Connecting FDI and Vietnamese enterprises in Bac Ninh industrial parks

Connecting FDI enterprises with Vietnamese enterprises is becoming an urgent requirement for Bac Ninh to elevate its industrial supply chain.

In the wave of global investment shifting, Bac Ninh not only needs to attract more high-quality FDI projects but also must create a substantive connection between FDI enterprises and Vietnamese enterprises. This is the key to raising the localization rate, developing supporting industries, and helping domestic enterprises step deeper into the global value chain.

From the requirement of supply chain connectivity

At the FDI Connect Forum 2026 held in Bac Ninh on April 24, 2026, Mr. Ho Sy Hung, Chairman of the Vietnam Chamber of Commerce and Industry (VCCI), once emphasized: The world is moving strongly, leading to a fundamental change in how multinational corporations choose investment locations. If in the past, low cost was an important advantage, investors now increasingly prioritize ecosystems capable of fast adaptation, transparency, stability, and sustainable development.

This assessment poses a new requirement for industrial localities like Bac Ninh. Attracting FDI is not just about welcoming capital flows, building factories, and filling up industrial parks, but more importantly, creating a production ecosystem capable of linking, spreading technology, and improving the capacity of domestic enterprises.

Reality shows that although Bac Ninh is an attractive destination for many large corporations, the level of linkage between the FDI sector and domestic enterprises is still not commensurate with its potential. The localization rate in many industries remains low; the number of Vietnamese enterprises deeply participating in the value chain as Tier 1 suppliers is still limited. This is a bottleneck that cannot be underestimated, because if domestic enterprises only stand outside the supply chain, the spillover benefits from FDI will be narrowed.

According to the People's Committee of Bac Ninh Province, the core issue currently is developing domestic enterprises, especially supporting industry enterprises. Vietnamese enterprises need to, step by step, master technology; upgrade governance; standardize processes; and meet strict requirements regarding quality, progress, traceability, labor, environment, and financial transparency. Only when overcoming the threshold of "processing and assembly" can Vietnamese enterprises participate in higher value-added stages such as design, research and development (R&D), innovation, and the supply of components, materials, and technical services to global corporations.

Discussing this issue, Mr. Nguyen Xuan Ngoc, Deputy Head of the Management Board of Bac Ninh Industrial Parks, argued that to form an effective linking ecosystem, domestic enterprises must first proactively improve production capacity, invest in technology, and meet the quality standards of multinational corporations.

"The Industrial Parks Management Board identifies its role as a bridge between enterprises while coordinating with departments and sectors to implement solutions to promote linkages in a more substantive and effective direction," Mr. Ngoc emphasized.

Accordingly, Bac Ninh is researching and proposing mechanisms and policies to encourage production linkages between FDI enterprises and domestic enterprises. The province prioritizes projects with commitments to use domestic suppliers while promoting the formation of industry clusters and supply chains in key fields such as electronics, high technology, and supporting industries.

From the perspective of an industrial park infrastructure developer, Mr. Nguyen Van Tung, Deputy Director of Bac Giang Industrial Park Infrastructure Development JSC, believed that in addition to the task of preparing all infrastructure conditions, infrastructure developers must also contribute to creating a connecting environment among investors within the industrial park.

According to Mr. Tung, when FDI enterprises need to find suppliers and Vietnamese enterprises need opportunities to access international standards, the industrial park must become a space for connection, information sharing, and production cooperation support.

To Vietnamese enterprises raising quality standards

For connectivity to bring practical efficiency, Bac Ninh is stepping up supply-demand matching through meeting programs between FDI and Vietnamese enterprises, supporting industry forums, dialogue conferences, and transparent information channels. The goal is to help FDI enterprises easily find suitable suppliers, while helping domestic enterprises clearly understand standards, requirements, and the roadmap to participate in the supply chain.

Along with that, Vietnamese enterprises will be supported to improve management capacity, production standards, technical improvements, and access to international certification systems as well as intensive consulting programs. This is an important foundation for domestic enterprises to shift from "wanting to participate" to "having sufficient capacity to participate" in the supply chains of large corporations.vsip.jpg

In modern industrial parks, the role of infrastructure developers is increasingly expanding. For FDI enterprises and Vietnamese enterprises to connect better, there needs to be a transparent investment environment, stable infrastructure, professional support services, and connection activities organized regularly and substantively.
