VCCI’s Special Mission

Assoc. Prof. PhD Ho Sy Hung – President of the Vietnam Chamber of Commerce and Industry (VCCI) emphasized that in 2026—the starting point of the nation’s “era of rising” – the business community, especially private enterprises whose position and political role have been established, will take the lead in participating in the process of national prosperity, implementing a new growth model, and contributing to the realization of the two centennial goals set by our Party.

To effectively achieve this objective, VCCI will continue to work alongside the business community to strive for rapid and sustainable growth based on innovation and the application of science and technology, focusing on key areas such as the green economy, digital economy, and data economy, among others.

The Lunar New Year of Binh Ngo 2026 marks the first year of a new poliical term and the year of implementing the Resolution of the 14th National Party Congress. Does this meaningful moment also create a very important transition in the development of Viet Nam’s economy and business community, in your view?

The goals set by the Party and the State are to achieve double-digit growth during the 2026–2030 period, with the aim of helping Viet Nam escape the middle-income trap and become a developing country with modern industry and upper-middle income by 2030 and a developed, high-income country by 2045. The key to realizing these major goals, as identified by the Party, is to harness the internal strengths of the economy and develop a strong private economic sector while integrating the economy deeply and broadly into the international economy.

To lay the foundation for this important transition, the Politburo issued eight major resolutions of strategic significance across most of the country’s key sectors. Among them, Resolution No. 68/NQ-TW has established the position of the private sector in both political and institutional terms within the economy as a force that participates in, contributes to, and takes ownership of production and business activities.

This is an important viewpoint that provides the basis for issuing policy mechanisms for implementation in the coming period, contributing to strengthening business confidence and igniting the entrepreneurial spirit within Viet Nam’s business community.

From the perspective of enterprises, in your opinion, what foundational factors should Vietnamese businesses focus on in order to both enhance competitiveness and seize development opportunities in 2026 and the years ahead?

In 2026, the Vietnamese economy is forecast to continue experiencing many unpredictable fluctuations, requiring enterprises’ long-term strategies; to remain flexible and adaptive to changes in trade and investment policies, as well as technical and environmental barriers imposed by some major trading partners. Based on the strategic directions opened by the Party and the Government, enterprises need to be proactive and creative, taking direct steps to approach new trends and new markets that align with Viet Nam’s advantages and strengths.

In particular, enterprises should recognize new opportunities as certain conditions have begun to take shape in some emerging strategic sectors such as the digital economy, data economy, and green economy. At the same time, the business community needs to continue promoting growth through exports—one of the main growth drivers of the economy.

However, in recent times, Vietnamese enterprises have succeeded in producing products and goods that substitute imports but have not yet strongly developed high-value products suitable for rising income levels, consistent with growth of over 10%, with GDP striving to reach USD 5,400–5,500 per capita per year in 2026.

Therefore, in my view, enterprises need to focus on researching and tapping into the emerging needs of the domestic market of more than 100 million people, especially as per capita income in 2025 has reached USD 5,000—classified as upper-middle income—with demand for consumer goods that contain a high level of technological value.

With its role as a “locomotive” leading the business community and Vietnamese entrepreneurs in embracing the major mission and responsibility, what specific actions will VCCI undertake?

In 2026, VCCI will strictly implement the strategic orientations set out by the Party and State leadership. At the same time, as a national organization representing the business community, VCCI will continue to effectively carry out its mission of closely accompanying, encouraging, and motivating the business community to actively and proactively contribute to the realization of the double-digit growth target and other major goals.

Continuing to affirm its representative role in policy making, VCCI, together with ministries and sectors, will focus decisively on reviewing and cutting business conditions and compliance costs, thereby contributing to the improvement of a favorable and transparent business environment and strengthening the participation of the business community in law- and policy-making processes.

In 2026, enterprises will still have substantial room for growth and market expansion. VCCI will work with enterprises to make more effective use of the advantages of FTAs and to boost exports to traditional, high-value markets. At the same time, efforts will be made to seek new markets suitable to the strengthening production capacity of Vietnamese enterprises. Conversely, VCCI will connect global associations and corporations to invest in Viet Nam, focusing on several key areas such as data centers, international financial centers, and free trade zones. VCCI will develop a project to connect the Vietnamese business community (Vietcham) domestically and abroad in order to optimize resources and seize investment and business opportunities.

At this special moment at the beginning of the new year, could you share your feelings and expectations for the Vietnamese business community?

In the new year, I hope that every Vietnamese enterprise will maintain an optimistic spirit, remain steadfast in its mission, and continuously innovate to adapt to global trends with the spirit of: PERSEVERANCE – SUBSTANCE – EFFECTIVENESS.

I believe that, equipped with the aspiration to rise, the Vietnamese business community will not only recover strongly but also achieve remarkable breakthroughs, contributing to bringing the country closer to the goal of becoming a powerful and prosperous nation by 2045.
