthrough thinking for the challenging journey ahead will open many opportunities, as well as changes. Starting from July 2025, Thuan Thanh, with its beloved name, will operate with 6 new wards under a new two-tier model. This requires leaders to be confident, resilient, dedicated, and strive to help both the nation and Bac Ninh province truly thrive in the new era.
